The better fit depends on where your customers are, what activity you will perform, how you will invest, which roles you need to hire, and where your data and infrastructure must sit. Treat Vietnam as a candidate to investigate when a Southeast Asian operating base, export-oriented production, or digital infrastructure fits your model; investigate India when its customers, local presence, or hiring plan are central. Those are decision hypotheses, not general rankings.
What the available evidence can—and cannot—tell you
National indicators provide context, not a business case. They cannot establish demand for your product, the cost or speed of market entry, or which country has better technology talent for your particular roles.
- Vietnam’s growth outlook: The World Bank’s 8 September 2025 update projected growth of 6.6% in 2025 and 6.1% in 2026. These were forecasts, not reported outcomes; the update said the outlook followed a strong first half of 2025 and anticipated moderation as export growth normalized.
- India’s labor-market context: The World Bank said about 12 million young people enter India’s labor market each year in its 30 January 2026 partnership announcement. That national figure is not a count of technology-qualified workers, a salary measure, or a forecast of whom your company can hire.
- Vietnam’s talent challenge: The World Bank says Vietnam’s high-tech ambitions require a stronger pipeline of STEM graduates and more core experts able to lead research, run laboratories, and commercialize products. This is strategic context, not a head-to-head hiring assessment.
World Bank Division Director for Vietnam, Cambodia, and Lao PDR Mariam J. Sherman said in the 8 September 2025 release: “Viet Nam’s low public debt gives the country ample fiscal headroom—policymakers can use well-executed public investment to close infrastructure gaps and create jobs. At the same time, accelerating structural reforms to strengthen backbone services, advance green growth, build human capital, and diversify trade will help mitigate global risks and sustain long-term growth.” The statement describes policy priorities and potential, not a guarantee that a particular infrastructure project or talent constraint will be resolved on your schedule.
How the main decision factors compare

Choose by customer and operating model first
If the expansion is primarily about selling locally
Start with the buyer rather than national growth rates. Identify whether you are selling to businesses, consumers, government, or a regulated industry; then estimate demand for the specific product, map procurement and sales cycles, and test language, localization, and support requirements. The cited sources do not quantify addressable demand for any particular technology business in either country, so market choice requires company-specific validation.
If the expansion is primarily about building or operating
Define the work before comparing labor markets: for example, product engineering, applied research, customer support, manufacturing, or infrastructure operations. If the strategy combines market entry with a regional base
Model where customers, teams, suppliers, data, and decision-makers will be located. Vietnam–India trade and cooperation may matter if your actual supply chain or partnerships connect the two; the reported 2025 trade total does not show that your product will find buyers or that a particular operating footprint is advantageous.
Check ownership, approvals, and digital rules before choosing an entity
India: classify the activity before relying on the automatic route
India distinguishes automatic and government routes for foreign investment. The RBI rules state that investment in unlisted, non-prohibited sectors is generally allowed up to 100% on the automatic route, but that is not a blanket permission for every technology activity or structure. Check the relevant sector schedule, limits, conditions, and applicable exceptions for the exact business activity before selecting an entity or ownership model.

Vietnam: confirm whether an incentive or special procedure applies
The Government of Vietnam’s 2025 investment-law summary identifies strategic technology and digital infrastructure as areas with special procedures or incentives. Do not assume that a technology label alone qualifies a company: confirm eligibility, effective provisions, implementing rules, and the treatment of your proposed activity with current local advice.
Map data flows and regulated services in both countries
For Vietnam, the U.S. International Trade Administration guide reports that the Law on Data took effect in July 2025 and that the Personal Data Protection Law and Law on Digital Technology Industry took effect in January 2026. Because this is a secondary summary and the rules are recent, verify the primary laws, regulations, and applicability to your product and data flows. Map personal data, cross-border transfers, cybersecurity, telecom, cloud or data-center operations, and any regulated customer sector. The cited material does not establish a corresponding current India data-protection implementation analysis, so do not infer that India has no relevant obligations; obtain a current review there as well.

Build a decision that can survive due diligence
- Write down the operating model. Specify product, customer type, revenue model, activities performed locally, intended locations, staffing plan, suppliers, and where data is collected, processed, stored, or transferred.
- Validate customer demand independently. Estimate reachable buyers, procurement requirements, localization, competitor alternatives, and sales economics in each target market. Do not substitute GDP growth or bilateral trade for demand evidence.
- Get an activity-specific entry review. Confirm ownership limits, route, approvals, entity requirements, tax treatment, employment obligations, and any sector licensing using current primary rules and qualified local advice.
- Test the hiring plan role by role. Price and validate the actual roles and seniority levels you need in intended locations; assess retention, management coverage, and talent pipeline rather than relying on national workforce totals.
- Stress-test infrastructure and data architecture. Confirm power, connectivity, cloud and data-center needs, logistics, redundancy, export exposure, and legal constraints for the actual service.
- Compare total operating cost and execution risk. Include setup and compliance, hiring and retention, facilities, infrastructure, tax, supply-chain dependencies, and the cost of serving customers from each location. The cited evidence does not provide a comparable entry-cost or time-to-market estimate.
When each country deserves a closer look
Vietnam merits closer evaluation if your model depends on a Southeast Asian operating base, export-oriented production, or digital infrastructure, and your plan can address the specific talent, infrastructure, and data-rule questions relevant to that activity. Its growth forecast is context, not a substitute for validating customers and execution conditions.
India merits closer evaluation if local Indian customers, a sustained local presence, or a role-specific hiring plan is central to the expansion, and the applicable investment route supports the planned activity. The size of the labor-market inflow is not proof that the workers you need are available or affordable.
