South Korea is the established choice for semiconductor manufacturing depth, while Vietnam is an emerging electronics, chip-design, assembly, testing and packaging (ATP) location. Vietnam’s first domestic 32nm fabrication plant only broke ground in January 2026 and is expected to begin trial production in 2028. That means there is no evidence yet of a current, like-for-like Vietnam cost advantage for building and operating a wafer fab. Vietnam can still be attractive for selected design, ATP and electronics projects, or as a diversification site, if the company can secure specialist talent, dependable power, qualified suppliers and enforceable incentives.

The practical answer depends on the manufacturing stage. A new advanced wafer fab, a mature-node plant, an ATP facility and a chip-design center have very different requirements. Comparing national wage averages alone can produce a misleading result.

What is actually being compared?

  • Wafer fabrication: processing silicon wafers through hundreds of chemical, optical and thermal steps. It requires extreme process control, high capital investment, ultra-clean utilities and a deep equipment-maintenance workforce.
  • Assembly, testing and packaging (ATP): assembling dies into packages and testing finished devices. ATP is less capital-intensive than a leading-edge fab but still depends on quality systems, reliable utilities, specialized technicians and customer audits.
  • Chip design: creating architectures, layouts, verification files and related intellectual property. Design centers need experienced engineers and software infrastructure rather than a fab’s water and clean-room systems.
  • Electronics manufacturing: producing boards, modules and finished devices that incorporate semiconductors. Vietnam already has a substantial base in this area.

South Korea has an established, government-backed semiconductor ecosystem spanning major fabrication clusters, equipment and materials suppliers, research institutions and experienced operators. Vietnam’s current footprint is stronger in electronics production, design and ATP than in wafer fabrication.

Activity Vietnam in 2026 South Korea in the available evidence Implication for a site decision
Leading-edge or high-volume wafer fabrication First domestic 32nm fab broke ground in January 2026; trial production expected in 2028. Established national semiconductor manufacturing ecosystem with continuing public support. South Korea is the lower-execution-risk choice for a fab that must run now. Vietnam is a future-build proposition.
Mature-node or specialty fabrication Potentially viable over time, but local operating experience and supplier depth must be demonstrated project by project. Existing industrial capabilities and cluster infrastructure. Vietnam may compete for selected capacity when a company accepts a longer ramp and develops its own support network.
Assembly, testing and packaging Existing projects and a growing electronics base; the OECD counted seven ATP facilities in its 2025 survey. Strong domestic capabilities, with close links to Korean customers and suppliers. Both can work. Compare customer location, labor availability, quality track record and logistics rather than assuming the fab ecosystem decides the result.
Chip design and engineering services More than 7,000 chip-design engineers were reported by Vietnam’s Ministry of Science and Technology in 2026; the OECD estimated around 26,000 engineers across the broader semiconductor industry in 2025. Long-established engineering and research base, but the supplied government announcements do not provide a current worker-stock comparison. Assess the exact specialties, seniority and retention risk needed for the program.

Are semiconductor costs lower in Vietnam?

No reliable source in this comparison establishes a lower total cost for Vietnam than for South Korea. Vietnam’s Ministry of Science and Technology says labor and electricity prices are lower than in Malaysia, Thailand and Singapore. That is a directional claim about selected neighboring markets, not a Vietnam-versus-South Korea fab model.

A semiconductor site can lose a wage advantage through lower yield, downtime, imported technical support, expensive logistics, delayed construction or inadequate utilities. A defensible comparison should model the full life-cycle cost rather than quote a single labor or power rate.

