Choose the Steam Deck if emulation and custom software are your priorities. Its Linux-based SteamOS includes a desktop mode, supports installing applications outside the default gaming interface, and provides a conventional PC software path. The PS5 has considerably stronger advertised hardware, but Sony’s software licence and update policies prohibit the security-bypass and system modifications that unsupported homebrew normally requires. That makes PS5 tinkering firmware-dependent and risky rather than a normal feature.
A PS5 can still interest an experienced hardware researcher who already has a community-supported console state and accepts possible update, service, warranty and online-service consequences. Which is better for emulation and custom software?

What does “PS5 homebrew” actually mean?
PS5 homebrew generally refers to unofficial software or research tools that run outside Sony’s approved software-signing and distribution model. It is not a feature exposed in the PS5 user interface, and Sony does not provide a supported homebrew development or installation workflow.
Sony’s software restrictions
Sony Interactive Entertainment’s PS5 System Software Licence Agreement says: “You may not use tools to bypass, disable or circumvent any PS5 system encryption, security or authentication mechanism.” The agreement also prohibits modifying or reverse engineering system software, downgrading, and using unauthorized or pirated software or hardware.

Why there is no reliable firmware table here
Homebrew availability on a PS5 is unusually sensitive to firmware version, hardware revision, browser or entry-point behavior and the state of the console before an update. A precise current exploit ceiling needs a current, authoritative primary source. Without one, publishing a firmware number or compatibility list would give a false sense of certainty.

Sony’s United States warranty provides a one-year warranty for the original purchaser. The warranty excludes products modified to alter capability or functionality without written permission, and Sony may void coverage if it reasonably believes the console was used in violation of the software or game licence agreement. How practical is emulation on each platform?
Steam Deck has the more direct path because it exposes a PC-like operating system and accepts ordinary software installation. PS5 has the more difficult path because unsupported code must first overcome platform security and remain compatible with a particular system-software state.

The PS5 figures come from Sony Interactive Entertainment’s CFI-21XX instruction-manual specifications. Steam Deck figures come from Valve Corporation’s technical specifications. Choose Steam Deck for a portable secondary PC

- Confirm the operating environment. Open SteamOS desktop mode and make sure the Deck has enough internal or microSD storage for the applications and legally obtained files you plan to manage.
- Choose an emulator and front end. Select software that supports your target system and current SteamOS/Linux release. Read that project’s documentation for installation and controller requirements rather than assuming a package intended for another distribution will work unchanged.

For Steam Deck, “custom software” does not automatically mean unrestricted software: individual projects can have their own licences, dependencies and support limits. For PS5, the central distinction is that installing arbitrary code requires bypassing controls Sony explicitly says users must not circumvent.
