Short answer: choose your carrier’s roaming when your plan already includes the destination, or when keeping your normal number, calls and texts with almost no setup is worth more than saving money. Choose a travel eSIM when roaming is charged separately, you expect heavy data use, and your phone is unlocked and eSIM-compatible. Compare the exact destination, data allowance, validity, partner networks, speed limits and fair-use terms before you buy.
Neither option is automatically cheaper or better everywhere. Ofcom’s 2025 comparison found near-identical prices for a 10-day, 10 GB trip in selected European destinations, but a large travel-eSIM advantage in its US scenario. Your plan, destination and usage determine the result.
Travel eSIM and roaming: what is the difference?
How roaming works
Roaming lets your regular mobile line use a foreign network through agreements between your home carrier and operators in the country you visit. Your SIM or eSIM profile stays the same, so your usual phone number, voicemail, calling features and text-message service normally continue to work. You pay either under an allowance already included in your plan, a roaming pass, or your carrier’s standard out-of-bundle rates.
How a travel eSIM works
A travel eSIM is a second mobile plan downloaded to the phone’s embedded SIM. Most travel plans are data-only: they provide a stated amount of mobile data for a destination or region, but not a traditional local number for ordinary calls and SMS. You can leave your home line enabled for your number while directing cellular data to the travel line. Internet calling and messaging apps can then use the travel data connection.

Apple describes international roaming with an eSIM as working the same way as roaming with a physical SIM. The practical difference is that an eSIM-capable phone can hold both profiles without swapping a card.
Which is cheaper? Evidence from Ofcom’s 2025 scenarios
Ofcom compared prices for UK pay-monthly customers whose plans did not include roaming in the destination. The model trip lasted 10 days and used 10 GB of data, equivalent to 1 GB per day. These are scenario prices, not a guarantee for every plan or traveller.
| Destination scenario | Travel eSIM average | Cheapest comparable paid roaming | Observed roaming range | Observed eSIM range |
|---|---|---|---|---|
| Selected EU destinations: Spain, France, Italy, Portugal and Greece | £19.06 | £19.50 | £17.00–£21.50 | £13.39–£30.00 |
| United States | £21.83 | £49.28 | £36.00–£78.60 | £14.99–£30.00 |
In the selected European destinations, the averages differed by only 44 pence, and the ranges overlap. A particular roaming pass can therefore beat a particular eSIM, especially if it includes calls or texts that a data-only plan does not. In Ofcom’s US scenario, the average roaming price was more than twice the average travel-eSIM price, although the cheapest and most expensive products still varied widely.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Ofcom also cautions that customers whose existing plans include roaming may not save money by buying a separate eSIM. Before comparing prices, check whether your allowance includes the country, how much high-speed data it provides, and whether using it incurs a daily fee.
Calculate your own trip price
- Estimate data for the whole trip. Include navigation, photo backups, video calls, streaming and hotspot use; do not rely only on your normal monthly average.
- Price a carrier pass for the exact country and number of days. Check whether the allowance resets daily, covers the entire validity period, or slows after a threshold.
- Price a travel eSIM with at least the same data and validity. Add any top-up cost, activation fee or tax shown at checkout.
- Assign a value to calls and SMS. A data-only eSIM may look cheaper until you need your regular number for a bank verification text or a voice call.
- Compare the cost of unused data. A seven-day plan that expires on day seven may cost more than a ten-day plan with a larger allowance if your dates change.
Coverage, speed and network access
Travel eSIM coverage
A travel eSIM does not have one universal network. Its plan specifies the countries or region covered and the partner networks it can access. Apple notes that worldwide providers offer different data amounts, durations and country lists, with some plans covering more than 190 countries or regions. “Worldwide” is therefore a product label, not proof that every location, island or border area is included.

Before purchase, open the plan’s network list and verify:
- The exact country, territory or region, including transit stops and any disputed or separately listed territories.
- The named 4G or 5G partner networks and whether 5G is actually included in that plan.
- Whether tethering or hotspot use is permitted and whether it has a separate limit.
- Validity rules: when the clock starts, whether activation is required within a set period, and whether the plan pauses when unused.
- Fair-use language, speed throttling and any daily or total data cap.
- Top-up availability if you run out before the expiry date.
Carrier roaming coverage
Roaming uses your home carrier’s contracted partners. In remote areas, it can be the better choice if those agreements reach a network that a travel-eSIM plan does not. The opposite can also be true. Coverage is destination-specific, so consult the carrier’s published roaming partner and coverage information rather than assuming that your domestic signal map applies abroad.