The cost categories that must be modeled

Cost or value driver Questions a project team should answer
Construction and process tools What clean-room, abatement, lithography, deposition, metrology and test equipment are required? What import duties, shipping time and installation support apply?
Yield and utilization What yield is realistic during qualification and at steady state? How many hours will tools be available after planned and unplanned maintenance?
Electricity What is the industrial tariff, and how often do voltage events or outages occur? Can the site obtain redundant feeds and backup generation?
Water and waste Is there enough ultra-pure water, process water, wastewater treatment and hazardous-material handling capacity at the industrial park?
People What will experienced process engineers, equipment technicians, quality staff and shift supervisors cost after recruitment, relocation, training and retention allowances?
Logistics and suppliers How quickly can wafers, gases, chemicals, substrates, spare parts and packaging materials arrive? What inventory is needed to protect production?
Tax and incentives Is the project legally eligible, and when will an approved benefit actually be delivered? Are conditions tied to investment, employment, technology transfer or local content?
Customer proximity Will distance add qualification time, freight expense, engineering travel or inventory, even if factory wages are lower?

Because the retrieved evidence does not provide comparable facility-level values for these variables, a single “cheaper country” figure would be false precision. Companies should build a site-specific model using the same process, output, yield curve, utilization assumptions and accounting treatment in both countries.

Vietnam’s published incentives

Vietnam’s 2025 Investment Law makes semiconductor research and development, design, manufacturing, packaging and testing eligible for special investment incentives and support, subject to the Corporate Income Tax Law, land law and government rules on project scale and disbursement. Eligibility is not a guarantee that a project will receive a particular package.

Material presented by Vietnam’s Ministry of Finance at SEMIExpo 2025 described a 5% corporate income tax rate for 37 years for qualifying semiconductor production projects investing at least VND 6 trillion. It also described six years of full tax exemption followed by a 50% reduction for 13 years, land and water-lease exemptions, and tax and work-permit provisions for qualified technical personnel. The same material said implementing guidance was still being finalized. Treat those terms as a framework to verify with the relevant Vietnamese authorities, not as an automatic entitlement.

South Korea’s support framework

South Korea’s 2021 K-Semiconductor strategy announced more than 510 trillion won in planned private investment by 2030, together with tax and finance support, shared infrastructure and a goal of training 36,000 semiconductor personnel over 10 years. These were announced strategy targets and measures; they do not prove that every project receives support or that the entire planned investment has occurred.

A 2024 government package described at least 18.1 trillion won in semiconductor financial support and approximately 5 trillion won for research and development, commercialization and workforce development from 2025 through 2027. It also included public support for cluster roads, water and power. Implementation status and project eligibility should be checked before these figures are used in a financial model.

Which country has the stronger semiconductor talent pool?

South Korea has the more mature talent environment for operating established fabs, but the supplied official data do not support a precise head-to-head count of current semiconductor workers or a national vacancy rate. Vietnam’s workforce is growing quickly, yet several Vietnamese figures are targets or use different definitions.

Vietnam’s current workforce and pipeline

Figure What it measures Date and attribution How to use it
More than 7,000 chip-design engineers Chip-design engineering workforce Vietnam Ministry of Science and Technology, 2026 Useful for assessing design capacity; it is not a count of fab operators or all semiconductor workers.
Around 26,000 engineers Broader semiconductor-industry engineering estimate OECD survey, 2025 Different scope from the ministry’s design-engineer figure; do not add the two numbers.
At least 50,000 university-level and higher personnel by 2030 Government training goal, including about 15,000 in chip design and 35,000 in manufacturing, packaging and testing Vietnam Ministry of Science and Technology, 2026 A future target, not current capacity.
Around 35 higher-education institutions Institutions reported to have semiconductor-related training Vietnam Ministry of Science and Technology, 2026 Check curriculum, laboratory access, language skills and graduate placement rather than counting institutions alone.
1,300 trainers, four national shared laboratories and 18 institutional laboratories Elements of the 2024–2030 development strategy World Bank summary Planned capacity; verify which facilities and trainers are operational.

The OECD’s 2025 survey also identified approximately 50 chip-design companies and seven ATP facilities in Vietnam. Those figures show an ecosystem that is more than a policy aspiration, but they do not establish that every company can supply experienced process integration, yield, equipment or reliability engineers for a new fab.

