For most websites, start with Unsplash or Pexels. Use Unsplash for polished general-purpose photography, Pexels when you also need free video, and Pixabay when you need illustrations, vectors, audio, or other media. Move to a paid library such as Shutterstock, Adobe Stock, or iStock when you need more specific subjects, stronger search tools, clearer commercial licensing, or a larger production workflow.

There is no single best source for every project. This list separates free stock libraries, paid agencies, design platforms, visual-search tools, commissioned photography, and AI image generators because they solve different problems. Licensing information and product distinctions below reflect the research available on August 12, 2026; always check the current license attached to the specific asset before publishing.

Quick decision guide

If you need… Start with… Why
Free, general-purpose website photos Unsplash, Pexels, or StockSnap Fast access to modern photography with broad free-use terms.
Free photos and short background videos Pexels Its library includes both photos and video.
Illustrations, vectors, audio, and mixed media Pixabay It goes beyond photography.
Historical, scientific, cultural, or documentary images Wikimedia Commons, Flickr Creative Commons, or Rawpixel public-domain collections These sources are stronger for specialized and archival subjects.
A finished banner, thumbnail, or social graphic Canva or Snappa You can find an asset, edit it, add branding, and export a finished graphic in one workflow.
Visual inspiration or a particular aesthetic Same Energy It finds visually related images, but it is not a license source.
Broad paid coverage and advanced search Shutterstock, Adobe Stock, iStock, or Depositphotos Paid agencies are useful for niche concepts, higher volume, and more predictable licensing.
Premium news, entertainment, or editorial photography Getty Images It offers royalty-free, rights-managed, and rights-ready licensing models.
A consistent campaign look Death to Stock or a commissioned photographer These options are better suited to coherent visual storytelling than random one-off images.
A scene that does not exist as stock DALL·E or Midjourney Generative tools can create tailored concepts, illustrations, and art direction, subject to human review.

Before downloading: understand the license

Free does not mean unrestricted. A free image may still prohibit standalone resale, trademark use, implied endorsement, or certain commercial uses involving identifiable people, brands, logos, or private property. Some sites use a broad site-wide license; others attach a different Creative Commons or commercial license to every individual file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Royalty-free does not mean free of charge. On paid services, royalty-free usually means that you pay for a license once and can then use the asset according to the applicable terms. It does not eliminate restrictions on merchandise, templates, resale products, print volume, editorial use, or redistribution.

Seagate 2TB Portable Hard Drive | USB 3.0 (STGX2000400) | Everyday HDD storage. Plug-and-play backup. Windows & macOS. Adobe CC trial included. 1-Year Warranty
  • Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
  • Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
  • To get set up, connect the portable hard drive to a computer for automatic recognition no software required
  • This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
  • The available storage capacity may vary.

Before using an image, record:

  • the asset URL and creator name;
  • the license name or license tier;
  • the date you downloaded or licensed it;
  • the required attribution and the license URL, if applicable;
  • any restrictions on commercial use, modification, print volume, merchandise, templates, or redistribution; and
  • whether the image includes recognizable people, private property, logos, trademarks, or other material that may require additional permission.

This is practical publishing guidance, not legal advice. A stock license generally addresses copyright permission from the contributor or service; it may not resolve privacy, publicity, trademark, property, or endorsement issues.

The 19 best places to find website photos

1. Unsplash: best general free photography library

Unsplash is usually the easiest first stop for a modern website hero image, blog illustration, workspace scene, travel photograph, landscape, lifestyle shot, or background. Its published license permits free commercial and noncommercial use, modification, and distribution without requiring attribution.

There are important boundaries. You should not sell an Unsplash image without significant modification or compile Unsplash images to replicate a competing service. The license also does not automatically solve model, property, trademark, or endorsement concerns visible in the photograph. A recognizable person, branded product, or sensitive situation can create a separate risk even when the photograph itself is available under a broad license.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Best for: free website photos, blog posts, landing pages, and general small-business imagery.

2. Pexels: best free source for photos and video

Pexels is a strong alternative to Unsplash and is especially useful when a website project needs both still images and short video clips. Its free photos and videos are intended for websites, blogs, apps, newsletters, e-books, advertising, and social media. Attribution is not required, and modification is allowed.

Do not sell or redistribute unaltered Pexels content, imply that a person or brand endorses your product, use an image as a trademark, or distribute the assets through another stock or wallpaper service. Those restrictions matter if you are building a template marketplace, wallpaper app, logo system, or print-on-demand product rather than simply publishing an edited image on a webpage.

