Open-pit mining is often less costly per unit and supports high-volume production when an ore deposit is near the surface; underground mining is often better suited to deeper or differently shaped deposits. Neither is always cheaper, safer, or more environmentally favorable. The choice depends on geology, grade, stripping ratio, ground conditions, water, project economics, and regulatory limits.

How the two mining methods differ

Open-pit mining extracts near-surface ore from a large, stepped excavation. Workers remove soil and waste rock to expose ore in benches, using equipment such as large shovels and trucks. Underground mining reaches ore through shafts, declines, or adits—horizontal or inclined passages—and uses underground workings to extract it.

The method is not determined by depth alone. As the U.S. Geological Survey explains, “The location and shape of the deposit, strength of the rock, ore grade, mining costs, and current market price of the commodity are some of the determining factors for selecting which mining method to use.” (USGS, “How do we extract minerals?”, updated June 3, 2025.)

Which is cheaper: underground or open-pit mining?

Open-pit mining commonly has a lower unit cost when geology allows it, partly because surface equipment can be much larger than equipment that must fit through underground openings. Large shovels and trucks can move more material and support faster production. Surface methods can therefore make lower-grade ore economically viable. Underground mining generally costs more, in part because it requires access development, ground support, ventilation, and specialized equipment. These are tendencies, not a universal cost ranking.

Why stripping ratio matters

The stripping ratio compares the tonnage of waste rock removed with the tonnage of ore recovered. A lower ratio usually means less waste must be moved, reducing one important source of operating cost. If a deposit is buried under too much waste, the surface method’s equipment advantage may not compensate for the excavation required.

Depth is a guide, not a cutoff

The USGS says deposits more than 1,000 feet (300 m) below the surface are generally mined underground. That is a broad rule of thumb, not a boundary that applies to every deposit: grade, geometry, rock strength, recoverability, costs, and commodity prices can change the decision. Deeper, higher-grade veins are commonly mined underground, while many lower-grade deposits near the surface and low-value industrial minerals are commonly mined at the surface. (USGS.)

There is no single cost premium or per-ton figure that applies across commodities and sites. A mine-specific economic and engineering evaluation must account for both ore recovery and the costs of removing, transporting, and managing waste.

Which method is safer for workers?

The methods expose workers to different hazards, so a general comparison cannot establish the safety performance of a particular mine. Historical U.S. government descriptions characterize surface working conditions as generally safer, but that qualitative observation is not a current, normalized comparison of injury or fatality rates. Actual risk depends on mine design, geology, equipment, work practices, and the applicable regulations.

Open-pit hazards

  • Slope failure or unstable benches can threaten workers and equipment.
  • Workers and equipment are exposed to weather.
  • Blasting, dust, and moving heavy vehicles require controls and careful coordination.

Underground hazards

  • Unstable ground and rock bursts can cause sudden collapse or injury; workings require appropriate support.
  • Heat, humidity, and dust can make the working environment difficult to manage.
  • Ventilation is needed to manage underground air conditions, and access systems, hoists, and pumps add operational demands.

These hazard descriptions reflect basic engineering characteristics, including those in a historical Bureau of Mines handbook and EPA technical guidance; they should not be read as a current safety-rate benchmark. (EPA mining EIA guidance; CDC-hosted Bureau of Mines handbook extract.)

Which method has less environmental impact?

Neither method is impact-free, and the available sources do not establish a universal environmental winner. Open pits create a broad surface excavation and require the removal and management of overburden and waste rock. Underground mines reduce the extent of open excavation by design, but still generate waste, need surface facilities and water management, and can cause subsidence in some geological settings.

Open-pit impacts and reclamation

Surface mining can disturb a large area and generate dust, noise, and blasting vibration. Groundwater may enter the pit, creating a need for dewatering. The amount of waste moved is affected by the stripping ratio. Practices described in EPA’s older uranium assessment include stockpiling topsoil for reclamation and backfilling completed sections where feasible; whether these measures apply depends on the site and project.

Underground impacts and limits of comparison

A smaller surface excavation does not by itself mean a smaller overall environmental footprint. Underground projects still manage mine waste and water and require surface infrastructure. The reviewed sources do not provide a modern, general-purpose comparison of greenhouse-gas emissions, water use, biodiversity effects, or tailings intensity by mining method. The EPA environmental assessments cited here focus on uranium and are older, so their examples should not be treated as a current, universal comparison. Can a mine use both methods?

Yes. If a deposit begins near the surface and continues to depth, a project may extract the shallow portion by open pit and later develop deeper sections underground. Whether that sequence is viable depends on the deposit and the economics and environmental requirements of the project. (EPA uranium assessment.)

What determines the right method for a particular deposit?

A project team weighs geological feasibility alongside costs, worker exposure, water needs, waste management, and reclamation. Important considerations include:

  • Deposit: depth, shape, size, grade, recoverability, and rock strength.
  • Surface excavation: stripping ratio and the quantity and handling of waste rock.
  • Mine design and economics: access development, equipment, production scale, operating costs, and commodity market price.
  • Operating conditions: ground stability, ventilation, water management, and worker exposure.
  • Environmental and regulatory requirements: surface footprint, waste facilities, reclamation options, and rules applicable to the commodity and jurisdiction.

Because these factors interact, a method that is less expensive or feasible at one deposit may not be at another.
