As of October 3, 2026, Republicans hold 53 Senate seats, Democrats 45, and independents two. The 2026 ballot map is a separate picture: a July 14 Senate Daily Press snapshot listed 13 Democratic-held and 22 Republican-held Class II seats. And ratings are a third thing—not election results. On September 23, coverage of Cook Political Report’s ratings described movement toward Democrats in Georgia, Kansas, and South Carolina.
Three numbers tell three different stories
To understand the 2026 Senate map, keep the chamber’s current balance, the seats up for election, and analysts’ assessments separate. They answer different questions: who holds the Senate now, which seats are on the ballot, and how competitive analysts think each race may be.

The Senate’s Class II roster explains the term class behind the election-year list. The Daily Press count is a dated roster snapshot, not a live candidate registry: retirements, primary results, and other changes can alter who is running without changing how many seats are on the ballot.
The chamber’s two independents, Angus King and Bernie Sanders, caucus with Democrats for organizational purposes, according to the Senate Daily Press listing. That caucus relationship is distinct from their party labels, so the official division remains 53 Republicans, 45 Democrats, and two independents.

What changed in the competitive map?
Axios reported on September 23 that Cook moved Georgia toward Democrats, shifted Kansas from Likely Republican to Lean Republican, and moved South Carolina from Solid Republican to Likely Republican. Axios also said six Republican-held seats were rated Toss Up or better for Democrats in Cook’s assessment. These are descriptions of analysts’ ratings at that time—not evidence that any seat had changed party control or that a particular candidate would win.
For the individual labels, use Cook’s Senate ratings chart; the September 23 changes were also reported by Axios. Cook’s ratings overview describes categories and showed a September 29 update, so the September 23 shifts should not be mistaken for a complete October 3 ranking. The chart is the place to verify the latest label before citing a race.

How to read Cook’s ratings
Cook Political Report says its ratings consider state political makeup, candidate strengths and weaknesses, the political environment at both state and national levels, and interviews with candidates and campaign professionals. Its seven categories, from the Democratic side to the Republican side, are:
- Solid Democrat
- Likely Democrat
- Lean Democrat
- Toss Up
- Lean Republican
- Likely Republican
- Solid Republican
A movement from one category to another means Cook has reassessed the race’s competitiveness. It does not mean votes have been counted, control has changed, or an outcome is certain. Always pair a rating with its publisher and date because the assessment can change as the campaign develops.

Why the seat roster is not a candidate list
The July 14 Senate Daily Press snapshot records retirements by Democratic senators Dick Durbin, Gary Peters, Jeanne Shaheen, and Tina Smith, and Republican senators Steve Daines, Joni Ernst, Cynthia Lummis, Mitch McConnell, Thom Tillis, and Tommy Tuberville. It also marks Bill Cassidy and John Cornyn as having lost primaries. Those entries help explain why the map may feature open seats or different nominees than an incumbent roster suggests, but the dated snapshot is not enough to establish the final ballot in any state.
Before naming a nominee, calling a seat open, or describing who is currently running, check that state’s current election authority and candidate records. The Senate’s official Class II list establishes the term structure; it does not provide a complete, current filing or ballot-status record for each state.

How election rules affect what to watch
Federal campaign-finance reporting dates and state ballot rules are not the same thing. The Federal Election Commission’s 2026 congressional pre-election reporting dates page is an index to reporting schedules and links to state information. Use the relevant state election office for that state’s primary, general-election, and runoff procedures rather than assuming one rule applies nationwide.
The general election is November 3, 2026. To compare two races use the same checks for each: whether an incumbent is running or the seat is open, the state’s political context, the confirmed candidate field, the rating and its date, and the state’s election rules. That keeps a change in analyst assessment from being confused with a change in the actual ballot or the Senate’s party balance.
