What TSMC has—and has not—confirmed about Texas
Reuters reported on September 30, 2026, citing two people familiar with the matter, that TSMC was evaluating a potential Texas investment to expand U.S. chip production. The sources said the plans were not finalized. Reuters said TSMC did not immediately respond to its request for comment. That lack of an immediate response is not confirmation of a project. Reuters’ report, syndicated by Investing.com, does not identify a Texas site, budget, facility count, or schedule.
Dallas and a possible six-fab plan come from a separate report, not from Reuters or an announcement by TSMC. On September 29, 2026, Talay Insight summarized Taiwan Economic Daily News coverage that described Dallas as a location under consideration and the proposal as potentially involving up to six advanced fabs. What the $265 billion figure actually means
Reuters described $265 billion as TSMC’s commitment to Arizona and said a potential Texas investment would be on top of that amount. It is not an announced or estimated Texas budget. That Arizona figure should not be confused with the earlier plan TSMC announced in March 2025. At that time, the company said its planned U.S. investment would reach $165 billion: $65 billion already planned for Phoenix, plus an additional $100 billion. The 2025 announcement described three new fabrication plants, two advanced-packaging facilities, and an R&D center. It was a dated Arizona expansion plan, not a description of Texas facilities. TSMC CEO C.C. Wei’s Reuters-quoted remark that “Probably additional four or more fabs will be built” referred to front-end and back-end facilities in Arizona. It is not a forecast of the Texas project’s fab count. Reuters

What remains unknown about a Texas investment
The cited reporting does not establish a final Texas investment amount, a selected site, a confirmed facility count, a construction schedule, or a site agreement. It also does not establish that the proposal has been approved or that construction has begun. Until TSMC or other reliable reporting provides those details, descriptions of a Dallas campus or six-fab project should retain clear attribution and qualification.
