Yes. Buying a game on sale does not make it ineligible for a Steam refund. Valve’s standard rule for games bought through the Steam store is to request a refund within 14 days of purchase and have played the game for less than two hours. If approved, the refund is for the amount you paid—not the game’s undiscounted list price.
The key questions are where you bought it, when you bought it, and how much you played. A sale purchase follows the normal game rule; it is not a separate refund category. Valve says it may consider requests outside the standard limits, but approval is not guaranteed.
What are the refund rules for a Steam game bought on sale?
A discounted Steam-store game follows the same standard refund rule as a game bought at full price: request within 14 days of purchase and have less than two hours of playtime. The sale itself does not create a separate exclusion. Valve’s Steam Refunds policy, last updated April 23, 2024, says requests outside those limits may still be submitted for review, but it does not promise approval.

Check the purchase date and the game’s Steam playtime before you request a refund. The 14-day period runs from purchase; the two-hour limit concerns playtime. These are separate tests, and the standard offer requires both: a request within the 14-day window and less than two hours played. For example, a game bought yesterday with more than two hours of playtime is outside the standard limit, just as a game played for only a few minutes may be outside it if the request comes after the 14-day period.

Meeting both conditions puts the request within Valve’s standard offer, but it is still a request for review rather than an automatic refund. Conversely, missing one of the standard limits does not prevent you from submitting a request. Valve says it will consider requests outside the rules, but does not guarantee that it will approve them.
Quick eligibility check
- Where you bought it: The standard game offer applies to purchases made through the Steam store.
- When you bought it: Submit the request within 14 days of the purchase.
- How much you played: Have less than two hours of playtime.
- What you paid: An approved refund returns the purchase amount, including the discounted amount if you bought the game on sale.
So, “Can I refund a discounted game after playing it?” The answer depends on the playtime and purchase date, not on whether you paid full price. If you have played for less than two hours and are still within 14 days, submit the request through Steam Support. If you have crossed either threshold, you can still ask, but should not treat the standard eligibility terms as a promise of approval.
How do I request a refund on Steam?
Use Steam Support and select the purchase you want reviewed. You do not need to contact the retailer or your card issuer to request a refund for a game purchased in the Steam store. The official destination for a Steam-store refund request is Valve’s support system, where the request is linked to the relevant transaction.
- Sign in to Steam Support. Use the account that made the purchase.
- Find the game purchase. Open the purchase in Steam Support so the request is tied to the right transaction.
- Choose the refund option for that purchase and submit the request. Steam’s official refund policy identifies Steam Support as the place to request one. The exact labels shown for a self-owned game may vary; do not assume every screen uses the same wording as Steam’s separate gift-refund instructions.
- Wait for the decision and, if approved, the refund issuance. Approval and the time funds are issued are separate parts of the process.
Valve’s gift-help instructions describe a purchase-based navigation path—select Purchases, choose the transaction, choose the refund option, and submit. That is a useful example of how purchase support is organized, but it is not confirmation that every label in the self-owned-game flow is identical. The important practical point is to select the transaction for the game you want reviewed and send the request through Steam Support, rather than treating a card charge dispute or a message to a third-party retailer as the Steam refund process.
Before submitting, it can help to confirm the purchase date and playtime against the receipt and the game’s Steam record. That lets you see whether the ordinary 14-day and under-two-hour terms apply. If they do not, you may still submit a request for Valve to review; describe the situation accurately and do not assume an exception is automatic.
What happens if I bought the game before the sale?
If you bought a game at full price shortly before it went on sale, Valve says that requesting a refund and immediately buying it again at the sale price is not abuse. This is a refund-and-repurchase option, not an automatic price adjustment or a guaranteed way to secure a promotion after it ends.

Check that the original purchase still meets the standard time and playtime conditions, then submit a refund request through Steam Support. If the request is approved, the refund is for the original purchase amount. You can then make a separate purchase at the sale price while the promotion is available. The policy does not promise that Steam will simply refund the difference, keep a sale price available after a promotion, or automatically convert the original transaction into a discounted one.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe distinction is useful: if you bought during the sale, an approved refund is based on what you paid during that sale. If you bought before the sale, Valve explicitly allows a refund request followed by a repurchase at the lower price, provided the request is handled as a refund and new purchase. The request still goes through the normal review process, so check the 14-day window and playtime before relying on that route.
Valve says refunds are designed to remove risk from buying games on Steam—not to provide free games—and warns that abusive refund behavior may cause it to stop offering refunds. A single refund request made under the policy is different from treating refunds as a way to repeatedly use games without paying. There is no need to characterize an allowed refund-and-repurchase as abuse; Valve expressly says that particular action is not abuse.
How much money will Steam refund, and when?
If Valve approves the request, the refund is for the amount paid for that purchase. A game bought at a discount is therefore refunded at its sale price, not at its higher, undiscounted list price. The refund is tied to the actual transaction: it is not a credit for the difference between the discounted price and the game’s regular price.
Valve says it issues an approved refund within a week of approval. It sends the money to the original payment method or to the Steam Wallet. If the original payment method cannot receive the refund, Valve says the full amount goes to the Steam Wallet instead. The stated week is the period for Valve to issue the refund after approval; it is not a promise about when a bank or other payment provider will display the funds.

Keep the stages separate when checking the status: first Steam reviews the request, then an approved refund is issued, and then the original payment provider may take time to post the funds. Valve’s one-week statement applies after approval. It does not give a separate posting estimate for every card, bank, or other payment method, and the available destination may depend on whether the original method can accept a refund.