What the Korean numbers do and do not show

The K-Semiconductor strategy’s 36,000-person training goal indicates sustained public investment in skills. The retrieved Korean announcements do not provide a comparable current stock of semiconductor workers, occupation-level wage distribution, vacancy rate or forecast of available engineers. It is therefore reasonable to describe South Korea as more established, but not to claim a precise numerical talent advantage from the cited targets alone.

For either country, recruitment should be broken down by specialty: process integration, lithography, etch, deposition, facilities, equipment maintenance, yield engineering, statistical process control, advanced packaging, reliability, safety and supply-chain quality. A large pool of general engineers cannot substitute for a small number of people who have already ramped a comparable process.

How do the two supply chains compare?

Vietnam’s position

Vietnam combines a large electronics-manufacturing base, expanding design activity, established ATP projects, a Southeast Asian location and a broad network of trade agreements. In a February 2026 report, the Ministry of Science and Technology cited hardware exports exceeding USD 132 billion in 2024 and projects involving Intel, Samsung, Amkor and Hana Micron alongside domestic companies.

That export strength should not be confused with domestic wafer self-sufficiency. The OECD’s 2025 survey said semiconductors represented 7% of Vietnam’s exports, reported a USD 25 billion semiconductor trade deficit in 2022, and noted heavy reliance on imports because Vietnam had no domestic foundry at the time of the survey. The first 32nm fab project changes the trajectory, but not the current baseline.

South Korea’s position

South Korea’s advantage is accumulated manufacturing depth: established clusters, experienced operators, equipment and materials relationships, research infrastructure and policy continuity. The cited policy announcements support that conclusion through their planned private investment, financing, infrastructure and workforce programs. They do not constitute a current census of Korean wafer capacity or market share, so a decision team should obtain current site and supplier data for the specific node and product.

The relationship is also cooperative

Vietnam and South Korea are not simply competing for the same plants. A 2026 bilateral ministerial committee discussed technology transfer from Korean companies to Vietnamese partners, helping Korean manufacturers recruit workers in Vietnam, critical-mineral supply chains, and cooperation on power-grid and energy projects. South Korea’s ministry reported bilateral trade of USD 64.6 billion in the first half of 2026.

For a company already operating in Korea, Vietnam could therefore serve as a complementary design, ATP, electronics or supplier location. A Korean parent company may also be able to transfer manufacturing systems and training more effectively than a new entrant with no regional network.

Operational risks when building in Vietnam

The main risks are execution and infrastructure risks, not simply nominal wages.

Risk Why it matters to semiconductors Mitigation to verify before commitment
Electricity capacity and reliability Fabs and advanced ATP lines require continuous, high-quality power. The OECD identified large electricity requirements and adequate generation capacity as a roadblock in Vietnam. Secure written utility-capacity commitments, redundant feeds, power-quality measurements, backup generation and a tested outage protocol.
Water and wastewater Ultra-pure water, cooling and chemical treatment are core process utilities. Shortfalls can stop production or delay qualification. Audit source-water availability, treatment capacity, discharge permits, expansion rights and drought contingencies.
Supplier depth Imported gases, chemicals, substrates and spare parts lengthen lead times and increase inventory exposure. Map every critical input to an approved supplier, second source, customs route and local stock policy.
Ramp and yield A low initial yield can erase labor savings and delay customer qualification. Use a staged pilot, bring in experienced process leaders and model yield by month rather than assuming mature output on day one.
Specialist retention Demand for experienced engineers may exceed local supply as more projects launch. Budget training, retention and international rotation; identify which roles can be filled locally at each ramp stage.
Incentive delivery Tax holidays or land terms may depend on approvals, investment thresholds and implementing rules. Obtain a written eligibility opinion, milestone schedule, responsible agency and clawback terms.
Logistics and customer concentration Longer routes or dependence on a few anchor customers can raise working capital and demand risk. Model inbound and outbound transit times, customs buffers, customer qualification cycles and alternate routes.

South Korea has its own costs, including expensive land and labor in established clusters, competition for engineers and the need to comply with Korean regulatory and industrial requirements. Its advantage is that many of the utilities, suppliers and operating routines required for semiconductor production already exist at scale.

