A screen or hedge may help, but neither is a guaranteed fix for reflected sunlight from solar panels. The right solution depends on whether reflected rays can reach the place where they are noticed, at what times, and whether the concern is a brief flash, sustained brightness, or simply the panels’ appearance. Start by identifying that sightline; then compare layout changes, a barrier, vegetation, and a site-specific assessment.
First distinguish glare from the appearance of the panels
Glint is a momentary flash from direct reflection; glare is continuous excessive brightness experienced by a stationary observer in the reflection’s path. UK draft planning guidance makes this distinction and notes that panels can reflect sunlight at certain angles even though they are designed to absorb solar energy. UK Department for Energy Security and Net Zero draft EN-3 guidance
A screen that hides panels from view may improve their visual impact without intercepting the reflected rays. Conversely, a barrier placed across the relevant ray path may help even if the panels remain visible from other locations. Treat those as separate goals.
Work out who or what is affected, and when
Begin with the receptor: for example, a neighbor’s window, a road, a workplace, or another location where the reflection is noticed. Note the time, date, duration, and direction of the sun and the apparent reflection. A brief flash and sustained brightness are different problems; a concern about the array’s appearance is different again.

Reflection is geometric. The direction depends on the sunlight angle on the panel, and the sun’s path changes with the day and season. The potential impact therefore depends on panel orientation and tilt, the receptor’s location, and the sun’s position—not simply on whether panels look shiny. The FAA explains these factors in its airport-specific Technical Guidance for Evaluating Selected Solar Technologies on Airports.

Use vegetation or a barrier only when it fits the sightline
For a hedge to interrupt a reflection, its position and eventual dimensions must suit the relevant ray path. A new planting may take time to fill in; seasonal leaf loss can leave a sightline open. Choose plants for the local climate and site, and account for mature width, setbacks, upkeep, and access to the panels. Keep vegetation from shading panels where that is a concern. DOE’s PV vegetation guidance recommends native and low-growing plants for site management, but it is not a prescription for blocking glare.

A fence or other barrier has similar geometry constraints, along with structural design and maintenance. A screen could obstruct one line of sight while leaving another unaffected. No general percentage reduction for a hedge or screen is established by the cited sources, so avoid treating either as a guaranteed remedy.
When to seek a formal assessment
If a reflection affects a safety-sensitive location, a regulated project, or a persistent neighbor concern that cannot be resolved by observing the sightline, involve the installer or a qualified project professional. FAA airport guidance describes several evaluation approaches: consultation, a field test using a panel at the proposed location, and geometric analysis. It notes that project direction can be modified if a field evaluation shows significant glare. These are airport-project approaches, not a mandatory procedure for every home installation.

Airport rules are a distinct case. The FAA’s 2021 policy announcement concerns proposed solar systems at federally obligated airports with control towers. The airport submits a form that includes a visual-impact statement, and the FAA says impacts identified after construction must be mitigated. Planning requirements vary by jurisdiction. The UK EN-3 page cited here is draft guidance; check the current final wording and applicable local rules before relying on it for a live application. Its central planning point is project-specific: the analysis needed depends on the site and design.

What the available evidence does not establish
The cited material does not establish that a particular hedge, fence, screen, or panel treatment will eliminate reflection at a given property. Nor does it provide a general glare-reduction percentage for landscaping. Panel appearance alone cannot confirm whether a reflected ray reaches a neighbor; the geometry and timing matter.
A separate FAA simulator report studied pilots’ perceived impairment from simulated glare, including changes in duration and angle. It was not a field study of solar installations and does not measure the effectiveness of residential screens or landscaping.
