There is no evidence that one chatbot is universally the “safest” ChatGPT alternative. Claude, Google Gemini Apps and Microsoft Copilot publish different rules for training, retention and human review, and those rules depend on the product and account type. The useful question is which service’s controls and exceptions fit the information you plan to share.
Turning off model training does not necessarily prevent storage, safety processing or human review. This comparison covers the consumer products documented below; business and API commitments are separate. Policies and settings can change, so check the linked provider pages before entering sensitive information.
What “safest” means for a chatbot
A privacy-policy comparison is not an independent security test or a single safety score. First decide what you want to limit: use of your content to improve models, account-linked chat history, human access to conversations, or exposure of confidential business data. These are separate questions, and a control for one does not automatically resolve the others.
- Training: Can prompts, responses, uploads or feedback be used to improve models, and does opting out apply only to future activity?
- Retention: How long can content remain in visible history or backend systems, including safety, legal or reviewed-content exceptions?
- Human review: Can staff or service providers inspect conversations, and can you opt out?
- Account and product: Is the policy for a consumer app, a personal account, a work or school tenant, or a business/API product?
The providers’ published durations below describe policy terms, not independently verified outcomes or directly comparable measures of overall safety.

What to check before choosing
If your priority is preventing model training
Compare the precise scope of each control. Claude’s model-improvement setting and Incognito chats address improvement use, but Anthropic lists separate safety and legal exceptions. Gemini’s Keep Activity setting applies to future chats and feedback can still be used; temporary chats are excluded from training but retained for service and safety processing. Microsoft’s personal-account opt-out excludes future conversation activity from training, while other processing and limited investigation-related human review remain possible.
If your priority is minimizing retention
Distinguish visible history from backend storage and exception retention. Anthropic gives a 30-day backend deletion period for deleted consumer conversations, alongside longer possible retention for de-identified training data and flagged safety material. Google’s activity deletion setting is not a complete deletion mechanism for chats already reviewed by people. A temporary-chat label or a cleared history alone should not be treated as proof that all associated data has been erased.

If you may enter confidential work information
Do not assume that a consumer chatbot’s settings provide your organization’s required protections. Identify whether you are signed in with a personal account, a work or school tenant, a commercial workspace, or an API key, then read the terms for that exact context. OpenAI’s stated business/API training defaults and configurable retention apply to qualifying business/API use, not automatically to consumer ChatGPT. Microsoft’s personal Copilot page explicitly does not cover Microsoft 365 Copilot under a work or school Entra ID account.

How to make a practical choice
- Name the data you want to protect. Separate personal identifiers, confidential work material, and ordinary prompts; decide whether your main concern is training, retention, human review, or all three.
- Confirm the exact product and account. Check whether you are using the consumer app, a paid personal plan, a managed organization account, or an API. Do not transfer commitments from one context to another.
- Read the current control and its exceptions. Look for whether the setting applies to future conversations only, whether feedback is treated differently, what remains stored, and whether review can happen for safety or compliance.
- Use the least sensitive input that works. Remove identifying details and confidential content when the task does not require them. If your organization has approved tools or handling rules, follow those rather than relying on a consumer privacy toggle.
- Recheck settings and terms before sharing sensitive material. Providers can change policies, app versions and controls; confirm the current product-specific documentation at the time of use.