Best for: website hero images, blog graphics, social content, and short background videos.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Pixabay: best broad free media mix

Pixabay is useful when a project needs more than photographs. Its library includes illustrations, vectors, video, audio, and other media, making it practical for simple website graphics, backgrounds, icons, and multimedia projects.

Pixabay uses its own Content License rather than a blanket promise that every asset is unrestricted. The license generally permits free use, but standalone resale or redistribution is restricted, and images containing brands, recognizable people, or other third-party material require additional care. In restricted standalone contexts, the asset should not remain substantially unchanged. Check the asset and the current license summary before using it in merchandise, a logo, a product, or another commercial item where the image itself is the main value.

Best for: mixed-media projects, illustrations, vectors, backgrounds, audio, and simple web graphics.

4. Rawpixel: best for public-domain and design-oriented assets

Rawpixel combines free and paid imagery with public-domain collections, design resources, templates, and AI-generated images. Its public-domain and CC0 material can be particularly useful for vintage photographs, historical artwork, and design projects where attribution is not required under the applicable dedication.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume that every Rawpixel asset has the same terms. Premium, editorial, business, personal, public-domain, and AI-generated assets can fall under different licenses. Its business license covers uses such as websites, blogs, advertising, packaging, and presentations, while merchandise use may require considerable added artistic value. Read the category and asset-specific rules before placing an image on a product for sale.

Best for: vintage imagery, public-domain material, design layouts, templates, and branded compositions. For readers looking for public-domain images and related design material, Rawpixel is a useful option, but the exact asset category still controls the permissions.

5. Flickr Creative Commons: best for specialized and documentary photography

Flickr is valuable for unusual subjects, local scenes, documentary work, scientific material, and photographer-specific collections that may not appear in polished commercial libraries. It is not a blanket free-photo site: each image can carry a different Creative Commons license.

Depending on the file, the license may require attribution, prohibit commercial use, prohibit derivatives, require sharing adaptations under the same terms, or permit broad use through a CC0 dedication. Open the individual image page and record the creator, exact license, attribution wording, and license link. If your website is commercial, exclude files marked noncommercial. If you need to crop, overlay text, color-grade, or otherwise alter the image, avoid no-derivatives files unless the intended use is clearly permitted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Best for: authentic local, niche, historical, and documentary photography when you can comply with file-level license requirements.

6. Canva: best for finding and designing with images in one workflow

Canva is a design platform with an embedded library of photos, illustrations, icons, templates, video, audio, and fonts. It is often more useful than a conventional stock site when the real task is to find an image, crop it, add a headline, apply brand colors, resize it for several channels, and export a finished web graphic.

Seagate Portable 1TB External Hard Drive HDD – USB 3.0 for PC, Mac, PlayStation, & Xbox, 1-Year Rescue Service (STGX1000400) , Black
  • Easily store and access 1TB to content on the go with the Seagate Portable Drive, a USB external hard drive.Specific uses: Personal
  • Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop. Reformatting may be required for Mac
  • To get set up, connect the portable hard drive to a computer for automatic recognition no software required
  • This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
  • The available storage capacity may vary.

Canva distinguishes Free, Pro, Branded, and Education content. The most restrictive category in a design can control what you may do with the finished work. Pro content is generally licensed for use inside a specific Canva design and cannot ordinarily be copied or distributed as a standalone asset. That means you should not download a Pro photo and treat it as an independent stock file for a client, template library, or separate product.

For readers who need to design website graphics rather than merely download a photograph, Canva offers the most direct source-to-export workflow in this list. Check the content label and the current content license before publishing client work or redistributing an editable design.

7. StockSnap: best simple CC0-style free library

StockSnap states that its photographs are released under CC0, allowing downloading, copying, modification, and commercial use without attribution. It is a straightforward source for business scenes, textures, general blog imagery, and uncomplicated backgrounds.

CC0 does not guarantee that every non-copyright issue disappears. StockSnap warns against implying endorsement, and creators’ rights, privacy rights, and depicted brands can still matter. Avoid presenting a person as a customer, employee, or medical patient without a suitable basis, and do not use a recognizable brand in a way that suggests sponsorship.

Best for: simple free backgrounds, textures, business scenes, and general-purpose blog images.

8. Snappa: best for quick social and web graphics

Snappa is a design tool that includes royalty-free photos and graphics. It is aimed at producing social cards, blog headers, ad graphics, thumbnails, and other correctly sized visual assets quickly rather than browsing a specialist documentary photography collection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its help documentation says the included assets can be used commercially and noncommercially without attribution. You may not redistribute or sell unaltered assets, imply endorsement, or use them as standalone stock or merchandise without adding value. The practical distinction is simple: use the asset as part of a finished graphic, not as a raw file that you pass along or resell.

