There is no single safest choice. U.S. Treasury securities have the clearest repayment safety, but nominal Treasury bonds can lose purchasing power when inflation rises unexpectedly and can fall sharply in market price when interest rates increase. TIPS (Treasury Inflation-Protected Securities) provide the most direct Treasury-based CPI hedge. Stocks can deliver superior long-term real growth, yet their inflation performance is inconsistent and they can decline alongside bonds during supply-driven inflation shocks.
The right answer depends on what you mean by “safe”: avoiding default, limiting short-term price swings, or preserving what your money can buy. Match the security and maturity to the date you will need the money rather than treating “stocks versus bonds” as a universal contest.
Three different meanings of “safe”
Investors often use one word for three separate risks. Separating them prevents a nominal Treasury bond from being mistaken for an inflation-proof asset.

|---|---|---|
| Default or credit safety | Will the issuer make the promised payments? | U.S. Treasury securities, which are obligations of the federal government |
| Short-term price stability | Could the market value be lower when I need to sell? | Short-maturity Treasuries generally have less interest-rate exposure; cash-like instruments can fluctuate less than long bonds or stocks |
| Purchasing-power safety | Will the proceeds buy roughly as much as expected? | TIPS by design; stocks are uncertain in the short run but may grow faster than inflation over long periods |
A Treasury can be very safe from nonpayment and still be unsafe for a person who must sell after an inflation-driven rate jump. Conversely, a diversified stock portfolio may preserve purchasing power over decades while being unsuitable for a bill due next month.

How nominal Treasury bonds behave in high inflation
What you are promised
A nominal Treasury note or bond pays the coupon rate set at issuance and returns its face value at maturity. Neither the coupon nor the face value is adjusted for the Consumer Price Index. If inflation turns out higher than expected, every scheduled dollar buys less than it did when the security was purchased.
Why the market price can fall
After an inflation surprise, investors often demand higher yields. Existing bonds with lower coupons then become less attractive, so their prices fall until their expected return is competitive with newly issued securities. The longer the maturity, the more distant cash flows are exposed to that repricing. You can still receive the promised face value by holding to maturity, but selling earlier may realize a loss.
When nominal Treasuries can be the safer choice
- You know the exact date you need the money and can buy a maturity that matches it.
- Your priority is contractual dollar payments rather than a CPI-linked real return.
- You choose short maturities to reduce duration, the sensitivity of a bond’s price to yield changes.
- Inflation is falling or stable and the yield compensates you for the purchasing-power risk you are willing to accept.
“Hold to maturity” removes the need to sell at a temporary market loss, but it does not restore purchasing power lost to inflation. Reinvestment risk remains: when a short-term bill matures, future rates may be lower.

How TIPS provide an inflation link
Principal and coupons
TIPS adjust their principal using changes in the non-seasonally adjusted Consumer Price Index for All Urban Consumers (CPI-U). The coupon rate is fixed at auction, while the dollar coupon payment changes because that fixed rate is applied to the changing principal. The U.S. Department of the Treasury offered 5-, 10- and 30-year TIPS terms in 2026; the stated interest rate is fixed at auction and never less than 0.125%.
Maturity protection
TreasuryDirect states: “When a TIPS matures, you get either the increased (inflation-adjusted) price or the original principal, whichever is greater.” That floor protects the original principal at maturity from a decline in the CPI adjustment. It does not prevent the market price from moving below your purchase price before maturity.
Why a TIPS hedge can disappoint over a short period
The inflation adjustment follows CPI-U, while your household may experience a different basket of costs. A Federal Reserve Bank of Chicago analysis found that inflation-protected bonds can hedge headline CPI at matching horizons but can perform poorly over shorter horizons or against a different price index. Real yields, liquidity and changes in inflation expectations can move a TIPS price even while its long-run principal adjustment is working as designed.

When TIPS fit best
- You want a Treasury obligation whose principal is explicitly linked to U.S. consumer inflation.
- Your planned holding period is close to the TIPS maturity, reducing the need to sell during an unfavorable real-yield move.
- Your spending risk is reasonably represented by CPI-U rather than a specialized cost index.
- You can place the security in an account that handles inflation adjustments and interest taxation appropriately.
Where I Bonds fit—and why they are different
Series I Savings Bonds are another U.S. government inflation-linked instrument, but they are not a substitute for marketable TIPS in every situation. I Bonds are non-marketable: you cannot sell them on a securities exchange, and Treasury rules impose a one-year minimum holding period plus redemption restrictions. TIPS can be bought and sold in the market and have stated 5-, 10- or 30-year maturities.
For issues from May 1 through October 31, 2026, TreasuryDirect listed a 4.26% composite I Bond rate, including a 0.90% fixed rate. That quoted rate applies to bonds issued during that window; rates and terms should be checked for the issue date you are considering. Purchase limits and account rules also apply, so confirm current TreasuryDirect conditions before relying on I Bonds for a large allocation or near-term cash need.
What stocks do when inflation is high
Why stocks might outpace inflation over time
Shares represent residual ownership of businesses. Companies may raise prices, grow revenue and reinvest in productive assets, giving diversified equities a potential long-run real return that fixed-dollar bonds cannot guarantee. That is a long-horizon argument, not a promise about the next quarter or year.

