Usually, no. Leave “3GPP AT commands” turned off in Samsung Developer options unless a specific, documented task requires access to the phone’s cellular modem. The option relates to a powerful technical interface; its presence alone is not evidence that your phone is infected, spying on you, or at risk of damage.
What are 3GPP AT commands?
AT commands are text commands used to communicate with cellular equipment. The 3GPP TS 27.007 standard defines command families for User Equipment, including commands related to phone functionality, signal-quality queries, and SIM or UICC access. The standard describes possible commands; it does not mean every command is available or works on every Samsung model. 3GPP TS 27.007 is a Release 11 copy and is not Samsung-specific documentation.
Samsung users have discussed the Developer options setting as a way to enable modem-command workflows, but those reports do not establish what the toggle does on every model or firmware version. Does enabling it put your phone at risk?
The command set includes capabilities that merit care. Depending on the command and implementation, commands may access SIM or UICC data, change phone functionality, or expose sensitive information such as identifiers, passwords, location details, or security-related information. That is a reason to limit access and avoid undocumented commands—not proof that switching on the setting automatically sends personal data anywhere.

The security implications depend in part on how a device manufacturer exposes access to the modem. Black Hat SecTor material discusses this manufacturer-dependent attack surface, but it does not establish that this Samsung setting creates a network-accessible service or that all Samsung phones are vulnerable in the same way. The available evidence therefore supports caution, not a blanket claim that the toggle itself compromises or damages a phone. It also does not justify a guarantee that enabling it is safe in every configuration.

Should you enable it for your use case?
For ordinary phone use
No. If you do not have a specific modem-control task, leave the setting off. Most people do not need to send AT commands to use calls, mobile data, or ordinary Android features.
For a documented technical task
Enable it only after confirming that your exact Samsung model and firmware expose an AT-capable interface and that the intended commands are documented for that implementation. A generic 3GPP command list does not establish Samsung-specific support. Prefer read-only diagnostics, and do not experiment with commands that write SIM or modem settings, alter radio functionality, or access protected information.

A non-official technical guide also notes that interface availability varies by device. If your goal is simply to share your phone’s internet connection, use standard USB tethering instead. Do not enable the option on the assumption that it will fix a service code. In a Samsung Community discussion about *#9900#, one reply suggested a connection to the 3GPP AT setting, while another participant disputed it. What to check before using it
- Confirm the exact phone model and firmware version.
- Verify that the specific interface and commands are documented for that implementation, rather than relying only on the general 3GPP standard.
- Understand what each command reads or changes; avoid commands that alter modem or SIM settings unless the task explicitly requires them and you have reliable documentation.
- If documentation for your model is unavailable, do not assume the setting or a generic command list provides a supported workflow.