Best for: fast branded graphics when speed and resizing matter more than finding a highly specific original photograph.

9. Same Energy: best for visual discovery and style matching

Same Energy is a visual-search engine for discovering images that look aesthetically or compositionally related. It can help you find a color palette, pose, layout, lighting style, or general visual direction when ordinary keyword searches are not producing useful results.

It should not be treated as the license source. A result may originate on another website under that creator’s own terms. Once you find a promising image, follow it to the original host, identify the photographer or artist, and verify that the original file can be licensed for your intended use. In many cases, the best outcome is to use Same Energy as a moodboard and then source a legally usable alternative from a stock library or commission new work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Best for: moodboarding, style matching, composition research, and visual inspiration—not downloading a final image without further rights checking.

10. Wikimedia Commons: best for historical, scientific, cultural, and public-domain imagery

Wikimedia Commons contains a large collection of historical photographs, scientific diagrams, maps, artworks, landmarks, and documentary media. It is often a better source than commercial stock sites for subjects such as public figures from history, museum objects, archival events, and scientific illustrations.

Licensing varies by file. Inspect the individual file description and follow its attribution, license-link, and share-alike requirements. A public-domain label can remove copyright restrictions, but privacy, publicity, personality, trademark, and other non-copyright restrictions may still apply. A historical photograph of a person or a modern photograph of a branded object should not automatically be treated as risk-free for advertising.

Best for: archival, scientific, cultural, educational, and documentary website content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

11. Shutterstock: best general paid stock marketplace

Shutterstock is a broad paid marketplace for creative and editorial images, video, and other media. Its search filters and large catalog are useful when a free library cannot provide a sufficiently specific concept, profession, location, demographic, or production style.

Its standard image license covers many common uses, including websites, apps, digital advertising, e-publications, social media, and limited print applications. Enhanced licensing can expand rights for merchandise, templates, unlimited print runs, and other higher-risk or higher-volume uses. Do not use editorial content as ordinary marketing or promotional material; editorial files have separate restrictions and are generally intended to illustrate news, commentary, or documentary reporting.

In a paid-stock comparison, Shutterstock alternatives include Adobe Stock, iStock, Depositphotos, and Getty Images, but the right choice depends on the asset, license tier, budget, and intended use rather than on a universal ranking.

12. Getty Images: best for premium, editorial, and newsworthy imagery

Getty Images is aimed at projects that need premium commercial photography, major news or entertainment coverage, sports, celebrities, or highly specific editorial material. It offers royalty-free, rights-managed, and rights-ready licensing models.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Getty’s royalty-free content is paid; the term describes the licensing model, not a zero-cost download. It is generally offered for worldwide, unlimited, perpetual use subject to the agreement. Rights-managed and rights-ready content can be limited by territory, duration, placement, size, print run, or another selected use. Confirm the exact terms at checkout and note that Getty’s content license agreement was updated in April 2026.

Best for: premium commercial imagery, current editorial coverage, newsworthy subjects, and assignments where a rights-managed purchase is appropriate.

13. Adobe Stock: best for Adobe-centered creative teams

Adobe Stock provides photos, illustrations, vectors, video, templates, audio, 3D assets, and generative AI content. Its strongest advantage is workflow: teams already using Photoshop, Illustrator, Premiere, InDesign, or related Adobe products can search for and work with assets within a familiar creative environment.

Adobe describes its customer collection as royalty-free after licensing, with standard, extended, and enhanced options that vary by asset type and use. Stated use categories include websites, advertising, packaging, publications, software, digital design, and social media. Review the license tier when the image will appear in merchandise, a resale product, a template, an app, or a high-volume print run.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For businesses that need paid stock photos alongside video, vectors, templates, and other creative assets, Adobe Stock is a logical upgrade from free libraries. The licensing decision still belongs to the specific asset and intended use, not simply to the subscription or product name.

14. Death to Stock: best for distinctive, campaign-style photography

Death to Stock focuses on authentic stock photography and video with a more coherent, campaign-oriented feel than generic isolated stock scenes. It can suit brands, agencies, and publishers that want recurring visual storytelling, distinctive art direction, and imagery that is less likely to look like the same widely reused free-library photograph.

Its content license identifies multiple license types, so check the plan and the terms for the specific asset before using it in client work, advertising, merchandise, or redistribution. It is better viewed as a specialized paid membership or licensing source for a brand system than as a universal replacement for a free photo library.

