A VPN or residential-proxy label describes an observed IP address and the evidence behind a provider’s classification; it does not establish who made a request or why. Treat the label as one risk signal, then weigh its confidence and freshness alongside account, geography, transaction, and behavior data. A VPN commonly routes traffic through a third-party endpoint, while a residential proxy routes requests through an IP associated with a residential or cellular network, sometimes using another person’s device.
How does a residential proxy differ from a VPN?
Both can make a website see an IP address different from the visitor’s usual connection. The distinction is mainly the apparent network context and route—not proof of the person’s identity, purpose, or consent.

MaxMind says many VPN users are privacy-conscious and not necessarily malicious. The FBI, meanwhile, warns that residential proxy networks can include devices enrolled with consent or used without the owner’s awareness. Neither category, by itself, answers whether a particular request is legitimate.
How do websites detect VPNs and residential proxies?
There is no single public, universal algorithm established by the vendor documentation. Classification providers assemble evidence and estimate what kind of network an IP belongs to. Spur describes combining network intelligence, infrastructure analysis, behavior, routing characteristics, historical observations, and proprietary research to classify VPNs, residential proxies, ISP proxies, hosting providers, and other categories. Evidence can include network ownership and observed use
Providers may consider network and hosting registration, provider information, traffic or routing characteristics, and repeated observations over time. MaxMind explains that direct observations and extrapolation can contribute to its anonymizer data. Residential addresses are harder to label because they can look like ordinary ISP connections; the observed endpoint and its history matter.
The returned fields vary by provider
MaxMind documents boolean indicators for VPN, hosting provider, public proxy, residential proxy, and Tor, as well as provider, anonymizer-confidence, and network-last-seen information. WhoisXML API documents a different taxonomy that includes categories such as vpn, corporate_vpn, proxy, hosting, cdn, tor, relay, residential_proxy, residential_proxy_likely, residential_proxy_mobile, suspected_vpn, suspected_proxy, and unknown, alongside confidence, detection source, first- and last-seen dates, and observation counts. Ask what the label actually represents
- Which exact category was returned? Does the provider distinguish observed classifications from suspected ones?
- What does the confidence field mean for this vendor? MaxMind describes its confidence score as confidence that a network is part of an actively used anonymizer; that score is not a cross-vendor probability scale or a measure of malicious intent.
- When was the address last observed, and how much evidence supports the classification?
- Could the address be shared mobile or carrier-grade NAT (CGNAT) infrastructure used by many legitimate customers?
- What do the user’s account history, geography, transaction, and behavior indicate?
Can an IP address be incorrectly flagged as a VPN or proxy?
Yes. Labels can be mistaken, ambiguous, or stale. IP addresses are reassigned; residential endpoints and home connections change; and shared mobile or CGNAT infrastructure may produce signals that do not cleanly describe one user. A low-confidence result should be treated as uncertainty, not certainty.

Confidence and recency need context
MaxMind’s vendor-specific confidence scale runs from 1 to 99. Its documentation describes residential-proxy scores of 80–99 as recently observed, frequent, and stable; 50–75 as mixed; and 1–45 as old or sparse/weak. These bands are not universal probabilities and do not say that a person is fraudulent. MaxMind also notes that ISPs frequently reallocate IPs, making stale blocklist entries a concern.

MaxMind cautions that a residential-proxy confidence score of 1 may reflect shared infrastructure also used by many legitimate people. It advises against blocking residential-proxy addresses on that score alone. Residential-proxy IPs can change more often than VPN IPs because a residential endpoint may be a personal device and its address can change when the host’s home Wi-Fi changes. Old or sparse observations should therefore carry less weight than current, repeated evidence.
Use proportional responses
Spur states, “Detection alone should not automatically trigger a block.” A practical policy is to enrich weak or stale signals with other evidence, use proportionate friction when risk is uncertain, and reserve blocking for stronger, current, corroborated evidence. Provide a review or correction route for legitimate users who appear to be misclassified. This approach follows the vendors’ cautions about confidence, recency, and legitimate use; it does not assume that any one score determines the right action.

How should a security or fraud team use the signal?
- Record the raw result. Keep the provider, queried IP, exact category, confidence or evidence tier, detection source, and last-seen time where available. Avoid collapsing “suspected VPN” and “confirmed VPN” into one internal label.
- Check freshness and network context. Consider address reassignment, shared mobile or CGNAT use, and whether the evidence is old or sparse.
- Combine independent context. Evaluate account tenure and history, location consistency, transaction details, device/session behavior, and any relevant abuse indicators. An IP category alone does not identify the person behind a request.
- Choose an action proportionate to risk. Depending on the rest of the evidence, allow the request, monitor it, request additional verification, apply a limit, or block it. Do not use a vendor’s confidence number as a universal action threshold.
- Review outcomes. Track false positives and user appeals, and update the decision when the provider’s data or the account context changes.
There is no evidence here for a general detection-accuracy percentage, prevalence figure, or universal cutoff. Vendor confidence fields and labels should be interpreted according to the provider’s own documentation and your application’s risk model.
What does a detection score mean in a specific product?
Cloudflare’s Bot Management documentation lists detection ID 50331651 for residential proxy networks and similar commercial proxies. For that Cloudflare-specific match, the documented bot score is 29 and the score source is anomaly detection. Cloudflare’s page was last updated April 15, 2026. What can residential-proxy classification mean for a device owner?
The FBI says residential proxy networks can involve devices whose owners consented to share connectivity and devices used without their awareness. Its alert describes possible routes including software-development-kit partnerships, free VPN services with hidden terms, compromised IoT devices, malware in pirated or dubious downloads, and bandwidth-sharing applications. A compromised device’s address may then be used to mask someone else’s activity. This is consumer-safety guidance about potential abuse; it does not mean that every free VPN, residential proxy, or streaming device is malicious.
