Special Gram Sabhas held on 2 October 2026 were announced as forums for residents to discuss governance reforms and citizen-facing initiatives, review how government schemes are working, identify local needs and gaps, and help set village development priorities. The meetings also launched the People’s Plan Campaign (PPC) 2026–27, “Sabki Yojana, Sabka Vikas,” which is preparing Gram Panchayat Development Plans (GPDPs) for financial year 2027–28.
What was the purpose of the Special Gram Sabhas?
The Ministry of Panchayati Raj said the meetings would give residents a direct platform to share experiences, feedback, and suggestions about schemes and initiatives, and to help determine local priorities. The intended discussion covered both how existing schemes are being implemented and what the village should prioritize next.
The Ministry’s 1 October 2026 announcement described these gatherings as a way to review scheme benefits and delivery, identify local needs and gaps, and deliberate on village development. That is the announced purpose; it does not by itself establish how much any particular meeting changed a decision or improved a service.
How does the campaign year differ from the plan year?
The campaign is called PPC 2026–27, but the plans being prepared are for FY 2027–28. The Ministry describes the planning as participatory and evidence-based, under the campaign name “Sabki Yojana, Sabka Vikas.”

On 2 October 2026, the Ministry reported that more than 2.42 lakh Special Gram Sabhas were scheduled on the GPDP Portal and Panchayat NIRNAY Portal. This is a count of meetings scheduled, not an attendance figure or proof that every scheduled meeting took place. The Ministry also said that more than 2.55 lakh Gram Panchayats prepare and upload participatory plans on eGramSwaraj; that is a general figure, not a count of FY 2027–28 plans already completed.
How can villagers help set useful development priorities?
General Ministry campaign guidance describes a GPDP as a comprehensive, participatory plan for economic development and social justice. It is meant to reflect community needs and priorities, align proposals with available resources, and support transparency and coordination among relevant schemes. These are broad planning principles, not a complete statement of the legal or procedural rules in every state.

When weighing a proposal, residents can ask:
- What need does it address? Identify the service problem or gap, and consider whether local experience or available information supports it.
- Whose views are represented? Check whether women and other community groups have had a meaningful opportunity to raise priorities, not only elected representatives.
- Is it feasible? Consider available resources and whether the proposal can connect with relevant government schemes.
- How will it be tracked? Ask how choices will be recorded and how residents can understand progress and follow-up.
The Ministry says the Panchayat Advancement Index can help Panchayats assess achievements and gaps, which may inform discussion of priorities. It also identifies eGramSwaraj as a platform where plans are uploaded. These tools can support planning, but national guidance does not mean every participant must use them or has equal access to digital services.
Who should be heard in the planning process?
Campaign materials call for participation by residents, elected representatives, frontline workers, self-help groups, and other local stakeholders. The Ministry’s Mahila Sabha guidance describes women’s meetings as a way to bring women’s issues and priorities into Gram Panchayat plans. Such guidance sets an inclusion objective; it does not guarantee equal participation or influence in every village.

The Ministry’s Rashtriya Gram Swaraj Abhiyan (RGSA) lists stronger Gram Sabhas, capacity-building for elected representatives, e-governance, technology-enabled transparency and accountability, and devolution under the Constitution and PESA Act among its objectives. These are scheme objectives, not evidence that every reform has already been implemented locally.

National announcements explain the campaign’s themes but do not set a universal meeting time, quorum, agenda sequence, or procedure for every Gram Panchayat. Those arrangements depend on the relevant local notice and state-specific rules. Check with the Gram Panchayat or the state Panchayati Raj department for the meeting schedule, applicable procedure, and route for following up on proposals.

The Ministry’s People’s Plan Campaign page lists official planning resources, including the Preparation of Panchayat Development Plan Booklet 2026-27 (English) and material on prerequisites and eGramSwaraj updates for FY 2026–27. These resources can explain campaign planning, but the local Panchayat remains the source for village-specific meeting arrangements.
