South Africa’s Digital ID is “here” as a working prototype—not as a credential the public can sign up for. On 1 October 2026, Home Affairs Minister Leon Schreiber said the department had demonstrated a Digital ID issued through the population register and bound to a phone chip, while it was still processing comments on draft regulations. His announcement did not open enrolment or give a public launch date.
What “Digital ID is here” means
Home Affairs has moved beyond describing a concept: the department says it built and demonstrated a working smartphone credential, and Schreiber said he was the first citizen to have one. That is evidence of a prototype demonstration, not evidence of general public access or adoption. The minister’s account does not say that ordinary South Africans can enrol.
In May 2026, Home Affairs had described the Digital ID as a system in development and invited public comment on draft amended regulations under the Identification Act 1997. The October demonstration is a later milestone, but it does not establish that the proposed rules are final or that the credential is publicly available. Home Affairs’ 1 October 2026 statement says the department was processing comments ahead of finalising rules.
Can you get South Africa’s Digital ID now?
Not on the basis of the official information cited here. The October statement describes a ministerial prototype demonstration; it does not announce an enrolment process, eligibility rules, or a date for public sign-up. Home Affairs’ May announcement invited comments on the draft through 6 June 2026, and the minister said in October that comments were still being processed. The May draft-regulations announcement sets out the proposal, not a public application route.

Accordingly, there is no confirmed public launch date to plan around in these announcements. A prototype milestone should not be treated as a release date.
What the proposed smartphone credential is meant to do
The May proposal describes optional digital versions of Home Affairs documents—including an identity document, birth certificate and marriage certificate—stored and used on a smartphone. It also proposes remote identity confirmation using biometric verification. These are aims and provisions described for a draft framework; they should not be read as a full specification of a finished service.

The proposed rules were intended to set standards for enrolment, biometric capture and identity assurance, support interoperability with government and private-sector services, and strengthen the population register as the authoritative record of identity and civic status. Home Affairs also said the draft would regulate information sharing.
Will the Digital ID replace the Smart ID card?
No such replacement is announced. Schreiber said, “Use of the system will be voluntary,” and that “The physical Smart ID card will remain available for anyone who chooses to use it.” The stated plan is for the smartphone credential to complement the existing card, not make it compulsory. Those are the minister’s announced policy and design positions, rather than independently verified properties of a public system.

The available announcements do not establish comparative security performance, supported phone models, or device compatibility.
What has been said about privacy and safeguards?
The May draft proposal placed identity-information sharing within a framework citing the Identification Act 1997, the Promotion of Access to Information Act 2000 and the Protection of Personal Information Act 2013. Because the rules were still being finalised after public comments in the October statement, the draft should not be described as enacted regulation.

Schreiber also said the system would let a person see when their data is accessed. That is a stated design feature, not a capability independently demonstrated for public users in the announcement. The final regulatory text and its promulgation status are not established by these statements.

Home Affairs already works with banks to provide services for physical Smart ID cards. On 22 July 2026, the department reported 327 participating bank branches and 214 modernised Home Affairs offices, or 541 locations combined. These figures describe card-service locations—not enrolment in the smartphone Digital ID. The department described first-time applications, passports and home delivery as future expansions at that date. Home Affairs’ 22 July statement gives those dated figures.

The My Home Affairs Online portal lists selected online citizenship and identity services, including Smart ID applications through partner branches. Its presence does not mean the new Digital ID can be obtained there.