Keeping your number, calls and texts
When the home line matters
Roaming is the straightforward choice if you need ordinary incoming calls, outgoing calls and SMS on your normal number. It also avoids changing line settings for services that identify you by the home number, such as bank one-time passcodes or account recovery messages.
A travel eSIM can keep the home line available. On a supported iPhone, Apple documents that the home line and travel eSIM can remain active together. Set the travel eSIM as the cellular-data line, and keep the home line selected for calls and messages when required. Internet calling and messaging apps can use the travel data connection, but they are not identical to carrier SMS or voice service.

The hidden charge when both lines are active
Leaving the home line switched on does not by itself make it safe from charges. Apple warns that the home eSIM can still incur roaming fees when both lines are enabled. Disable data roaming for the home line unless your plan explicitly includes it. If you do not need incoming calls or SMS, turning the home line off entirely removes another route to accidental usage; remember that a disabled line cannot receive a verification text until you re-enable it.
Phone requirements and compatibility checks
Unlocked, eSIM-capable hardware
A travel eSIM requires a phone that supports eSIM and is not locked to the home carrier. On iPhone, check Settings > General > About > Carrier Lock. The value should read No SIM Restrictions. If a carrier name or restriction appears, ask the carrier about its unlock policy before buying a plan; an eSIM cannot bypass a device lock.
Also confirm that your model and regional edition support the eSIM feature. Some phones sold for particular markets omit eSIM hardware or support fewer simultaneous lines. Check the manufacturer’s specifications and the travel plan’s supported-device list while you still have access to your retailer or carrier.
Connectivity needed for installation
Most providers deliver a QR code or an in-app installation flow. Download the plan before departure while connected to reliable Wi-Fi, and keep the QR code or activation details accessible offline. Installation and activation are separate on some plans: the profile may download at home but begin its validity period only when it connects in the destination. Read the plan’s activation wording so you do not start a short validity window early.
How to set up a travel eSIM without triggering roaming
- Check eligibility. Confirm eSIM support, the device unlock status, destination coverage, partner networks, validity, data amount, hotspot rules and fair-use limits.
- Buy and install on Wi-Fi. Follow the provider’s QR-code or app instructions. Label the new profile clearly, such as “Travel data,” so you can identify it later.
- Keep the home line for your number if needed. On iPhone, leave the home line available for calls and SMS only if you need it. Do not select it as the cellular-data line.
- Select the travel line for cellular data. In the mobile-data settings, choose the travel eSIM. Turn off any setting that allows automatic mobile-data switching between lines.
- Disable home-line data roaming. This is the critical bill-protection step. Verify it again after restarting the phone or installing a carrier update.
- At the destination, test deliberately. Turn off Wi-Fi briefly, check that the travel line shows a network connection, open a small web page and confirm that the plan’s app or usage panel records the data.
- Monitor usage. Use the phone’s data counter and the provider’s dashboard. Set a warning below the plan limit, especially if top-ups are expensive or unavailable.
- Restore your normal settings after the trip. Select the home line for data, turn off or delete the travel profile if you no longer need it, and re-enable home-line data roaming only when your domestic plan requires it.
How to use carrier roaming safely
- Check inclusion first. Read the carrier’s destination list and plan terms; “international” may cover only named countries or regions.
- Buy a pass before departure when possible. Confirm its start date, duration, daily data allowance, high-speed threshold and included voice/SMS.
- Enable roaming only as instructed. Some passes require data roaming to be on for the home line; others activate automatically. Follow the carrier’s stated setup rather than guessing.
- Set device limits. Turn off automatic app updates, cloud photo backup and video autoplay over mobile data. Use Wi-Fi for large downloads.
- Watch for alerts. Save the carrier’s usage and spending-control numbers or app. Contact support immediately if a charge appears that does not match the pass.
EU roam-like-at-home rules: where they apply and where they do not
The Council of the European Union says residents can call, text and use data across the 27 EU countries plus Iceland, Liechtenstein and Norway without surcharges under the roam-like-at-home scheme. Moldova and Ukraine joined the area on 1 January 2026. The rules are geographically limited: they do not make roaming free worldwide, and a non-EU resident’s home plan may not qualify simply because the destination is in Europe.

