Geo-blocking is a restriction or change to an online service based on where the provider believes you are. It can stop you from opening a site, completing a purchase, using a payment method, or viewing a particular content catalog. The same symptom can have different causes: a cross-border e-commerce restriction, territorial copyright licensing, a platform rule, or another legal constraint. A VPN may change the network location a service sees, but it does not by itself establish a right to access the service or content.
What geo-blocking means
The European Commission’s March 2018 explanation describes geo-blocking as online practices that deny access to websites from other Member States. In everyday use, the term is broader: a provider may make a website unavailable, send visitors to a different version, prevent checkout, reject a payment, or offer different prices or conditions based on inferred location.
Geo-filtering is related but is not always a block. A site may remain accessible while showing a different product selection, price, language, or set of purchase conditions. To understand a particular restriction, identify what changed rather than relying on the label: access, checkout, payment, or the content available after signing in are different control points.
Common symptoms
- Website access: an error message or redirect appears before you can use the site.
- Purchase: you can browse, but the site will not let you order from your location or deliver to your address.
- Payment: checkout rejects a card or payment method associated with another country.
- Content: a video, game, book, or other item is unavailable, or a streaming catalog differs by country.
These symptoms do not, by themselves, tell you whether a restriction is unlawful. The applicable rules depend on the service, the reason for the restriction, and your circumstances.

How a website estimates your location
A provider can combine several signals rather than relying on a single location setting. Official EU examples include your IP address, delivery or payment address, and telephone number. Accounts and the details entered during checkout can also help a service apply its regional rules. A mismatch—for example, an IP address associated with one country and a delivery address in another—may prompt a check or a different offer.
An IP address is a network signal, not a reliable statement of your nationality or residence. It may point to a network provider’s routing location rather than your physical position. That is one reason a location error can occur even when you are not deliberately trying to access a different region’s service. A site may also use location details you provided directly, such as your billing address, which changing your network connection will not change.
Find the point where the restriction occurs
- Record the exact message. Note whether it appears while opening the site, signing in, selecting an item, or submitting payment. Keep the wording and time, but do not share passwords, full payment details, or session cookies.
- Check the account and transaction details. Confirm the country on the account, billing address, delivery destination, and payment method. Correct an error through the service’s normal account or support process.
- Separate access from availability. If the site works but a particular film or other item is missing, the restriction may concern that content’s regional availability rather than access to the website as a whole.
- Check whether you are traveling or resident abroad. Temporary travel can be treated differently from a request to subscribe as a resident of another country.
- Ask the provider what rule applies. A clear explanation can distinguish a technical location mismatch from a geographic restriction tied to delivery, payment, licensing, or a platform’s terms.
What the EU geo-blocking rules cover—and what they do not
Regulation (EU) 2018/302 has applied since 3 December 2018. It prohibits specified forms of unjustified discrimination between EU customers based on nationality, residence, or establishment when they seek cross-border access to covered goods and certain electronically supplied services. The regulation does not require every seller to use one identical offer throughout the EU, and it is not a general rule that makes every location-based restriction unlawful.
The distinction matters. A rule intended to prevent certain unfair barriers in cross-border shopping is not the same as a right to receive every service, delivery option, price, or item offered in another country. The regulation addresses particular kinds of discrimination; the facts and type of service determine whether a particular situation falls within it.

Copyright-based audiovisual catalogs are a key exception
Services whose main feature is providing access to copyright-protected works—including audiovisual streaming, music, e-books, videogames, and software—are excluded from the regulation’s cited non-discrimination rule in the relevant situations. The European Court of Auditors’ Special Report 03/2025 records this exclusion. As a result, the rules on cross-border access to goods should not be read as requiring a streaming service to make every country’s catalog available to every resident.
Territorial copyright licensing is a central reason catalogs can differ. A provider may have permission to offer a title in one territory but not another. The fact that a title is available to a resident of a different country does not on its own show that the provider must offer it to you where you live.
Other legal or contractual limits may apply
Geographic controls can also be associated with sanctions, a platform’s contract, or other legal requirements. Those categories are not interchangeable with the consumer-discrimination rules in Regulation (EU) 2018/302. If a restriction affects an important purchase or account, check the provider’s stated reason and seek advice appropriate to the relevant country and service; the general term “geo-blocking” cannot settle the legal question by itself.
Why a video may be unavailable in your country
For a video or streaming catalog, the most useful first distinction is whether you are a subscriber temporarily traveling within the EU or are trying to access a catalog offered to residents of another country. Those situations are not equivalent.

