No: keeping every person or technical resource busy 100% of the time is not a reliable way to maximize useful output. In software work, full allocation leaves no room for interruptions, coordination, learning, or improvement; work queues can grow while delivery slows. For a CPU, a 100% usage reading means it was active throughout the sample period—not that it processed work as quickly as possible. The right interpretation depends on what the system is doing and what you need it to deliver.

Why a fully booked team can ship less

A schedule at full capacity looks efficient only if the work arrives predictably, tasks can be completed without coordination, and nothing unexpected needs attention. Software work rarely meets those conditions. Support requests, reviews, meetings, dependencies, incidents, and changing priorities all compete for time. If every person is already assigned, the team has no spare capacity to absorb that variation.

Johanna Rothman argued in 2010 that knowledge workers get less done once utilization passes about 80%, because there is no slack for emergent work or improving how work is done. That is a management warning, not a universal threshold established for every team. The useful point is the mechanism: a plan with no capacity margin has little resilience when actual work differs from the plan.

Busy time is not delivered value

Time spent on assigned tasks is an input measure. It does not show whether those tasks are the most valuable ones, whether they are finished, or whether customers receive improvements sooner. Shannon Mason, Tempo Software’s chief strategy officer, made this distinction in an InfoQ interview in 2025: “High utilization is usually what an organization wants to achieve, and software development busyness doesn’t always translate into meaningful value.”

Switching tasks adds hidden work

When people carry several assignments at once, they must repeatedly switch attention and rebuild their understanding of each task. Rothman wrote in 2012 that this fast-switching is imperfect and incurs a context-switch cost. The time spent restoring context is real work, even if it does not appear as progress on a ticket. Her utilization figures should be read as her guidance rather than a universal performance rule: she said a computer at 50–75% utilization can feel slow and that performance above 85% can be unpredictable. Those observations do not establish standard thresholds for people, teams, or all computer workloads.

How queues turn high utilization into longer waits

Software delivery contains queues: unfinished work, pull requests awaiting review, builds waiting for runners, and deployments waiting for release. When new work starts faster than work is completed, work in progress (WIP) accumulates. People may look occupied, but individual items wait longer to reach completion.

Little’s Law expresses the relationship as L = λW: in a stable flow, average work in progress (L) equals throughput (λ) multiplied by average time in the system (W). If throughput is bounded, increasing WIP means longer lead time. TeamStation AI’s 2026 article uses this relationship to explain delivery queues; it is a vendor-authored explanation, not a promise that a team’s results can be predicted from utilization alone.

TeamStation also discusses a Kingman-style utilization term, ρ/(1−ρ), to illustrate why waiting can rise sharply as utilization approaches full capacity. Its 2026 model labels 70%, 85%, 95%, and 100% as increasingly risky operating points, with the system locking at 100%. Treat those points as that source’s model, not as a universal empirical law or a recommended target for every team or system.

What helps delivery flow

  • Limit WIP: finish or unblock existing work before starting more, so the queue does not grow without a corresponding gain in throughput.
  • Protect slack: leave some capacity available for support, coordination, review, learning, and work that could not be scheduled in advance.
  • Prioritize explicitly: when a new urgent task arrives, decide what it displaces instead of silently assigning it on top of a full workload.

CPU utilization is not CPU throughput

Utilization has a different, precise meaning when applied to infrastructure. Broadcom defines its CPU Usage (%) metric as the percentage of time a CPU was active during the sample period. Its documentation cautions that this metric does not show how fast the CPU executed instructions or the actual throughput of workloads. A high reading answers “how much of this interval was the CPU active?”—not “how much useful work did the service complete?”

A 100% reading is not automatically a fault. It may be the intended result for a batch job designed to use available CPU capacity. For an interactive service, the same reading could accompany growing queues, contention, or unacceptable latency. Interpret it against the workload’s goal and corroborate it with CPU Ready, co-stop, contention, latency, and workload throughput. A utilization percentage alone cannot distinguish a healthy, fully occupied batch workload from a service struggling to keep up.

What to measure instead of utilization

Choose measures that show whether work is flowing and whether the system is meeting its service goals. No single metric answers both questions for every team or workload.

CPU and virtualization CPU Ready, co-stop, and contention Is the workload unable to obtain or use CPU resources effectively?
Value and sustainability Quality, cognitive load, and capacity for learning or improvement Is apparent busyness producing useful outcomes without undermining the team’s ability to work well?

Compare these measures over the same period and against the work’s actual objective. For a batch process, successful completion and throughput may matter most; for an interactive service, latency and errors may be decisive. For a delivery team, throughput should be read alongside WIP and lead time so that a temporary increase in started work is not mistaken for faster delivery.

How much slack should an engineering team have?

There is no established utilization percentage that is optimal for every engineering team. Rothman’s 2010 “about 80%” guidance is a specific knowledge-work argument about the cost of losing slack, not an independently established population statistic or a universal staffing formula. The appropriate margin depends on how variable the incoming work is, how much support and coordination the team handles, and how quickly it must respond to surprises.

Rather than treating 80%, 85%, or another percentage as a target, use recurring signs of overload to adjust the operating policy:

  • WIP and queues keep growing while throughput stays flat.
  • Lead time increases, reviews wait longer, or urgent work repeatedly disrupts planned work.
  • People are switching among too many active tasks to finish them efficiently.
  • There is no time for support, learning, maintenance, or process improvement.
  • For infrastructure, latency or errors worsen alongside evidence of contention or CPU scheduling pressure.

When these signs appear, reduce concurrent commitments, make trade-offs visible, or reserve capacity for variable work. Judge the change by whether flow, service outcomes, and quality improve—not by whether everyone remains occupied every hour.
