Use token counting when you need to fit text into a language model’s context window or estimate token-based API usage. Use character counting when a form, message field, or specification imposes a character limit. The two measures answer different questions, and there is no dependable universal conversion between them.
What tokens and characters measure
A character count measures text according to a particular counting convention. A token count measures pieces of text produced by a model’s tokenizer. A token might represent a character, part of a word, a whole word, punctuation, or another common character sequence. It is not the same thing as a word or a character.
Tokenization varies with the model, encoding, language, and input. OpenAI gives approximately four characters per token as a rough English estimate, and approximately 0.75 words per token as another rule of thumb. Neither is an exact conversion or a safe guarantee that text will fit. See OpenAI’s token-counting explanation and key concepts.
Choose the counter that matches the limit

How to count tokens for model use
For plain text
Use the tokenizer associated with the model you intend to use. OpenAI’s token-counting help points to tiktoken for programmatic tokenization of plain text and advises selecting the encoding for the target model. A count from one model or provider should not be treated as exact for another.

For an API request
Count the request in its actual format when the provider offers a matching counter. OpenAI documents an input-token counting endpoint for the Responses API that accepts the same input format and accounts for request formatting such as message roles and boundaries. Its supported inputs include messages, images, files, tools, and conversations. A local text tokenizer cannot capture every factor in a structured request, and model-specific behavior can affect the result. See OpenAI’s token-counting guide.
For Anthropic Messages, Anthropic documents POST /v1/messages/count_tokens. It uses the tokenizer for the specified model and can count messages, system prompts, tools, images, and PDFs. Anthropic also documents limits for some server tools and URL or file sources, so check the current counter documentation for the input you plan to send.

How to count characters reliably
When a target application sets a character limit, follow that application’s own definition and counter. “Character” can mean different things in software, especially for Unicode text: an implementation might count bytes, Unicode code points, UTF-16 code units, or user-perceived grapheme clusters. These conventions can produce different counts for text that looks the same to a reader. The provider documentation cited here does not establish a universal character-counting convention for arbitrary applications.
If you are implementing a counter yourself, document which convention it uses and verify that it matches the destination field. Do not substitute a token count, or assume that every visible symbol corresponds to one programming-language character unit.

Why a plain-text count may not match API usage
A local tokenizer applied to visible text may miss elements of the complete request. Roles and message boundaries, tools, schemas, files, images, and other request formatting can affect the count. Character-based estimates are particularly unsuitable for images and files. Some reported usage can also include formatting or model-generated tokens that are not visible in the text.
For the closest estimate, use the provider’s counter with the target model and the request format you expect to send. Treat its documented scope limits as relevant to your input type.

Does four characters equal one token?
No. Approximately four characters per token is only a rough estimate for ordinary English prose. Language, encoding, punctuation, the specific text, and the model can change the ratio. It can help with early planning if you leave room, but it cannot promise an exact token total or prove that a prompt fits.
What to use when estimating cost
Token counting helps estimate token-based usage, but a token estimate by itself is not a price. Check the current pricing for the exact model and usage type, then use the provider’s request counter where available. No pricing figures are included here because model prices can change and are not established by the cited token-counting documentation.
