SecurityWeek reported the next day that the flaws were likely exploited by a commercial spyware vendor, but no public report described exploitation of this exact six-vulnerability set. The listing is a reason to install the latest security update available for your device—not evidence that every Samsung phone is affected or currently vulnerable.
Which Samsung vulnerabilities did CISA add?
The six entries affect Samsung software drivers and range from denial-of-service bugs to flaws that could enable code execution or loading files. Samsung had issued fixes for them in 2021. The table summarizes the reported component, flaw, potential impact, and patch month.
| CVE | Component and flaw | Potential impact | Samsung fix |
|---|---|---|---|
| CVE-2021-25487 | Modem interface driver; out-of-bounds read | Could lead to arbitrary code execution | October 2021 |
| CVE-2021-25489 | Modem interface driver; format-string bug | Could cause denial of service | October 2021 |
| CVE-2021-25394 | MFC charger driver; use-after-free | Not stated in the cited reporting | May 2021 |
| CVE-2021-25395 | MFC charger driver; use-after-free | Not stated in the cited reporting | May 2021 |
| CVE-2021-25371 | DSP driver issue | Could allow an attacker to load arbitrary ELF files | March 2021 |
| CVE-2021-25372 | DSP driver; out-of-bounds access | Not stated in the cited reporting | March 2021 |
SecurityWeek reported the issues and patch months; Samsung’s bulletins provide the corresponding patch information for October 2021, May 2021, and March 2021. For CVE-2021-25487, Samsung described the issue as moderate while NVD rated it high by CVSS, illustrating that severity labels can differ by source. NVD’s CVE record contains its rating.
What does “likely exploited” mean here?
CISA’s June 29, 2023 KEV addition identifies vulnerabilities considered known to have been exploited in the wild; it does not, by itself, provide a technical account of each attack. SecurityWeek’s June 30 report characterized these six Samsung flaws as likely exploited by a commercial spyware vendor, while explicitly noting that no public report detailed exploitation of this exact six-CVE set. Treat that wording as an assessment based on threat-intelligence context, not as proof that each flaw was publicly observed in a specific attack.

The related public evidence concerns a different set of three Samsung flaws: CVE-2021-25337, CVE-2021-25369, and CVE-2021-25370. Google Project Zero disclosed an exploit chain involving those vulnerabilities. Google researchers reported exploit samples and Google’s Threat Analysis Group observed targeting of Samsung S10, A50, and A51 phones in late 2020. The researchers assessed that a commercial surveillance vendor developed the chain, but did not name the vendor or identify the delivery app or final payload. Those observations apply to the three-CVE chain, not automatically to the six entries CISA added in 2023. Google Project Zero’s account describes the chain and its limits.
Project Zero researcher Maddie Stone said: “All three vulnerabilities in this chain were in the manufacturer’s custom components rather than in the AOSP platform or the Linux kernel.”

Which phones were affected, and when were patches released?
The cited reporting does not establish a complete model-by-model affected-device list for the six CVEs. The S10, A50, and A51 were observed in late-2020 activity involving the separate three-CVE exploit chain; that does not establish that those are the only models affected by the six KEV entries, or that any of those models remains unpatched now.
Samsung’s fixes were released in three monthly security updates during 2021:

Those are fix months, not a current guarantee of support for every model or region. Software-update availability depends on the device and market, and the cited report does not establish present-day Samsung support coverage.

- Open Settings > Software update on the phone.
- Tap Download and install (the exact button wording can vary by model), then install the latest security update offered for that device and region.
- If no update is offered, check Samsung’s support information for your model or contact your carrier; availability can vary by region and distribution channel.
- If the device no longer receives security updates, weigh replacing it or limiting its access to sensitive accounts and networks. Organizations should handle unsupported phones through their risk-management and device-isolation policies.
A 2023 KEV entry is a prioritization signal, not a live model-support list. The useful action is to install the newest update your phone is offered and avoid assuming that a device is protected merely because the specific 2021 patch month has passed.