Why the inflation response is unreliable
Higher input costs can compress profit margins, and higher interest rates reduce the present value investors place on future earnings. A Federal Reserve Bank of New York staff report finds that inflation risk is priced in stock returns and that stock inflation betas vary over time. In other words, the same stock index can react differently in different inflation regimes.
Why stocks and bonds can fall together
The traditional portfolio benefit assumes bonds rise or hold up when stocks fall. A 2026 Federal Reserve note explains that this relationship depends on inflation expectations and the source of the inflationary pressure. A supply shock—such as an abrupt energy or production disruption—can push prices higher while damaging corporate profits and raising bond yields. In that episode, stocks and nominal bonds may decline together instead of offsetting one another.
Inflation scenarios and likely behavior
| Scenario | Nominal Treasuries | TIPS | Stocks |
|---|---|---|---|
| Inflation rises unexpectedly and yields jump | Long maturities can suffer the largest price declines; short maturities are less sensitive | Principal adjustment helps, but market prices can fall if real yields rise | May fall as margins and valuation multiples are pressured |
| Inflation is high but anticipated and growth remains strong | Real purchasing power erodes unless yields compensate for inflation | More direct CPI protection; return still depends on purchase price and real-yield changes | Some companies can pass through higher prices; results vary by sector and valuation |
| Supply-driven inflation with weak growth | Can lose both purchasing power and market value | Usually the more direct Treasury hedge, though horizon and index mismatches remain | Can decline with bonds because profits weaken while rates rise |
| Inflation falls and rates decline | Existing longer bonds may gain market value | Prices can gain as real yields fall, while CPI adjustments slow | Valuations may benefit from lower rates, subject to earnings conditions |
Choose by the date you need the money
Money needed within roughly a year
Prioritize avoiding a forced sale. A short-maturity Treasury or a ladder of maturities limits duration exposure compared with a long bond or stock portfolio. I Bonds cannot meet a need inside their one-year minimum holding period. Even a TIPS position can show a loss if sold before maturity, so use a maturity that fits your cash date when principal certainty matters.

Goals several years away
Consider a ladder that spreads maturities rather than betting on one interest-rate outcome. TIPS can address CPI-linked spending needs; nominal Treasuries can provide known dollar cash flows. The appropriate mix depends on whether your liability is stated in dollars, expected to rise with consumer prices, or tied to another index.
Retirement or other multi-decade goals
A diversified equity allocation may be needed for growth, while Treasuries and TIPS can fund portions of spending that require greater stability. Because inflation shocks can hurt stocks and nominal bonds simultaneously, diversification should include assets with different sources of return and different maturity exposures—not merely two funds that hold long-duration securities.
A practical decision process
- Write the liability first. Record the amount, currency and date of each planned withdrawal. Separate fixed-dollar bills from expenses likely to track CPI-U or another index.
- Define the safety test. Decide whether the priority is no issuer default, a stable sale price, or preservation of purchasing power. You may need different holdings for each objective.
- Match maturity and duration. For a known date, select a maturity near that date or build a ladder. Keep short-term reserves out of long-duration assets that could be down when needed.
- Choose the inflation instrument. Use TIPS when CPI-U linkage and marketability matter; consider I Bonds only when their non-marketable structure, holding period and purchase limits fit.
- Add growth deliberately. Use diversified equities for long-horizon growth, accepting that neither dividends nor price appreciation is guaranteed and that inflation performance changes over time.
- Check the account and tax treatment. Confirm how your brokerage, retirement account or taxable account reports interest and inflation adjustments before buying.
- Review assumptions, not headlines. Rebalance when the liability, horizon or risk capacity changes; do not switch solely because the latest inflation report was higher or lower.
Marketability, pricing and duration details
Marketable Treasuries and TIPS can be sold before maturity through a brokerage or other trading venue, but the sale price reflects current yields, accrued interest, liquidity and the security’s remaining duration. A bond fund has no maturity date for an individual investor and can remain exposed to rate changes indefinitely. Buying an individual security and holding it to maturity gives a clearer cash-flow date, although it does not create a real-return guarantee for nominal bonds.
Duration is the practical reason two Treasury securities can react so differently to the same inflation report. A short bill has little time for changed rates to affect its discounted cash flows. A 30-year bond or TIPS issue has much greater sensitivity. TIPS add a second moving part: expected CPI adjustments and real yields. A rising CPI does not automatically mean a TIPS position will rise that day in the market.
Taxes and account fit
TIPS inflation adjustments and interest can create current federal taxable income, including amounts that are not paid out as cash at that moment. I Bond tax timing differs from TIPS, and account-level treatment can change the practical result. Tax rules also depend on your jurisdiction and account type. Verify the current Treasury and tax guidance or consult a qualified tax professional before choosing between taxable and retirement accounts.
Common mistakes to avoid
- Calling every Treasury “inflation-protected.” Only securities with an explicit inflation adjustment, such as TIPS, provide that contractual link; nominal Treasuries do not.
- Confusing a guaranteed maturity value with a guaranteed real value. A nominal bond can return every promised dollar while those dollars buy less.
- Ignoring sale timing. A bond held in a fund or sold before maturity can lose value when yields rise, even if the issuer remains fully creditworthy.
- Assuming stocks are an automatic hedge. Historical inflation exposure varies, and supply shocks can make stocks and bonds fall together.
- Using I Bonds as emergency cash. Their non-marketable status, one-year minimum holding period and redemption rules make them unsuitable for money you may need immediately.
- Matching the wrong index. TIPS follow CPI-U; your personal expenses may move differently, and a hedge can be less effective at a different horizon.
- Buying duration without a plan. Reach for a long maturity only when its volatility and cash-flow date fit your objectives.
Bottom line
For contractual repayment safety, U.S. Treasuries lead. For direct protection against CPI-U, TIPS are the clearest choice. For long-term growth, diversified stocks may be necessary but are not a dependable short-term inflation hedge. Short maturities help when the spending date is near; a combination of equities, nominal Treasuries and TIPS is often more resilient than insisting that one asset win every inflation scenario.