Fair-use conditions still apply. Operators may set a data limit on unlimited or very-low-cost plans, must notify customers of the limit and alert them when 80% has been used. If roaming use exceeds domestic use over a four-month period, an operator can ask for clarification and may apply capped surcharges. Those provisions target sustained use, not a normal short holiday, but check your operator’s policy if you spend long periods abroad.
A practical decision framework
| Question | Roaming is usually the better fit when… | A travel eSIM is usually the better fit when… |
|---|---|---|
| Total price | Your plan includes the destination or its pass is close to the eSIM price. | Roaming is charged separately and the eSIM supplies the required data for less. |
| Number and voice | You need your ordinary number, carrier voice and SMS with no workaround. | You mainly need data and can use internet calling or messaging. |
| Setup | The trip is short and you want the fewest settings changes. | You are comfortable installing a profile and selecting the data line. |
| Coverage | Your carrier lists a strong partner network at the destination. | The eSIM plan lists a suitable local partner, including needed 4G/5G access. |
| Device | The phone is locked or lacks eSIM support. | The phone is unlocked, eSIM-compatible and can run both lines if required. |
| Usage pattern | Data use is light, predictable or already included. | You expect navigation, work, streaming, hotspot or other heavy data use. |
| Stay length | You are taking a brief trip under a clear pass period. | You want a separate allowance, or need a local prepaid option for a longer stay. |
For a long stay, a local prepaid eSIM can be worth considering when a local number, local rates or in-country customer support matters. It adds registration and setup requirements that a regional travel plan may avoid.
Preventing bill shock
- Do not assume that turning off cellular data also disables roaming; check the specific data-roaming switch for the home line.
- Disable automatic data switching between lines when using a travel eSIM.
- Turn off background refresh, cloud sync, automatic updates and high-resolution media downloads until you confirm the active data line.
- Use airplane mode during flights and enable only the travel line after landing and confirming the plan is active.
- Check the carrier’s out-of-bundle rate. A pass that expires at midnight or after a daily allowance can revert to expensive standard rates.
- Keep screenshots or a downloaded copy of the plan’s terms, activation date, allowance and support contact.
- When tethering, monitor the connected laptop or tablet; system updates can consume a phone plan’s allowance quickly.
Troubleshooting common failures
The travel eSIM shows no service
Confirm that the destination is included, the eSIM line is enabled, network selection is set as the provider instructs, and the phone has restarted after installation. If several partner networks are listed, manually try another one only when the provider permits it. Check whether the plan starts on first network connection and whether you installed it while connected to Wi-Fi.
Data works but calls or texts do not
This is normal for many data-only plans. Keep the home line enabled for carrier calls and SMS, or use an internet calling or messaging service over the travel data line. Verify that the home line’s data roaming remains off so it does not silently become the data source.
Recommended Free Tools
The phone uses the wrong line for data
Open mobile-data settings, select the travel profile and disable automatic switching. Test with Wi-Fi off, then check the provider’s usage counter. If the home carrier reports roaming data, switch the home line off while you diagnose the configuration.

The eSIM cannot be installed
Recheck the device unlock status and eSIM support, use a stable Wi-Fi connection, and follow the provider’s exact QR-code or app sequence. Do not repeatedly scan an activation code if the provider says it is single-use; contact support for a replacement or reset.
Bottom line: choose by destination and priorities
Roaming wins on simplicity and number continuity when your home plan includes the destination or offers a clear, affordable pass. A travel eSIM often wins on data cost outside included-roaming zones, particularly in the US scenario measured by Ofcom, but only when its network, validity and fair-use terms fit your trip. Check the seven decision points—price, coverage, validity, voice/SMS, device compatibility, setup and usage limits—before committing, then disable home-line data roaming to protect against surprise charges.
Frequently Asked Questions
Can I keep my regular phone number while using a travel eSIM?
Yes. On a supported, unlocked phone you can keep the home line active for your number and select the travel eSIM for cellular data. Disable data roaming on the home line unless your plan explicitly includes it.
Will a travel eSIM work in my destination?
Only if the plan lists that exact country or region and your phone can connect to one of its partner networks. Check the plan’s network list, 4G/5G availability, hotspot policy and fair-use terms before purchase.
Is a travel eSIM always cheaper than roaming?
No. Ofcom found almost identical averages for its 10-day, 10 GB selected-EU scenario, while the US scenario showed a much lower average eSIM price. Included roaming can be cheaper than buying a separate eSIM.
Do travel eSIMs include calls and SMS?
Many provide data only. You can use internet calling and messaging over that data, or keep your home line for traditional calls and SMS, subject to your carrier’s roaming charges.
What happens if I leave both lines on?
Both can remain active, but the phone may use the home line for data or incur roaming charges. Select the travel line for data, disable automatic data switching and turn off home-line data roaming.
Are EU roaming rules valid everywhere in Europe?
No. Roam-like-at-home covers the EU’s 27 countries plus Iceland, Liechtenstein and Norway; Moldova and Ukraine joined on 1 January 2026. It is not a worldwide free-roaming rule and fair-use limits still apply.