Which country fits each project type?

A new advanced wafer fab

South Korea is the more practical choice when production must start on a short schedule or when the process depends on a mature local network of equipment engineers, materials suppliers and experienced operators. Vietnam’s first domestic 32nm project is not expected to reach trial production until 2028, so a company selecting Vietnam today must fund a longer development and qualification path.

A mature-node or specialty fab

Vietnam may become credible for selected mature-node or specialty capacity as its first fab and supporting workforce develop. The project should be treated as a capability-building program, with Korean or other experienced partners, explicit utility guarantees and a realistic qualification timetable. Do not assume that a less advanced node removes the need for high-quality power, water, chemicals, maintenance and process control.

Assembly, testing and packaging

Vietnam is a serious candidate because it already has ATP facilities and an electronics supply chain. Compare package type, automation level, technician availability, defect and reliability requirements, customer proximity, substrate and material logistics, and the cost of qualifying a new site. South Korea remains attractive when the customer, wafer source and engineering team are already concentrated there.

Chip-design or engineering centers

Vietnam’s reported design workforce and university expansion can support additional design activity, especially when the employer supplies training and connects the center to experienced architects and verification teams. The decision should focus on specialty depth, English or Korean-language collaboration, intellectual-property controls, retention and access to design tools, not on the headline number of graduates.

Electronics and semiconductor diversification

Vietnam’s electronics exports, trade links and existing multinational projects make it a plausible diversification site for modules and finished products. A company should still confirm the availability of local component suppliers and ensure that moving assembly does not create a new single-country dependency.

A practical site-selection method

Use the same evidence standard for both countries. A weighted scorecard prevents a low wage or tax rate from hiding a fatal utility or yield problem.

  1. Define the exact operation. Specify node, wafer size, package, annual units, automation, qualification standard and start-of-production date.
  2. Set non-negotiable requirements. List minimum power quality, water volume, wastewater treatment, clean-room class, hazardous-material controls, data connectivity and air-cargo or seaport access.
  3. Map people by role. Count current local candidates for each critical specialty, then price expatriate rotations, training time, housing, travel and retention.
  4. Build a total-cost model. Include capital, depreciation, utilities, labor, logistics, inventory, maintenance, yield ramp, downtime, taxes, incentives and the cost of delay. Run conservative, base and upside cases.
  5. Validate incentives legally. Confirm the Vietnamese project’s eligibility under the 2025 Investment Law and the actual implementing guidance. For Korea, verify which 2021 and 2024 measures remain open and what conditions apply.
  6. Audit the supply chain. Identify source and backup suppliers for wafers, gases, chemicals, substrates, packaging, spare parts and waste treatment. Test customs lead times with real documentation.
  7. Test utility resilience. Obtain historical outage and power-quality records, inspect water and waste systems, and require expansion commitments in writing.
  8. Plan the ramp. Define pilot lots, engineering ownership, yield milestones, customer qualification gates and a fallback production site.
  9. Score strategic risk. Evaluate export controls, trade routes, customer concentration, geopolitical exposure, workforce mobility and the consequences of a six- or 12-month delay.
  10. Make a staged investment decision. A design or ATP phase can establish local talent and suppliers before committing to a much larger fabrication project.

Bottom-line decision

Choose South Korea when the priority is immediate manufacturing depth, proven cluster infrastructure, mature supplier relationships and the lowest execution risk for a demanding fab. Choose Vietnam when the project benefits from Southeast Asia’s electronics base, lower reported labor and electricity prices relative to some regional peers, design or ATP capacity, customer diversification or a long-term build-out strategy—and when the company is prepared to solve power, water, supplier, talent and incentive-delivery issues directly.

Vietnam is not yet a demonstrated lower-cost substitute for South Korea at the wafer-fabrication level. It is an emerging, increasingly capable partner for selected semiconductor stages. The strongest strategy for many companies may be complementary: retain high-complexity manufacturing and core process expertise in South Korea while developing Vietnamese design, ATP, electronics or future mature-node capacity with explicit milestones and backup plans.
