On November 15, 2024, the U.S. Department of Commerce finalized an award of up to $6.6 billion in direct CHIPS Act funding for TSMC Arizona Corporation. The award supports more than $65 billion in planned investment across three Phoenix-area chip fabs, with payments tied to project milestones. The announcement came before Donald Trump’s January 20, 2025 inauguration; Commerce’s announcement does not say that the timing was intended to preempt the incoming administration.
What did TSMC secure?
The award recipient is TSMC Arizona Corporation, a subsidiary of Taiwan Semiconductor Manufacturing Company Limited. Commerce announced up to $6.6 billion in direct funding and up to $5 billion in loans for the Arizona project. These are separate forms of support: the $6.6 billion is a funding ceiling, not a statement that the full amount has already been paid.
Commerce said direct funding would be distributed as TSMC completes construction, production, and commercial milestones. Loans would be disbursed for amounts invested in capital expenditures. The reviewed official materials do not establish cumulative payments as of October 4, 2026.
What the award is intended to support
The award supports more than $65 billion in planned capital investment in three leading-edge fabs in Phoenix. It is an industrial manufacturing project—not a grant for consumer chip purchases. Commerce estimated the project would create approximately 6,000 direct manufacturing jobs and more than 20,000 total unique construction jobs.

NIST’s project profile also lists $65 million in CHIPS workforce funding. That figure is distinct from the direct-funding award and loan ceiling.
Which chips and processes are planned?
NIST’s project profile lists FinFET processes N3, N4, and N5, as well as N2 and A16 nanosheet technologies for the three-fab Arizona project. These are published project plans; the list does not, by itself, establish that every process is already in production at the Arizona site.

TSMC’s April 8, 2024 announcement said the second fab would include 2nm nanosheet technology alongside previously announced 3nm plans, and that the third fab would produce 2nm or more advanced processes. The later NIST profile provides a consolidated process list for the project.
When are the Arizona fabs expected to produce chips?
NIST’s published schedule gives target dates, not confirmation that milestones have been achieved:

Because these are schedule targets, they should not be read as evidence of current operating status. A newer official project update would be needed to confirm whether any target has been met or revised.
Why was the award announced before Trump’s inauguration?
The chronology is clear: Commerce announced the final award on November 15, 2024, and the inauguration took place on January 20, 2025. The timing does not establish motive. Commerce’s award announcement describes the finalized support and project milestones but does not say the deal was accelerated because of the incoming administration.

The November award followed preliminary, non-binding terms announced in April 2024 and Commerce due diligence. TSMC’s April announcement described the earlier memorandum as preliminary; it should not be confused with the final award.

For background on the scale of its business, TSMC’s 2024 filing reported that the company produced 11,895 products for 528 customers across 288 distinct process technologies in 2023. Those company-wide figures provide context, not a measurement of Arizona’s output.
