Texas has reportedly issued a drilling permit for Deep Isolation’s full-scale deep-borehole demonstration near Cameron. The planned test will use no radioactive material: it is meant to demonstrate drilling and canister handling, not to bury spent nuclear fuel or authorize a radioactive-waste disposal facility.

What did Texas permit?

Interesting Engineering reported on October 1, 2026, that the Texas Railroad Commission had issued a drilling permit for Deep Isolation’s Commercialization Pilot near Cameron. The report says site and construction work will come before drilling and subsurface testing. The permit document and its specific conditions have not been independently confirmed here, so the reported issuance and scope should be understood as claims in that news report—not as a review of the permit itself.

Deep Isolation says its demonstration program began with a groundbreaking on January 28, 2026, at the Deep Borehole Demonstration Center near Cameron. The company describes a series of field activities that will test a proposed disposal system at full scale. It explicitly states that no radioactive material will be used.

Will the test use real nuclear waste?

No. Deep Isolation’s project description says the Cameron demonstration will use no radioactive material. It is not a test burial of spent fuel, and the sources describing the permit and pilot do not establish that spent nuclear fuel is being disposed of there.

That distinction matters because demonstrating that equipment can drill a borehole and move a canister is different from operating a licensed facility containing radioactive waste. The reported permit is a drilling milestone, not evidence of authorization to dispose of spent fuel.

How is deep-borehole disposal supposed to work?

Deep Isolation’s proposed system uses engineered canisters placed in deep boreholes in suitable geological formations. The company says its Universal Canister System (UCS) is designed to store, transport, and dispose of spent nuclear fuel and high-level radioactive waste. Depending on the design, a borehole could be vertical, horizontal, or slanted.

What the Cameron program plans to demonstrate

Deep Isolation describes drilling a borehole in geology it considers similar to a disposal setting, then using industry equipment to test emplacement and retrieval of a full-scale UCS canister. Later phases are intended to simulate surface handling and demonstrate the process end to end. In its second-quarter 2026 release filed with the SEC, the company said the program involved the Deep Borehole Demonstration Center, Halliburton, Amentum, NAC International, Occlusion Nuclear Solutions, and Westinghouse. The project’s descriptions of the partners’ roles and planned work come from the company.

In practical terms, an emplacement test asks whether the canister can be moved down the borehole and placed as intended; a retrieval test asks whether it can be brought back. Those are operational questions. They do not, by themselves, determine whether a particular location is geologically suitable for long-term disposal.

What has been demonstrated before

Deep Isolation says that in a 2019 field demonstration it lowered a prototype canister about 2,000 feet vertically, pushed it more than 400 feet into a horizontal section, and retrieved it. These are company-reported figures from that earlier demonstration, not results from the Cameron program.

What could a successful drilling test establish?

If the planned work proceeds as described, it could provide operational information about drilling, canister handling, emplacement, retrieval, and simulated surface operations. No measured Cameron performance results are available in the cited descriptions, so claims about what the pilot has already proven would be premature.

A successful mechanical demonstration would not settle the larger questions involved in radioactive-waste disposal: whether a proposed site is suitable, whether the system can be shown safe over the required timescales, what regulatory approvals would apply, or whether a community would accept a facility. Deep Isolation presents the test as a technology-development step, not as proof that those questions have been answered.

How does a deep borehole differ from a mined repository?

Both concepts involve placing radioactive waste in deep geological settings, but they use different emplacement approaches. The U.S. Nuclear Waste Technical Review Board (NWTRB), in its evaluation of U.S. Department of Energy deep-borehole research, cautioned that a borehole field test would provide limited information for judging feasibility and choosing a site. Its findings concern DOE research, not the Cameron pilot.

Question Proposed deep-borehole approach Mined geologic repository
How is waste placed? Engineered canisters are lowered into a deep borehole; Deep Isolation’s concept may use vertical, horizontal, or slanted designs. (Deep Isolation) Waste is placed in an underground repository accessed through mined workings. The NWTRB says deep-borehole disposal, even if feasible for some waste, would not eliminate the need for a mined repository.
What does a field demonstration test? The Cameron program is intended to test drilling and full-scale canister emplacement and retrieval, with simulated surface handling. (Deep Isolation) The supplied NWTRB findings do not provide a direct comparison of a mined-repository field demonstration with the Cameron test.
What are the main unresolved issues? The NWTRB identifies regulatory-framework development, site identification, and characterization of boreholes at depths up to 5 km (3.1 miles) as challenging and time-consuming. Its evaluation is not specific to Cameron. The NWTRB’s conclusion is that borehole feasibility for some waste would not remove the need for a mined geologic repository; it does not quantify a cost, schedule, or safety advantage for either approach.

The NWTRB also noted that operational issues for highly radioactive waste differ from those for non-radioactive materials. That is a central limit of what the Cameron demonstration can show: its canister-handling work can inform equipment and process questions, but it is not a radioactive-waste operating trial.

What does the Texas regulatory context mean?

Texas is an Agreement State, according to the Nuclear Regulatory Commission’s Texas profile, and that profile says there are no NRC-licensed nuclear fuel-cycle facilities in the state. This general description does not establish the specific licensing route for a future Deep Isolation disposal facility. The exact Cameron permit, approvals for any later radioactive operation, and project-specific division of regulatory responsibilities are not established by the available project descriptions.

Texas’s low-level radioactive-waste program should not be confused with this proposal. The Texas Commission on Environmental Quality explains that low-level radioactive waste does not include high-level waste such as spent nuclear fuel. Nor should the pilot be conflated with oil-and-gas waste rules simply because it uses drilling techniques or equipment.

Why this permit is a milestone, not a safety finding

Deep Isolation executive vice president of engineering Jesse Sloane called receipt of the permit “a major milestone” as the company moves its technology into field activities, in a statement reported by Interesting Engineering on October 1, 2026. That is the company’s characterization of the development step, not an independent assessment of safety.

The NWTRB’s broader caution is that even if deep-borehole disposal proves feasible for some radioactive waste, it would not eliminate the need for a mined geologic repository. Its evaluation also highlights the time and difficulty involved in developing a regulatory framework, selecting an acceptable site, and characterizing deep boreholes. Those are questions beyond what a non-radioactive drilling and handling demonstration can answer.
