He did not identify the launch location or target, and the announcement and footage do not independently establish what the missile hit or the result.
What Ukraine announced about the FP-7
Interfax-Ukraine reported Zelenskyy’s statement: “Ukrainian tactical ballistics. FP-7. First combat use. Thank you for the result,” followed by “Next up – production.” Interfax-Ukraine reported the wording on 1 October 2026. Ukrainska Pravda and Hromadske also reported the announcement.
The claim should be understood as Zelenskyy’s announcement, not an independently established record of the missile’s first combat use. The reporting does not independently verify an impact, damage, or operational outcome.
What did the FP-7 hit?
Zelenskyy did not disclose where the FP-7 was used or what it was aimed at. Reuters explicitly noted that the announcement named neither location nor target. Reuters’ report therefore does not support attributing the announcement to a particular strike.

- Detailed model kit.
- Easy to follow instructions.
- Kit suitable for ages 14 to adult.
Ukrinform’s account mentions targets in Russian regions that Zelenskyy had discussed previously, but it does not establish that the FP-7 was used against any of them. Those earlier claims should not be conflated with the unspecified FP-7 event.
What is the FP-7, and who developed it?
Reporting identifies Ukrainian defense company Fire Point as FP-7’s developer. Ukrainska Pravda reported that Fire Point presented the project at Poland’s MSPO 2025 exhibition. In a February 2026 report, it described FP-7 as intended for operational strikes against medium-range targets and reported that company co-founder Denys Shtilierman had released test-launch footage on 27 February showing a launch from a ground platform. Ukrainska Pravda’s February report documents those details.

The system’s role is not described consistently across coverage. Reuters reported on 1 October that Fire Point says FP-7 is being developed as a ballistic interceptor within the Freyja European missile-defence programme. That account and the earlier description of a strike missile are both reported claims; the available material does not resolve how the roles relate or establish a single settled operational description. Published FP-7 specifications differ by report
Ukrainska Pravda published two sets of technical figures in 2026. They differ on range and warhead size. These are reported specifications, not independent measurements or verified combat performance.

CEP means circular error probable, an accuracy metric; it should not be read as proof that the FP-7 achieved that accuracy in combat. The sources do not provide independent test measurements or a battle-damage assessment.

Hromadske reported that Zelenskyy had previously said a system called Pelican was among those used in a strike on Moscow overnight on 20 September. Pelican had been associated with FP-7, but Hromadske said it was unclear whether that was the same FP-7 covered by the 1 October first-use announcement or another weapon using the Pelican name. The naming and relationship remain unresolved in that reporting. Hromadske’s account
