There is no proven overall winner for handheld gaming. Valve documents SteamOS running on ARM in the Steam Frame, a VR device, but the cited sources do not establish a broadly available SteamOS ARM handheld PC. Windows on ARM has a documented x86/x64 emulation path and reported gaming improvements, but drivers, anti-cheat, and individual game support remain decisive. No cited source provides a like-for-like handheld performance comparison.
What is actually available on ARM?
As of October 4, 2026, the official evidence points to two different situations rather than two established handheld-PC operating systems competing on equivalent devices:
- SteamOS on ARM: Valve says its Steam Frame runs SteamOS on a Snapdragon 8 Gen 3 Arm64 chip. That establishes an ARM SteamOS implementation for Steam Frame, not general support for installing SteamOS on other ARM handhelds. Valve Steamworks: What games can run standalone on Steam Frame
- Windows on ARM: Microsoft documents Windows 11 on Arm on ARM-based PCs, with x86 and x64 app emulation. Its support guidance warns that game and device compatibility can still fail, particularly when a required driver is not built for Arm or a game depends on incompatible anti-cheat. So the practical choice is not simply “Linux or Windows?” It is whether the exact device supports the OS and all the parts your games need: the game code, graphics path, launcher, drivers, and anti-cheat.
How do the two compatibility stacks differ?
SteamOS on ARM: Proton plus FEX
SteamOS on Steam Frame combines two layers for Windows games. Proton provides Windows-game compatibility on Linux, including components such as DXVK that translate DirectX graphics calls to Vulkan. FEX translates x86 32-bit and 64-bit game code into Arm64 instructions and forwards calls to native host libraries such as OpenGL or Vulkan. Valve describes code caching as a way to reduce stutter. These layers address different parts of the problem; their presence does not mean every game will work or run identically to a native build. Valve Steamworks documentation

Windows on ARM: Prism emulation
Windows 11 on Arm uses Prism to emulate x86 and x64 applications. Microsoft says the default behavior balances performance and compatibility. Windows also offers per-app emulation settings for some problems, but changing them can reduce performance or cause an app to crash or fail to start. Microsoft Learn: Adjust Emulation Settings on Arm
These are different translation approaches, and the available sources do not compare them in a controlled test on equivalent handheld hardware. They therefore cannot support a claim that one stack is faster, more efficient, or more compatible overall.

Which one is more likely to run your games?
Neither operating system’s compatibility layer is a guarantee for a particular title. Evaluate games individually, especially multiplayer games that rely on anti-cheat and games that install kernel-level or device-specific drivers.
Check these before choosing a device
- Look up the exact game with its publisher. Check the current status for the exact OS and device, not merely whether the game works on Windows or Linux on another processor.
- Check anti-cheat and launcher requirements. Microsoft specifically cautions that games can fail when their anti-cheat drivers are incompatible with Windows on Arm. A reported platform-level improvement does not certify an individual game’s setup.
- Confirm device drivers and firmware. For Windows on Arm, required drivers must be designed for Arm or supplied through Windows. For SteamOS ARM, Valve’s documented implementation is Steam Frame; do not assume another Snapdragon handheld has supported graphics, controls, suspend, or power-management support.
- Check the full graphics and CPU requirements. Compatibility may depend on required instruction sets, graphics APIs, and the game’s launcher as well as the operating system.
- Verify the exact build and current status before buying or installing. Compatibility changes with OS, driver, emulator, game, and device updates.

What gaming progress has Windows on ARM made?
In a Windows Experience Blog update published December 9, 2025, Microsoft reported that Windows Insiders on Arm devices could install and play supported titles locally from the Xbox PC app, including the majority of games included in Xbox Game Pass. The same update reported Prism support for AVX and AVX2 and Arm support from Easy Anti-Cheat, BattlEye, Denuvo, and XIGNCODE3. Those are Microsoft’s dated progress claims, not a promise that a particular title, anti-cheat configuration, or retail handheld will work. Check current rollout and the game’s own requirements. No. ARM handheld chips and handheld-PC operating systems are separate questions. Qualcomm’s Snapdragon G3, G2, and G1 platforms announced in March 2025 target Android dedicated handheld gaming and/or cloud gaming; Qualcomm’s cited release does not establish a SteamOS-on-ARM or Windows-on-ARM handheld PC. Qualcomm likewise presents the Snapdragon G3x Gen 2 as a dedicated handheld gaming platform oriented toward Android, cross-platform play, and remote or cloud access to console and PC games. That is useful context if your priority is streamed play, but it does not establish support for either OS in this comparison. How should a handheld gamer decide?
- Choose based on a verified device-and-game match, not the OS label. Confirm official hardware support and the exact titles, launcher, and anti-cheat you need.
- For SteamOS ARM, treat Steam Frame as the documented case. Valve’s support description is about that device, not a general installation recipe for ARM handheld PCs.
- For Windows on ARM, verify driver and game support individually. Prism’s ability to emulate an app does not ensure that its drivers, anti-cheat, or all gaming dependencies are compatible.
- If you mainly stream, compare the service and device support first. An Android/cloud gaming platform is not evidence that it can run SteamOS or Windows on Arm.
On the currently cited evidence, Windows on ARM has documented progress for local PC gaming, while SteamOS on ARM has a documented implementation tied to Steam Frame. Neither fact establishes a general-purpose ARM handheld winner, and the sources provide no comparable frame-rate, battery-life, or compatibility-rate measurements.
