Yes—but not by installing Windows 98 directly on the Xbox. You can run it inside DOSBox Pure, a DOS emulator, packaged as a UWP app in Xbox Developer Mode. You can use DOSBox Pure through RetroArch or try a standalone DOSBox Pure UWP app; either way, you supply the Windows 98 and game media, and compatibility varies by title.
What running Windows 98 on Xbox actually means
The Xbox Series X does not become a Windows 98 PC, and this setup does not replace its Xbox operating system. Instead, DOSBox Pure emulates a PC environment in which you can boot a Windows 98 disk image and run compatible classic software. Microsoft’s 2020-09-17 Xbox app compatibility FAQ says apps and games that run on Xbox One should continue to run at parity on Xbox Series X|S. That supports the UWP approach, but it does not guarantee that every Windows 98 game will work or perform well.
Both documented Xbox routes require Developer Mode. RetroArch’s Xbox platform documentation also says there is no official Retail version and that Libretro/RetroArch is not involved with derivative Retail builds distributed through the Microsoft Store. Use the project’s documented Dev Mode route rather than relying on an unofficial Retail listing.

Set up Windows 98 and load a game
- Enable Xbox Developer Mode. Follow Microsoft’s Developer Mode setup for your console. Developer Mode is required by the published instructions for both DOSBox Pure routes.
- Install one DOSBox Pure route. For RetroArch, deploy its UWP package and dependencies through Xbox Device Portal, then enable the DOSBox Pure core. For the standalone route, deploy its MSIX through the portal.
- Prepare media you are licensed to use. DOSBox Pure supports hard-disk or floppy images in IMG, IMA, and VHD formats, CD images in ISO or CUE formats, and executable files such as EXE, COM, and BAT. It can also mount images from ZIP archives. Do not assume the emulator includes Windows 98 or any commercial game.
- Boot the Windows 98 image. Load a Windows 98 disk image in DOSBox Pure and follow the operating system’s installation or startup process. The exact steps depend on how that image is prepared; the available documentation does not specify one universal Windows 98 image or installation sequence.
- Install a CD-based game when needed. Load its ISO image, run the game’s installer, and install it into a local directory such as
C:. Then relaunch the image and select the installed executable. For a game spanning several discs, DOSBox Pure supports multi-disc playlists using M3U or M3U8 files. - Start the game and adjust its emulated PC settings if necessary. Select the installed executable or load a supported executable format. If the title runs slowly or has audio problems, try adjusting its emulated CPU and cycle settings rather than assuming the game is incompatible.
Use a keyboard and mouse for setup
A controller can be enough for some games, but Windows 98 installation and mouse-driven menus are easier with a USB keyboard and mouse. The standalone Xbox project explicitly lists keyboard and mouse input; Libretro’s DOSBox documentation also describes keyboard controls and an emulated-mouse option. Check that your chosen accessories work with your Xbox and the app before relying on them.

DOSBox Pure offers emulated CPU choices including 386, 486, and Pentium (slow). Its documentation specifically identifies some Windows 95 and Windows 3.x games as cases that may need Pentium (slow); that is not a guarantee for every Windows 98 game. The DOSBox core documentation warns that setting CPU cycles too low can make gameplay slow, while setting them too high can cause crackling audio and poor performance.

Results depend on what a particular game expects from graphics, sound, copy protection, and input. Treat each title as an experiment: test it, try an appropriate emulated CPU and cycle setting, and check its input requirements. No authoritative benchmark, frame-rate figure, supported-game count, or success rate is established for this setup.
