Ukraine’s Cabinet of Ministers said on 3 October 2026 that €50 million had been secured from the Council of Europe Development Bank (CEB) and Italy to fund eVidnovlennia housing certificates for people whose homes were destroyed by Russia’s aggression. Prime Minister Sergii Koretskyi said the financing could help about 2,200 families. The announcement describes the amount as the first tranche of an additional €100 million for the HOME project, but does not give a payment date or clarify how that tranche label relates to the €100 million package announced in June.
What Ukraine announced
The Cabinet of Ministers’ 3 October 2026 statement says €50 million was secured from the CEB and the Government of Italy for compensation through state eVidnovlennia housing certificates. Koretskyi said the funding would help about 2,200 families.
The Cabinet called the amount the first tranche of an additional €100 million under HOME, agreed with partners at the 2026 Ukraine Recovery Conference in Gdańsk. That is the Cabinet’s characterization; the statement does not establish that €50 million was paid on 3 October.
How the funding descriptions fit together
The October wording sits alongside a June announcement of a €100 million HOME financing package, but the sources describe its structure in different ways. The CEB’s 26 June 2026 account describes a €100 million loan agreement with Ukraine that includes a €50 million contribution from Italy; it also identifies a separate €10.7 million EU grant. Ukraine’s Ministry for Development of Communities and Territories describes the HOME continuation as €50 million from the CEB and €50 million from Italy.

The reports do not reconcile whether October’s “first tranche” is a disbursement, a tranche label, or shorthand for part of the June package. They also do not provide a payment schedule. It is therefore more precise to say the Cabinet reported that the funding had been secured than to say the money was paid on a particular date.
What HOME certificates are for
HOME supports eVidnovlennia’s housing certificate mechanism for people whose homes were destroyed. The CEB says certificates can be used to purchase or rebuild a home. Its 11 July 2025 account also describes eligible uses that include buying an apartment or private house, or investing in a newly constructed home.

These describe the programme’s broad purpose, not detailed rules for the October financing. The October announcement does not state this tranche’s eligibility tests, application steps, certificate amounts, or individual funding schedule. It does not, by itself, provide enough information to determine whether a particular applicant qualifies or when they might receive funding.
How this compares with earlier programme figures
HOME’s reported results and eVidnovlennia’s overall totals cover different scopes and should not be treated as interchangeable.

- Earlier HOME phases: The CEB says the first two phases used €200 million in CEB loans to support more than 6,000 households with certificates, benefiting around 13,000 vulnerable people. The Cabinet’s October statement likewise says the earlier €200 million under HOME funded more than 6,000 certificates. Households or certificates are not the same measure as people benefited. - Wider eVidnovlennia programme: In an update dated 22 August 2026, the Cabinet said more than 88,000 families had received certificates worth UAH 112.6 billion in total; over 33,000 families had purchased homes, while 55,000 certificate holders were awaiting funding. How the partner support developed
The CEB says Italy’s contribution fulfilled a commitment made at the Ukraine Recovery Conference in Rome in 2025. In June 2026, Ukraine and the CEB announced the HOME financing at the recovery conference in Gdańsk. The Cabinet’s October statement then described the €50 million as the first tranche of an additional €100 million agreed there. The official announcements cited above do not state when this amount will be disbursed.
CEB Governor Carlo Monticelli said, “Access to adequate housing is of essence to restoring dignity, stability and future prospects for families affected by the war.” The CEB attributed the statement to Monticelli in its 26 June 2026 announcement.