Best for: authentic stock photography, campaign pages, editorial series, and brands seeking a consistent visual identity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

15. iStock: best value-oriented paid stock option

iStock offers royalty-free photos, illustrations, vectors, video, audio, and related content. Its standard license covers common uses such as websites, advertising, blogs, presentations, and video productions, making it a practical paid option for small and midsize businesses.

Extended licensing can add rights for merchandise, resale products, unlimited print runs, multi-user use, and higher indemnification. Editorial images remain restricted to editorial contexts and should not be used in an ordinary product advertisement. Compare the standard and extended terms before buying if the image will be printed at scale or incorporated into something customers will purchase.

Readers seeking affordable paid stock photos may find iStock a useful middle ground between free libraries and premium rights-managed agencies, particularly when common website and marketing uses are all they need.

16. Depositphotos: best for budget paid stock and broad commercial coverage

Depositphotos offers licensed photos, vectors, and videos under standard and extended agreements. Its license permits worldwide, perpetual, nonexclusive use within specified permitted uses, which can be useful for websites and ongoing digital campaigns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The words within specified permitted uses are important. Images may include people without releases, private property, trademarks, or other elements that require additional permission for commercial advertising. Inspect the asset information and determine whether the planned use is editorial, promotional, product-related, or otherwise restricted. Choose an extended agreement when the standard license does not cover the distribution method or scale.

Best for: budget-conscious commercial projects that need a broad paid library and can verify releases and license restrictions.

17. Envato Elements: best for websites needing photos plus complete creative assets

Envato Elements bundles stock photos with templates, graphics, fonts, video, audio, presentation assets, and other resources. This is useful for a website redesign, landing-page system, social campaign, or content operation that needs many asset types rather than one isolated photograph.

Downloads receive a commercial license, but the license is tied to the permitted project and the specific asset terms. Read the license before starting the project, especially if the asset will be reused across multiple clients, redistributed in a template, included in a product, or kept in use after a subscription changes. A subscription should not be interpreted as permission to hand raw assets to other people.

For a project needing website design assets—including stock photos and templates—Envato Elements can be more efficient than maintaining separate subscriptions. The project-specific licensing model is the trade-off.

18. DALL·E: best for custom concepts that stock libraries do not contain

DALL·E-style image generation creates visual concepts from prompts instead of retrieving an existing photographer’s file. It is useful for a fictional scene, abstract concept, visual metaphor, tailored composition, or illustration that is difficult to find in a conventional stock search.

Generated does not mean automatically risk-free. Before publishing, review the output for recognizable people, brands, copyrighted characters, misleading depictions, accidental text or logos, and similarity to existing works. Confirm the governing service terms and commercial-use rules at the time of publication. AI-generated artwork may also be a poor choice when a page needs documentary accuracy, a real product to be represented precisely, or a trustworthy depiction of a person or event.

Best for: conceptual hero art, unusual compositions, fictional scenes, and custom illustrations—with human review before release.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

19. Midjourney: best for stylized art direction and concept development

Midjourney is a generative image service suited to stylized, atmospheric, and art-directed concepts. It is strongest when a designer wants a particular mood, visual language, or campaign direction rather than a documentary photograph of a real event.

Review every output for commercial suitability, originality, brand safety, unintended text, recognizable characters, and the service’s current terms. It can be excellent for exploring a visual direction before production, but a polished result is not by itself proof that the image is suitable for every commercial use. Keep a human in the review and approval process.

Best for: mood-led landing pages, editorial illustrations, campaign concepts, and creative exploration.

Which source should you choose?

Choose free stock when the image is supporting content

Unsplash, Pexels, Pixabay, and StockSnap are usually sufficient for an ordinary blog post, small-business page, newsletter, or social update. They are fast and inexpensive, but the same popular images can appear on many websites. If the photograph is central to a brand, expect less visual distinctiveness.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a paid agency when specificity or licensing matters

Paid agencies become more valuable when the brief is highly specific, the image must look distinctive, the page is part of a major campaign, the asset will be used repeatedly, or the business needs clearer options for print, merchandise, templates, or other expanded uses. Shutterstock and Adobe Stock are broad choices; iStock and Depositphotos are value-oriented alternatives; Getty Images is stronger for premium, news, entertainment, and rights-managed work.

Choose a design platform when the deliverable is a graphic, not a raw photo

If you need a banner with text, a social card in several dimensions, a branded thumbnail, or a polished presentation slide, Canva or Snappa may save more time than downloading a photograph and opening a separate editor. Remember that embedded assets can have platform-specific rules, particularly when Pro or other restricted content is used.

