How the tools differ
Task Manager: overview and routine management
Microsoft describes Task Manager as a Windows system monitor and startup manager. Its Processes and Performance views help you review running apps and processes alongside CPU, memory, disk, and network use. It can also help you end an unresponsive program and view active user sessions. Microsoft’s overview of Windows system configuration tools outlines its role.
Open it with Ctrl+Shift+Esc. For a current resource issue, the Processes tab is a practical starting point; Performance gives a broader view of system activity. Microsoft’s PC performance guidance recommends these views when identifying resource-heavy processes. Resource Monitor: closer process-level investigation
Resource Monitor is useful when a symptom calls for a more focused inspection of CPU, disk, network, or memory activity by process. Microsoft’s Windows Server training distinguishes Resource Monitor’s process-level tracking from Performance Monitor’s real-time and historical analysis. For high CPU use, Microsoft’s documented Windows Server workflow starts by sorting Task Manager’s process list by CPU, then opens Resource Monitor, selects the CPU tab, and sorts by Average CPU. The guidance says to investigate processes whose consumption is higher than expected for that environment; it does not suggest automatically terminating them. Because this procedure is documented for supported Windows Server versions, treat it as a method rather than a guarantee that every consumer Windows edition has an identical interface.
Choose the tool for the job

Use Task Manager to investigate startup delays
In Task Manager, open Startup apps to review apps that launch automatically, see their reported startup impact, and enable or disable them. Microsoft defines the impact categories using CPU and disk use during startup—not as a general measure of an app’s performance or as a comparison with Resource Monitor. Its published thresholds are:

- Medium: below 1 second but above 300 milliseconds of CPU use, or below 3 MB but above 292 KB of disk use.

These are Microsoft’s definitions for the startup-impact labels, not universal benchmarks. See Configure Startup applications in Windows. Disabling an app can affect functionality you rely on, so consider what it does before changing its startup setting.
Open Resource Monitor and understand the limits
Microsoft’s Windows Server CPU procedure opens Resource Monitor by searching Start for resmon. Menu placement and available routes can vary by Windows version, so this documented path should not be taken as a promise that every edition exposes the same shortcut or Task Manager link.

Neither tool is established by the cited Microsoft material as more accurate, faster, or lower-overhead than the other. If you need a sustained record or trend analysis, use a monitoring approach designed for that purpose rather than treating a live GUI view as historical data. Microsoft says performance counters are intended for administrative and diagnostic collection, not high-frequency collection or application profiling; the Win32 documentation says they are not designed to be collected more than once per second.
