PR agencies get the most value from time tracking when every entry is tied to a client and piece of work, marked billable or internal, and reviewed against the relevant retainer or project budget before delivery ends. The goal is not simply to collect hours: it is to give account, finance, and operations teams timely information for invoicing, workload decisions, and scope conversations.
What PR agency time tracking should tell you
A useful time record answers three questions: who or what received the work, what kind of work was performed, and whether the time is chargeable. When those fields are consistent, leaders can compare effort with a retainer or project budget, prepare billing, and distinguish client delivery from internal operations.
Keep the structure detailed enough to support review, but not so elaborate that account teams avoid entering time. For example, “Client A — product launch — media list research — billable” is more useful than a bare “research” entry, while a long narrative of every action is rarely needed.
Use a practical coding structure
- Client: The account receiving the work.
- Retainer, campaign, or project: The commercial or delivery container against which effort will be reviewed.
- Task: A manageable category such as media relations, writing, reporting, or account management.
- Billable status: A clear designation for client-chargeable versus internal or otherwise non-chargeable time.
Align the codes with how the agency sells and manages work. Too few categories obscure where time goes; too many make entry slow and reporting inconsistent. How to establish a time-entry process
- Define the codes before choosing reports. Decide what counts as a client, retainer or project, task, and billable status. Make examples available to staff so similar work is categorized consistently.
- Set an entry cadence that avoids memory reconstruction. Have staff record time frequently enough that they do not need to recreate a week or month from memory. A timer can suit work logged as it happens; manual entry may be more practical for meetings or fragmented tasks.
- Use reminders and approvals where they solve a real bottleneck. If incomplete timesheets delay invoicing, reminders, missing-entry visibility, and an approval step can make the handoff more reliable. - Review budget consumption during delivery. Account leads should compare logged effort with the retainer or project budget while there is still time to adjust scope, staffing, or the client conversation.
- Separate management reporting from billing. Approved client time can feed invoices where the finance workflow supports it. Confirm which fields transfer to billing and which still require reconciliation.
Manage retainers before they are overserviced
Time tracking is especially useful on retainers because the agreed fee may be fixed while the work fluctuates. Compare actual hours, or the agency’s chosen cost measure, with the planned effort for each retainer and campaign. A dashboard or alert is valuable only if the account team checks it early enough to act.
When effort is running ahead of plan, investigate the cause rather than treating the overrun as a mere timesheet variance. The work may have expanded, the original estimate may have been unrealistic, a process may be inefficient, or the client may need a different service level. Account leads can then decide whether to reallocate work, adjust delivery, or raise scope with the client.

Synergist’s feature material connects agency timesheets with job budgets, utilization, and invoicing; its customer AMBITIOUS describes using time information to understand whether clients are being overserviced or underserviced and why (Synergist timesheets). That is a vendor example, not evidence that a particular workflow or product will produce the same outcome for every agency.

Utilization and profitability reports depend on a consistent definition of chargeable work and a clearly stated capacity denominator. Internal meetings, training, business development, leave, and administration should not silently disappear into client categories. Define how these are recorded, and decide whether the utilization calculation uses available working hours, scheduled hours, or another explicit capacity basis.

Read utilization as a management signal, not a stand-alone performance score. A low figure may indicate unused capacity, but it may also reflect onboarding, approved internal work, leave, or incomplete time entry. A high figure can coexist with overservicing or unsustainable workloads. Compare teams and roles on a consistent basis, then investigate the context before making staffing or performance decisions.
Teamwork.com’s 2023 agency operations benchmark surveyed 512 agency leaders across agency types, including PR, and reported a margin of error of ±4.9 percentage points at a 95% confidence level. In that survey, 33% of agencies struggled to hit billable-utilization benchmarks over 50%, 38% reported overservicing clients, and 52% said employees submitted time-tracking data on time 90–100% of the time (Teamwork.com’s 2023 agency operations benchmarking report). These are historical, cross-agency findings—not PR-only measurements, current-year statistics, or targets that every agency should adopt.

Choose software by the workflow you need
Time capture, budget monitoring, approvals, utilization analysis, resource planning, expenses, reporting, and invoicing are separate capabilities. Start with the problem in the existing workflow, then check whether a product supports the required steps and connects to the agency’s project-management and finance systems. Confirm current feature availability, plan limits, and integrations directly with each vendor; product details change.

For an integrated agency system, Synergist presents connected timesheets, budgets, utilization, and invoicing as a distinction; that is the vendor’s positioning. A standalone tracker may be simpler, while a more integrated setup may reduce reconciliation but needs to fit established processes. No option is a universal recommendation.

What vendor case studies can—and cannot—show
Customer stories can illustrate a workflow problem, but their outcomes should remain attributed to the vendor and named customer rather than treated as expected results.
- ClickTime reports that Allison Worldwide saved 20 administrative hours each month, reduced late timesheet submissions by 30%, and hired twice as many new billable employees in its case study. These are figures reported by ClickTime; the case does not establish that the software alone caused them or that other agencies should expect them (ClickTime’s Allison Worldwide case study).
- Toggl quotes Sweat+Co business consultant Dax Kimbrough as saying Toggl Track increased the company’s profitability by at least 20% and helped it identify time spent inefficiently or in overserviced client work. This is a vendor-published statement from one customer, not an independently verified typical result (Toggl’s Sweat+Co customer story).
- Wrike’s Tipton Communications story says a representative estimated that the agency had been losing between 5% and 10% of billable hours to project administration before adopting Wrike. It is Tipton’s estimate presented by Wrike, not an industry measurement (Wrike’s Tipton Communications customer story).
Questions to ask before selecting a tool
- Can staff enter time by client, campaign or project, task, and billable status without an unwieldy code list?
- Can account leads compare actual effort with retainer or project budgets while work is in progress?
- Does the system show missing entries and support the reminders or approvals needed to prepare invoices on time?
- Can finance distinguish chargeable and internal time and obtain the reports it needs?
- Does it support the required resource, expense, invoicing, and accounting workflows—or will those remain separate?
- Which data moves through integrations, and what must be reconciled manually?
- Will the entry method and process be easy enough for staff to use consistently?
Choose the smallest workflow that gives account, finance, and operations teams reliable information. A tool that captures time consistently and makes budget variances visible is more useful than a feature-rich system whose categories staff do not understand or whose reports nobody reviews.
