What’s actually slowing this PC down?

YouTube does not publish a universal minimum CPU, GPU, RAM, or storage specification for streaming. The PC you need depends on what it must do—run a game, capture a webcam, mix external sources, and encode video. For a stable stream, choose settings your computer can encode and your upload connection can sustain, then test them before going live.
What your PC needs to do
Separate the computer’s workload from YouTube’s ingest requirements. YouTube’s published bitrates describe the encoded stream it receives; they are not PC specifications or a promise that a particular computer can encode at that setting. The reviewed YouTube guidance does not set minimum CPU, GPU, RAM, or storage figures. YouTube’s encoder settings cover stream output, while its live-streaming tips distinguish common workflows.
Direct gameplay from one PC
The computer runs the game, captures it, and encodes the stream at the same time. The game and chosen encoder workload therefore determine whether the system can maintain your intended resolution and frame rate. There is no YouTube-defined hardware minimum for this setup; test the actual game and stream settings together.
Webcam or simple computer stream
A webcam workflow can be simpler than a gameplay or production setup. Your computer still needs to run the chosen streaming application or browser workflow, camera, and audio sources. YouTube describes webcam streaming as an option for a straightforward computer-based stream; it does not require a dedicated capture card.

External console, camera, or audio/video sources
An encoder workflow is useful when you need overlays, multiple sources, or external audio and video hardware. A capture card may be needed to bring a console or other external video source into the PC, but it is not a universal requirement for YouTube Live or direct PC gameplay.
Choose resolution, frame rate, and encoder bitrate
The table gives YouTube’s published minimum and recommended video ingest bitrates for the listed output modes. Values are in Mbps. They apply to the encoded video stream, not to a computer’s performance or an internet plan’s advertised download speed. Codec matters: the AV1/H.265 and H.264 recommendations differ. Choose an output your source and encoder can sustain. A higher resolution or frame rate increases the encoding and upload workload; 60 fps is useful when smooth motion is important, but it is not automatically the right target for every stream. If your PC struggles or your connection is marginal, test a lower output rather than assuming the highest setting is necessary.
Set the encoder and plan for upload headroom
For RTMP/RTMPS, YouTube lists H.264, H.265/HEVC, and AV1 video, with frame rates up to 60 fps. Its guidance recommends constant bitrate (CBR), a keyframe interval of two seconds (not exceeding four seconds), and RTMPS for encrypted transport. Audio can use AAC or MP3; AAC is required for 5.1 surround over RTMP/RTMPS. The codec options you can select depend on your streaming software version and the hardware encoder support available on your system.

YouTube’s SDR guidance specifies Rec. 709 and 8-bit video. For HDR, its guidance specifies 10-bit and HEVC; AV1 is not supported for HDR on the cited live encoder settings page. Check the current encoder documentation and your software’s available options when configuring HDR.
Use upload capacity—not download speed—to judge whether your connection can carry the stream. YouTube recommends leaving 20% bandwidth headroom above the total stream bitrate and testing outbound bandwidth; download speed can be higher than upload speed. Include the backup stream bitrate in your total if you use backup ingestion. YouTube’s streaming tips

- Start with the recommended bitrate for your chosen codec, resolution, and frame rate.
- Check that tested upload capacity can handle the total stream bitrate with YouTube’s recommended 20% room left over.
- Prefer a reliable connection and avoid judging suitability from an internet plan’s download figure alone.
- If upload capacity or stability is inadequate, reduce the output bitrate or resolution and test again.
Test the whole setup before an event
- Confirm your workflow and target. Decide whether you are streaming gameplay, a webcam, or external sources, then choose resolution, frame rate, codec, and bitrate accordingly.
- Configure the encoder. Use a supported video codec, CBR, and a two-second keyframe interval (never over four seconds). Use RTMPS where available, and select compatible audio settings.
- Measure outbound capacity. Test the connection’s upload performance and check that the total bitrate, including any backup stream, leaves the recommended 20% headroom.
- Run a representative test. Include motion and audio like the real stream. Check the Live Control Room preview and monitor stream health, not just whether the encoder says it is connected.
- Allow time for setup. YouTube recommends configuring the encoder at least two hours before an event and starting it at least 15 minutes before it begins.
Check channel eligibility separately
PC specifications do not enable live streaming on an ineligible channel. YouTube says the channel must be verified and must not have live-streaming restrictions in the prior 90 days. First-time live-stream enablement can take up to 24 hours. See YouTube’s live-streaming eligibility guidance.
Troubleshoot the likely bottleneck
- The stream buffers or health warnings appear: Test upload capacity rather than download speed. Check that total bitrate fits with 20% headroom; lower bitrate or output resolution if necessary.
- The game or encoder struggles while streaming: The PC is handling both the source workload and encoding. Test the game and encoder together at the intended output; reduce the stream output or adjust the workload if the test is unstable.
- The encoder does not offer your preferred codec: Software version and hardware encoder support affect available choices. Select a codec supported by your setup and configure its corresponding YouTube bitrate guidance.
- The image looks poor despite a stable connection: Check that the chosen bitrate matches the codec and output mode; the recommended H.264 and AV1/H.265 values are not interchangeable.
- A console source is missing from the encoder: Verify how that external video source is connected to the PC. A capture card may be relevant for bringing external console or camera video into the encoder workflow.
- You cannot start a live stream: Check channel verification and live-streaming restrictions, and allow up to 24 hours for first-time enablement.
Or let it run in the cloud
If your goal is to keep uploaded videos playing as a 24/7 YouTube stream, StreamNeo is a cloud option rather than a replacement for live camera streaming. Upload a recording or build a playlist, add your YouTube stream key once, and go live. StreamNeo loops the uploaded video from the cloud, so nothing has to stay on at home. It streams the uploaded file as made, up to 4K 60fps, at one price per slot regardless of quality, and automatically recovers if YouTube drops the stream. The first day is free with no card; one free day is available per account.