Choose visual search for inspiration, not permission

Same Energy can help answer, What should this page look like? It does not answer, Am I allowed to publish this file? Use it to identify a style, then locate a licensable original or recreate the concept with your own photography, a stock asset, or a commissioned image.

Commission a photographer for a distinctive brand library

When a company needs real staff, products, locations, customers, or a consistent campaign look, commissioning a professional photographer may be more effective than searching stock. The contract should address copyright ownership or license scope, deliverables, model and property releases, territory, duration, advertising uses, editing rights, exclusivity, and permission to reuse the photographs across the website and marketing channels. This route costs more and requires project management, but it produces images competitors are unlikely to share.

A practical rights-check workflow

  1. Define the use before searching. Write down whether the image is for a blog post, homepage, paid advertisement, email, app, product packaging, merchandise, template, editorial story, or client deliverable. The use determines which license you need.
  2. Search by concept and context. Look for the subject, audience, setting, orientation, color, and intended crop. For a hero image, check that the composition leaves room for the headline and call to action.
  3. Open the asset’s license information. Do not rely only on a search-result thumbnail or a third-party summary. Flickr, Wikimedia Commons, Canva, and many paid libraries require file-level or asset-level review.
  4. Check people, property, and brands. Look for model-release or editorial labels and inspect logos, products, artwork, private interiors, and recognizable locations. Copyright permission for the photograph is not automatically a model, property, publicity, or trademark release.
  5. Confirm special uses. Standard web display is different from merchandise, resale products, a logo, an editable template, unlimited print, an app, or redistribution as a downloadable file. Upgrade the license or select another asset when needed.
  6. Save evidence. Keep the asset URL, creator, license, download date, receipt or account record, and attribution text in the project folder or content-management notes.
  7. Publish with the required credit. If attribution is required, place it where the license permits and retain the license link. If the license is unclear, do not publish until the uncertainty is resolved.

Common mistakes to avoid

  • Assuming Google Images is a stock library: image-search results are pointers to material hosted elsewhere, not proof of permission.
  • Confusing “no attribution required” with “no restrictions”: endorsement, trademark, resale, and merchandise rules can still apply.
  • Using editorial images in advertising: editorial licenses commonly prohibit promotional and commercial marketing uses.
  • Using a stock image as a logo: many libraries prohibit trademark or logo use because other customers may license the same asset.
  • Redistributing raw assets: placing a downloaded file in a template, media library, app, wallpaper service, or client package can be different from displaying it on your own webpage.
  • Ignoring the most restrictive asset: in a Canva design or multi-asset project, one content category may impose the controlling limitation.
  • Treating AI output as factual photography: generated people, products, locations, text, and events may be inaccurate or misleading.

Frequently Asked Questions

What is the best free website for photos?

Unsplash is a strong general choice for modern photography, Pexels is better when you also need free video, and Pixabay is more useful for mixed media such as illustrations, vectors, audio, and backgrounds. StockSnap is another simple option with CC0-style terms. Review the current license and any people, property, or trademark issues before publishing.

Can I use free stock photos on a business website?

Usually, yes, when the specific license permits commercial use. However, free licenses may still restrict standalone resale, trademark use, implied endorsement, merchandise, redistribution, or uses involving identifiable people and brands. Save the asset and license details before using it.

What is the difference between royalty-free and free stock photography?

Free stock usually refers to content available without a licensing fee, although conditions still apply. Royalty-free generally describes a paid licensing model in which you pay for permitted use without paying a separate royalty for each impression or reuse. Royalty-free assets can still have restrictions and may require an extended license for merchandise, templates, resale products, or large print runs.

Should I use AI-generated images or stock photos for a website?

Use stock photography when the page needs a credible real-world person, product, place, or event. Use DALL·E or Midjourney when you need a fictional concept, illustration, unusual composition, or distinctive art direction. Review AI output for misleading details, brands, copyrighted characters, recognizable people, accidental text, and current commercial-use terms before publication.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I make sure a website image is legal to use?

Identify the original host, open the asset-level license, confirm that it covers your exact use, check for model, property, privacy, publicity, and trademark concerns, and save the creator, license, URL, and download date. If the terms are unclear, choose a different asset or obtain written permission.

The Bottom Line

The best default is Unsplash or Pexels for free photography, Pixabay for mixed media, Canva or Snappa for finished graphics, and a paid agency when specificity, scale, or licensing certainty matters. Use Same Energy for discovery, Wikimedia Commons and Flickr for specialized material, commissioned photography for a truly distinctive brand library, and DALL·E or Midjourney for carefully reviewed concepts that stock libraries cannot provide.
