Compare the final checkout price for the same game, edition, platform, and buyer region—not the advertised discount percentage. Before choosing a third-party key, also check whether it activates in your country, who the seller is, and what happens if the key fails or is revoked. Steam says it cannot refund third-party CD keys, so the retailer’s support and refund terms matter.
Start with an equivalent offer
A low price is meaningful only when the listings are for the same product. Check the exact game, edition, platform, and included content. A base game is not comparable to a deluxe edition, and a code for another launcher is not a Steam key. If your goal is to add the game to your Steam library, confirm the listing explicitly says it is a Steam key rather than an account, gift, or code for a different platform.

Steamworks describes Steam Keys as a tool developers can use to sell games through other stores and at retail. That explains why Steam keys exist; it does not authenticate a particular retailer or listing.

Use the checkout total in the same currency for each offer. A listing price can change after fees, optional charges, or currency conversion. Price-comparison sites can help identify candidates, but their coverage, seller labels, regions, and update times vary; confirm the offer on the retailer’s checkout page before deciding.

Discount percentages can also mislead. Compare the payable amount rather than one store’s advertised percentage against another’s. On Steam, coupons or loyalty discounts generally do not stack with sale pricing unless the promotion explicitly says otherwise. Steam does not refund the difference if a game’s price falls after purchase; if eligible under its refund policy, a buyer may request a refund of the original purchase and repurchase at the sale price. Those are Steam-store rules, not a promise about another retailer’s terms.
Check activation and region restrictions
Before paying for a third-party key, verify that it activates in your country and check for any restrictions on where it can be used. Steam says there is no universal region restriction for retail keys: publishers set restrictions for individual keys, and Steam cannot remove them. If the listing does not make the activation region clear, ask the retailer before buying.

A price comparison tool’s region setting is not a substitute for checking the specific key’s restrictions. The exact game, listing, and buyer location determine whether an offer will work for you.
Know who is selling the key and who handles problems
Distinguish a publisher-authorized retailer from a marketplace listing, and identify the named seller where one is shown. “Steam key” describes an activation method; it does not by itself prove that a seller is authorized. The seller type and its terms affect where you go if a code is invalid, cannot be activated, or is later revoked.

Steam Support says it cannot refund third-party CD keys and directs buyers to the retailer for issues with those keys. Read the seller’s refund, replacement, and support terms before purchase. The US Federal Trade Commission’s general advice for online marketplaces is to check refund and return rules, find out who can help with a problem, and use a payment method with protections. That is general US consumer advice, not a substitute for local consumer rights or the seller’s terms.
Use a practical comparison checklist
- Match the product: verify the game, edition, included DLC or bundle content, and platform.
- Confirm the key type: if you want a Steam library entry, make sure the offer is for a Steam key, not an account or another launcher.
- Check the buyer region: confirm the key activates in your country and note any publisher restrictions.
- Calculate the checkout total: compare the final payable amounts in the same currency, including fees, optional charges, and conversion.
- Identify the seller: determine whether the offer comes from an authorized retailer or a marketplace listing, and note who is named as the seller.
- Read the support terms: check the seller’s refund, replacement, and problem-resolution policy; do not assume Steam will handle an outside purchase.
- Check freshness: review the comparison tool’s store coverage and last update, then verify the live offer at checkout.
How to interpret a published price comparison
A published comparison can illustrate one market and one sample, but it cannot establish a universal rule about which source is cheaper. Playze reported that in July 2026 it compared live US prices for 105 popular PC games available from both sides. It defined “official” as first-party stores and “keyshops” as the authorized resellers it tracked. For that basket, Playze reported a total of $1,108 at official-store prices versus $580 by buying each game from its cheapest source: a stated saving of $528, or 48%.

That is a vendor-produced, time- and sample-specific result, not an independent estimate covering all games and not a forecast for an individual purchase. Playze also notes risks including regional locks and differences in buyer protection. Check the specific offer rather than assuming the reported basket savings apply to your game.
What the available information can—and cannot—settle
Without a named game, edition, country, currency, and seller, there is no basis to identify a live price winner or assess the effect of a particular seller’s terms in your jurisdiction. Prices, stock, fees, and restrictions can change. For a specific purchase, the deciding evidence is the current matching offer, its checkout total, its activation terms for your region, and the seller’s stated remedy if something goes wrong.
