Yes. A game bought during a Steam sale follows the same refund rules as a full-price purchase: normally, you must request the refund within 14 days and have less than two hours of recorded playtime. If the game is technically defective, submit a request even when you miss one of those limits; Valve says it may review exceptions, although approval is not guaranteed. Start at Steam’s official refund policy and use help.steampowered.com.
What Steam’s standard refund rule covers
Steam’s normal test has two conditions that must both be met: the purchase is no more than 14 days old, and the game has been played for less than two hours. A discount, launch promotion or other reduced price does not remove that eligibility. Valve’s policy, last updated April 23, 2024, states that it will issue a refund for any reason when the request is made within the required period and a game has been played for less than two hours.
The playtime Steam records is the figure that matters for this rule. If a poorly performing title is approaching the two-hour mark, stop launching it while you prepare the request. More recorded time can make it harder to satisfy the ordinary test, even if the additional minutes were spent troubleshooting.

The policy is a review framework, not a promise that every request will be accepted. A technical fault gives you a reason to ask for consideration; it does not automatically override the limits.

How to request a refund for a badly performing game
- Check the two records first. Confirm the purchase date and the game’s recorded playtime in your Steam account. Note whether the purchase was made directly through Steam or through another seller.
- Stop adding playtime. If you are close to the ordinary playtime threshold, do not keep opening the game to test another setting. Gather the facts you already know instead.
- Open Steam Support. Go to help.steampowered.com, identify the purchase and choose the refund-request route shown for that transaction.
- Describe the fault plainly. State what happens, such as repeated crashes, an unplayable frame rate or a required function that does not work. Explain the effect on your ability to use the game. Do not claim a diagnosis, test or fix you did not actually perform.
- Submit even if you are outside the normal limits. Select the same purchase and explain why the title is unusable. Valve says requests outside the usual conditions may be reviewed, but the outcome is discretionary.
- Keep the confirmation. Save the support confirmation or email so you can identify the request if you need to follow up. Wait for the decision rather than repeatedly opening the game and creating more playtime.
Your explanation should separate the product problem from the price change. For example, say that the game crashes during ordinary play and that it was purchased during a sale; do not imply that the discount itself caused the fault.
What counts as “runs badly” in a refund request
Steam’s policy does not publish a checklist of technical symptoms or promise a refund for a particular frame rate. The useful distinction is between a concrete failure that prevents normal use and a change of mind about the purchase. Crashes, an unplayable frame rate and missing required functionality are clear ways to describe the former. Give the shortest accurate account of the behavior you observed and when it occurs.
- Crashes: identify that the game closes or becomes unusable during launch or play, if that is what you observed.
- Unplayable performance: explain that the frame rate or responsiveness prevents ordinary play, without inventing a benchmark or number.
- Missing functionality: identify the feature or function you needed that does not work.
- Ordinary dislike: if the game works but you simply do not enjoy it, use the ordinary refund conditions rather than describing a technical defect.
Use your own observations. The policy does not require you to prove a hardware diagnosis before submitting a request, and making an unsupported claim can make your explanation less credible.

What if the request is more than 14 days old or over two hours?
Submit the request anyway when the game is genuinely defective. Valve says it may review requests that fall outside the normal return period or playtime limit. That is an invitation to ask for an exception, not an extension of the standard entitlement, so approval cannot be assumed.
Explain why the recorded time or delay does not reflect ordinary use—for example, that repeated launches were needed to discover that the game could not be played—only if that is true. Keep the explanation factual and specific. Do not reset, alter or conceal playtime; Steam’s account record is the relevant record for review.
Some jurisdictions may give consumers additional rights for defective digital goods. Those rights can depend on where you live and the circumstances of the transaction, so the Steam policy’s discretionary review is not the same thing as a legal determination. If you rely on local consumer law, state your location accurately and seek advice appropriate to that jurisdiction.

Buying before a sale and rebuying at the discount
If a game works but its price drops shortly after you buy it, Steam explicitly says that refunding the earlier purchase and immediately buying the title again at the sale price is not refund abuse when done under its policy. This is the clean route for a price change: submit the original transaction for a refund, then purchase the discounted listing after the refund request is handled as directed by Steam.

A poor-performing game can involve both issues. Describe the technical failure in the refund request and mention the sale only as purchase context. Do not use a sale-price request to replace a factual explanation of a defect, and do not keep playing while waiting if doing so would add substantial recorded time.
Early Access, Advance Access and pre-purchases
Early Access and Advance Access
All playtime in Early Access or Advance Access counts toward the two-hour limit. Time spent playing before the full release is not separated out for refund purposes. If you are evaluating a discounted Early Access title, treat every minute shown in Steam’s record as part of the ordinary playtime calculation.

Pre-purchases that cannot be played yet
When a pre-purchased game cannot be played before release, the normal 14-day and two-hour period starts on the release date, not the date you paid. This can matter when a title is bought during a discount weeks or months before launch. Once the game becomes playable, the ordinary period begins and any recorded playtime is counted under the policy.
A pre-release build that is playable
If the pre-purchase provides playable access before release, do not assume the later release date will restart the clock. The relevant treatment depends on whether the game was playable and what Steam records for that product; check the transaction and submit promptly if it is not working.
Purchases Valve cannot refund
Valve’s Steam refund policy does not cover third-party CD keys or Steam Wallet cards bought outside Steam. The fact that a key activates a game in your Steam library does not move the payment to Valve. Contact the store, marketplace or other seller that sold the code and follow its terms.

This purchase-channel distinction is separate from whether the game runs well. A defective title bought from an outside seller is still an outside-seller transaction for refund purposes, so Steam Support is not the party that can return that payment.
Where an approved refund goes and how long it takes
Valve says an approved refund is normally completed within one week. The money is sent to your Steam Wallet or to the original payment method when that method supports refunds. The destination can therefore differ between purchases, even when the request is approved.
Do not treat the one-week period as a guarantee of an instant balance change. Check the payment method associated with the transaction and the refund confirmation. If the stated period has passed without the funds appearing, use the confirmation details when contacting Steam Support.

Common mistakes that reduce your chances
- Continuing to test after approaching the playtime limit: extra launches can move the transaction farther from the ordinary conditions.
- Using a vague complaint: “bad game” gives Support less information than a concise description of a crash, unusable performance or missing function.
- Confusing a third-party key with a Steam purchase: activation in the library does not make Valve the seller.
- Assuming an exception is automatic: a fault outside the normal conditions can be reviewed, but Valve does not guarantee approval.
- Claiming tests you did not run: report only what you actually observed.
- Ignoring release status: Early Access time counts, while an unplayable pre-purchase starts its period at release.
The policy’s purpose and the practical takeaway
Valve describes refunds as a way to remove the risk from purchasing titles on Steam, not as a way to obtain free games. That is why the ordinary conditions are simple and why repeated use of refunds to keep games without paying can conflict with the policy. A legitimate request for a game that cannot be played is different from keeping a title after using it normally.
For a discounted game that runs badly, the practical sequence is straightforward: stop adding playtime, verify the transaction and recorded hours, submit through Steam Support, and describe the concrete failure. If the request falls outside the ordinary conditions, ask for a review rather than assuming you are disqualified; if the purchase was a third-party code, take the request to the seller that charged you.