A paid EU online-content subscriber who is temporarily in another EU country can generally stream or download the same films and series as at home under EU portability rules. Providers may use checks, including IP verification, to confirm eligibility. Portability concerns temporary presence abroad; it does not create a universal right to subscribe as a resident of another country or to choose that country’s catalog while at home.
For residents, territorial licensing can account for a title being absent or different across markets. A platform may also show a message because it cannot verify an account or location, so a technical mismatch is worth checking before concluding that a catalog restriction is the cause. The message itself may not explain whether the issue is licensing, account eligibility, or verification; ask the provider if the distinction affects what you can do.
Can a VPN bypass geo-blocking?
A VPN routes your internet traffic through another network endpoint, which can change the IP-based location a service observes. That can technically alter one signal used in geo-blocking. It does not change your billing or delivery address, establish that you qualify for a service, or create a license to view a protected work. A platform may also apply contractual rules or other location checks.
Do not treat a successful connection as proof that access is permitted. Whether using a VPN is allowed can depend on the platform’s terms, copyright law, and local regulation. The EU IP Helpdesk’s 14 July 2026 summary of CJEU Case C-788/24, decided on 9 July 2026, reports that IP-based geo-blocking may remain an effective technological measure even if some users bypass it through a VPN. The summary also says that VPN providers do not thereby give users access to protected works. In its words, “The fact that some users may bypass it through a VPN does not render the measure ineffective in itself.”

A careful troubleshooting sequence
- If the location appears wrong, first verify your account country, payment and delivery details, and connection. A VPN can itself make an IP-based location signal differ from your physical location.
- If you are an eligible paid subscriber temporarily traveling within the EU, contact the streaming provider about its portability verification rather than assuming a different resident catalog is part of the portability right.
- If a provider’s terms prohibit a workaround, do not assume that technical ability to connect overrides those terms.
- If the question involves an important purchase or legal right, rely on the provider’s explanation and relevant local advice rather than treating a VPN result as a legal test.
How developers can document a location-specific result
When investigating a geo-related bug, capture the result at the point where it occurs: the initial page, the item page, or the checkout response. Record the country context you intended to test, the observed error or offer, the time, and whether the account was signed in. A screenshot can preserve what the interface showed, but it cannot prove which location signal the provider used or establish that a restriction is unlawful.
For a manual check, use your browser’s screenshot capability or your operating system’s screen-capture tool, and retain the page URL and relevant non-sensitive context separately. Do not include authentication tokens, payment data, or private account details in screenshots shared with others.

What to do if the restriction seems mistaken
Use a calm, specific support request rather than asking only how to “get around” a block. State your country of residence, whether you are temporarily traveling, what action failed, the exact message, and which account or payment details you have checked. Ask which location signal or eligibility rule is causing the restriction and what documentation or correction the provider accepts.
For a cross-border purchase in the EU, describe the goods or service and the step at which the transaction was blocked. For a streaming issue, say whether you are a paid subscriber temporarily in another EU country or a resident seeking a different catalog. Those details help avoid conflating consumer access rules, travel portability, and territorial licensing.
If support does not resolve the issue, preserve the correspondence and consult a consumer-protection body or qualified adviser for the country and type of service involved. Regulation (EU) 2018/302 is not a blanket entitlement to every regional offer, so a useful complaint should identify the specific treatment and why you believe the rules apply.

Does geo-blocking always mean a website is completely inaccessible?
No. A service can leave the site open but restrict checkout, payment, delivery, or only part of its content. The point at which the restriction occurs is more informative than the label.
Does EU portability let me watch any country’s streaming catalog?
No. Portability for an eligible paid subscriber temporarily in another EU country generally preserves the home service during travel; it does not grant an unrestricted choice of another country’s resident catalog.
Can I tell from an error message whether a restriction is legal?
