Choose based on who you want to keep from seeing what: your ISP or public Wi-Fi operator, a VPN or proxy provider, or the website you visit. A VPN shifts trust from the local network to its provider; a conventional proxy puts a single relay operator in the middle; Tor distributes traffic across multiple relays. For privacy-conscious web browsing, Tor Browser is often the closest fit when you want to separate your ordinary network identity from the sites you visit—but it does not cover every app or make you anonymous if you identify yourself.
How the three tools change who can see your activity
These tools reroute traffic, but they do not create the same privacy boundary. The comparison below describes their general designs, not every VPN implementation or proxy type. Apps and configurations vary, and none guarantees anonymity.

VPN: privacy from the local network, with a new provider to trust
A correctly implemented VPN can encrypt traffic between your device and the VPN server, making it harder for an ISP or public Wi-Fi operator to see the traffic’s contents. The VPN provider, however, becomes the party handling that traffic, and destination sites generally see requests as coming from the VPN server’s address. Proxy: one relay, one main trust point
A conventional proxy forwards requests through an operator’s server. That can be useful for a limited routing task, but the operator may see who is connecting and which destinations are requested. A proxy should not be treated as a privacy shield from the proxy operator. Proxy designs differ, so check what traffic the specific proxy handles and what its operator says it records. Tor: split trust across relays
Tor routes traffic through multiple relays with layered encryption. In the ordinary design, the entry relay can see that your connection is using Tor, while the exit relay can see the destination traffic. HTTPS protects the contents of your connection between the exit relay and the website; without HTTPS, the exit relay may be able to read or alter unencrypted traffic. No single relay should learn both your identity and destination activity in the ordinary design, but this is not a guarantee against every threat. Choose by the observer you want to limit
If you are concerned about an ISP or public Wi-Fi operator
A properly configured VPN can hide traffic contents from the local network, but the VPN provider becomes trusted with that traffic. Tor can conceal destination sites from local observers by routing requests through relays, while the fact that you are using Tor remains visible by default. If you are concerned about a website seeing your ordinary IP address
With Tor, a site receives requests through Tor relays; with a VPN, requests generally appear to come from the VPN server. Either changes the network address presented to the site, but neither prevents identification if you sign in to a personal account or supply identifying details. If you need protection for only web browsing
Tor Browser is designed to route its own browsing through Tor. Installing it does not route other browsers, messaging apps, or services on your device through Tor. Use Tor Browser without weakening its protections
- Keep HTTPS for destination connections. Tor’s relays do not replace encryption between the exit relay and the website. HTTPS helps protect traffic contents on that final leg. Tor Project protections
- Avoid torrenting over Tor. Tor Project’s safety guidance advises against using Tor for torrent traffic. Tor Browser safety guidance
- Avoid untrusted plugins. Browser add-ons can undermine the protections Tor Browser is designed to provide. Tor Browser safety guidance
- Do not expect anonymity after identifying yourself. A login or personal information can tell a site who you are even when it receives your connection through Tor. EFF’s Tor guide
What if Tor is blocked or its use is visible?
Ordinary network observers can detect Tor use by default. Tor bridges can reduce that risk and may help when Tor is blocked, but available choices and effectiveness can vary by location and over time. Bridge configuration is a circumvention option, not a promise that Tor use will be undetectable. Consult the current Tor Browser safety guidance and EFF’s Tor guide for the options described there.

Do not add a VPN to Tor casually in the hope of getting “double privacy.” The extra service changes who can observe parts of the connection, and an incorrect setup can compromise privacy rather than improve it. The Tor Project generally does not recommend using a VPN with Tor unless you are an advanced user who understands how to configure both without compromising privacy. A practical decision
- Choose a VPN for a local-network privacy or routing goal if you are willing to trust its provider and have reviewed the specific app’s encryption, permissions, terms, and data practices.
- Choose a proxy for a limited routing task only when you trust its operator and do not need protection from that operator.
- Choose Tor Browser for privacy-conscious web browsing when you want to separate your ordinary network identity from destination sites and can accept slower browsing, possible site friction, and browser-only coverage.