Do DLC, bundles, gifts, and preorders use the same rule?
Not exactly. These purchase types have additional conditions, so do not apply the base game’s rule without checking the relevant category in Valve’s policy. A game bought on sale is still a regular game purchase for the standard test, but content attached to a game or purchased as a gift may be treated under category-specific terms.
Downloadable content
Steam-store DLC has a 14-day request period. For the playtime condition, the underlying game must have been played for less than two hours since the DLC was purchased. This is not always the same as looking only at the game’s total playtime since the original game purchase: the DLC rule measures the relevant playtime since the DLC purchase. DLC that has been consumed, modified, transferred, or marked nonrefundable may be excluded.
That means you should check when the DLC transaction occurred and how much the underlying title was played after that date. Do not assume that the base game’s original purchase date or playtime alone determines whether DLC qualifies.
Bundles
Valve describes a full-bundle refund when no items in the bundle have been transferred and combined usage is below two hours. The conditions apply to the bundle as a whole: transferring an item or exceeding the combined-use threshold can affect eligibility. Some bundles include items marked nonrefundable, which can also affect whether the bundle qualifies.
Gifts
An unredeemed gift can be requested for refund under the ordinary period. If the recipient has redeemed it, the recipient must initiate or approve the refund; the money goes back to the original purchaser, not to the recipient. This is an important distinction if you received a game as a gift: approving a refund does not mean the refund is paid to your account.
Valve’s refund policy includes separate gift instructions and conditions. The recipient’s role in initiating or approving a redeemed-gift refund is part of that separate workflow; it should not be confused with a self-owned game purchase made from the account requesting the refund.

Pre-release purchases
For a preorder of a game that is not yet playable, Valve allows a refund request before release. The standard 14-day and two-hour period begins at release. If you played through Early Access or Advance Access, that playtime counts toward the two-hour threshold, so early play is not automatically outside the calculation just because the official release date has not arrived.
What if I bought a key or wallet card outside Steam?
Valve’s refund policy covers Steam transactions; it says it cannot refund purchases made outside Steam, including third-party CD keys and physical Steam Wallet cards. A key or card bought from another seller is a separate transaction, so contact that seller about its own refund rules rather than treating it as a Steam-store game purchase. The sale-refund rule described above applies to the Steam-store transaction, not to every product that can be used on Steam.
Steam Wallet funds bought directly on Steam have a separate offer: Valve says they must be unused and the request must be made within 14 days. That rule is about Wallet funds, not a qualifying game purchase made through the Steam store. In other words, the fact that a game purchase can qualify for a refund does not mean a third-party wallet card can be returned to Valve, and the separate Wallet-funds terms do not replace the game rules.
What other exceptions should I know about?
Valve lists circumstances that can change eligibility. In particular, a VAC ban on a game removes the right to refund that game under the policy. Faulty games may also involve additional consumer rights in some jurisdictions; Valve’s general policy does not establish a single country-specific remedy.
For the exact terms and category-specific exceptions, refer to Valve’s Steam Refunds policy. A request outside the standard window or playtime limit can still be submitted, but Valve does not guarantee that it will be approved. The policy’s 14-day, under-two-hour terms are eligibility guidelines, not a published refund approval rate or a promise that every request meeting them will be accepted.

Frequently Asked Questions
Can I refund a Steam game bought on sale?
Yes. A discount does not by itself prevent a refund. For a Steam-store game, Valve’s standard offer is a request within 14 days of purchase and less than two hours played. An approved refund is for the amount you paid.

Can I refund a discounted game after playing it?
You can request a refund if you have played it, but the standard rule requires less than two hours of playtime and a request within 14 days. If you exceed either limit, Valve may still review a request, but approval is not guaranteed.
Can I refund a game I bought before a Steam sale and buy it again cheaper?
Valve says requesting a refund and immediately repurchasing the game at its sale price is not abuse. It is a refund request and a separate new purchase, not an automatic price adjustment. The original purchase remains subject to the applicable refund review.
Will Steam refund the sale price or the full price?
Steam refunds the amount paid for the transaction if the request is approved. A discounted game is refunded at the sale price you paid, not at its undiscounted list price.

How long does a Steam refund take to show in my bank account?
Valve says it issues an approved refund within a week of approval. That is not a guarantee about when a bank or payment provider will post the funds; the policy does not specify a separate posting time for each provider.
Can I still ask for a refund if my game is faulty?
Yes, you can submit a request through Steam Support. Valve notes that faulty games may carry additional consumer rights in some jurisdictions, but the policy does not set out one universal remedy; local consumer-protection rules may matter.
Does Steam publish a refund approval rate?
Valve’s policy gives eligibility terms and describes the refund process, not an approval-rate statistic. The 14-day and less-than-two-hour thresholds are policy terms, not a measured approval percentage.

Can Valve refund a Steam key or a physical Steam Wallet card bought elsewhere?
No. Valve says it cannot refund purchases made outside Steam, including third-party CD keys and physical Steam Wallet cards. Contact the seller about its own refund terms.
The Bottom Line
A Steam game bought on sale can qualify for a refund under the same standard rule as a full-price game: request within 14 days and have less than two hours played. Submit through Steam Support. If approved, you receive the amount paid for that purchase, not the undiscounted list price; requests outside the standard limits may be reviewed, but are not guaranteed.
