Start with the original component manufacturer (OCM) and its authorized distributors. Use independent brokers, marketplaces, or other non-franchised channels only as a documented exception: prove the shortage, have engineering review any alternate, preserve lot-level traceability, and apply inspection, testing, and authentication controls matched to the part’s failure consequences. The legal sourcing hierarchy discussed here is specific to covered U.S. defense contracts; commercial buyers must follow their own contracts, standards, and regulatory obligations.
What “alternative sourcing” really means
An alternative source is not automatically an equivalent component. A cross-reference or substitute must satisfy the design’s electrical, mechanical, environmental, reliability, lifecycle, and qualification requirements. Procurement can identify candidates, but engineering and quality must approve the exact part for the application. No public evidence cited here establishes interchangeability for a particular component.
Channel status also matters. An authorized distributor is different from an independent distributor or broker, even when all three advertise the same manufacturer part number. Authorization, provenance, storage history, and documentation affect the controls a buyer should apply.
Use the safest sourcing hierarchy first
Original manufacturer and authorized distribution
For procurements covered by DFARS Part 246, Subpart 246.870 and clause 252.246-7008 (labeled January 2023), contractors generally obtain available parts from the original manufacturer, its authorized suppliers, or suppliers that source exclusively through those channels. Verify authorization for the relevant manufacturer and product line; a supplier’s general claim of being “authorized” is not enough.

Texas Instruments gives manufacturer-specific guidance: it recommends buying TI products directly from TI or TI-authorized distributors. TI warns that parts obtained through brokers, independent distributors, or online marketplaces may be counterfeit or unreliable and may not carry TI warranty coverage or support. That warning applies to TI’s products and is not proof that every independent-market part is counterfeit.
When preferred channels cannot supply the part
Covered defense contractors may use a contractor-approved supplier when eligible parts are unavailable from the preferred sources. The contractor must follow established counterfeit-prevention standards and processes and accepts responsibility for authenticity. For certain out-of-channel purchases, or when new-and-unused status cannot be confirmed, clause 252.246-7008 adds notice, inspection, testing, authentication, and recordkeeping duties.

A practical qualification workflow
- Document the shortage and specification. Record the exact manufacturer part number, revision, package, quantity, required date, lifecycle status, and every original or authorized channel checked. Capture written stock and delivery information rather than relying on an informal promise.
- Define interchangeability before shopping for a substitute. Engineering should compare electrical limits, timing, footprint, pinout, thermal behavior, environmental ratings, reliability data, software or firmware dependencies, and qualification status. A similar description or package does not establish equivalence.
- Verify the candidate’s channel and provenance. Identify the seller, ownership, source, chain of custody, lot and date codes, certificates, storage and handling history, and any subcontractors. Ask how records connect the offered lot back toward the original manufacturer.
- Approve the exception. Keep the reason preferred supply was unavailable, the business and schedule impact, the responsible approvers, and the planned controls in a qualification file. Treat contractor approval as a controlled decision, not a waiver of authenticity responsibility.
- Inspect, test, and authenticate according to risk. Select methods appropriate to the package, technology, suspected failure modes, and application consequence. Visual inspection can identify clues but cannot by itself prove authenticity. Use quarantine and escalation procedures for discrepancies.
- Release only with complete records. Retain inspection and test results, photographs where useful, certificates, nonconformance decisions, supplier communications, and final disposition. Flow applicable requirements to subcontractors and maintain traceability through government acceptance when DFARS applies.
Set controls by consequence, not price alone
A risk assessment should consider both the likelihood that a part is suspect and the consequence if it fails. DFARS counterfeit-avoidance systems address training, inspection and testing, traceability, supplier use, quarantine and reporting, obsolescence control, and contractual flowdown. Clause 252.246-7008 requires risk-based tracking and additional actions when traceability cannot be established.
- Low-consequence prototype: An independent source may be acceptable for experimentation if the item is clearly segregated from production inventory and its status is recorded.
- Production electronics: Require a documented supplier qualification, lot traceability, defined inspection and test plan, and engineering approval before release.
- Safety-critical, aerospace, or defense hardware: Apply the governing contract and industry requirements, use the strongest available provenance, and obtain quality and engineering sign-off for every exception.
IEC 62668-2:2019 describes non-franchised sourcing in aerospace, defense, and high-performance industries as a derogation used when reasonable or practical alternatives are absent. Its public product description does not provide the complete technical text, so detailed test procedures should come from the applicable standard and your qualified laboratory, not from a generic checklist.

Manage obsolescence before it becomes an emergency
Lifecycle monitoring, approved alternates, and formal change control reduce the chance that a last-time buy becomes the only option. A lifetime-buy decision should weigh storage conditions, shelf life, working capital, forecast uncertainty, future demand, qualification effort, and redesign cost. DFARS identifies obsolescence control as part of applicable counterfeit-avoidance systems, but it does not prescribe one forecasting method or guarantee savings from a particular strategy.
Keep a controlled alternate list
Record the engineering basis, qualification status, approved manufacturers and channels, environmental limits, and revision history for each alternate. Revalidate the list when the design, process, package, or supplier changes.

What the industry position adds
In an Electronic Components Industry Association announcement dated June 10, 2026, ECIA President and CEO David Loftus said the association supports sourcing from authorized distributors and refusing gray-market or broker channels because a failed component can have life-safety consequences. This is ECIA’s position statement, not a measured counterfeit rate or a universal regulatory rule.
Questions to put in every supplier file
- Who manufactured this exact lot, and can the lot and date codes be verified?
- What was the source and chain of custody from the manufacturer to the offered inventory?
- How was the material stored, handled, and protected from moisture, electrostatic discharge, and relabeling?
- What inspection, testing, and authentication will be performed, by whom, and to which applicable standard?
- What happens if records conflict, testing fails, or authenticity cannot be established?
- Which contract, regulatory, customer, and industry requirements govern acceptance and flowdown?
Bottom line for buyers
Use alternative sourcing to manage a documented shortage, not to bypass qualification. Exhaust original and authorized channels, have engineering establish equivalence, qualify the exception, preserve traceability, and scale inspection, testing, and authentication to the part’s risk and failure consequence. For covered U.S. defense work, DFARS requirements are binding within their stated scope; for every other application, apply the contract and standards that actually govern your product.
