Microsoft now calls its business-to-business collaboration capability Microsoft Entra B2B; “Azure B2B” is older terminology. The effective access policy is the most restrictive applicable setting across Microsoft 365 sharing, the site or OneDrive, Entra guest-collaboration rules, and cross-tenant access.
How external sharing works across SharePoint, OneDrive, and Entra
Think of external sharing as a set of gates rather than one switch. SharePoint and OneDrive determine what kinds of sharing their workloads permit. Entra settings can separately determine who may invite guests, which domains are allowed, and whether collaboration with another organization is permitted. A person may therefore be blocked even when external sharing appears to be enabled in SharePoint.
The organization-wide SharePoint setting sets the maximum sharing level available to sites. A site can be configured more restrictively, but not more permissively than that organization ceiling. OneDrive for Business can be equally restrictive or stricter than SharePoint; it cannot allow a broader level of external sharing.
Microsoft’s current documentation describes the governing principle as: “The more restrictive setting always applies.” Settings and labels can change, so verify the controls in your tenant. The Microsoft documentation referenced here was accessed on October 4, 2026.

What is the difference between Anyone links and guest access?
The key difference is whether access is tied to an authenticated or verified identity. An Anyone link is a bearer link: whoever has it may be able to open the item without signing in. Guest sharing instead invites an external person through an identity flow, such as signing in with a work, school, or Microsoft account, or using a verification code where supported.

Anyone links reduce sign-in friction but provide less identity-based control. Use guest access when it matters to know which external identity was invited and to apply authenticated B2B policies. Treat an Anyone link as transferable to anyone who receives it, not as a named invitation.

Which settings control whether a guest invitation succeeds?
Several policy families can affect the same collaboration. SharePoint and OneDrive sharing settings define the permitted sharing modes; Entra external collaboration settings govern invitation permissions, domain restrictions, and guest access to directory information; cross-tenant access settings govern collaboration with other Entra organizations.
- Microsoft 365 sharing policy: Sets the organization-level SharePoint ceiling and the maximum permitted sharing level for sites. OneDrive cannot be more permissive than SharePoint.
- Site or OneDrive policy: Can tighten access for a particular site or OneDrive. A local setting cannot override a more restrictive organization setting.
- Entra external collaboration: Can restrict who is allowed to invite guests, block or allow domains, and limit what guests can see in the directory.
- Cross-tenant access: Controls inbound and outbound collaboration with specific Entra organizations and can scope that access to users, groups, or applications. It can also establish trust for another tenant’s MFA and device claims.
- Additional sharing controls: Depending on the configuration, administrators can limit sharing to selected security groups, set guest-access expiration, and define reauthentication intervals for verification-code users.
Microsoft recommends integrating SharePoint and OneDrive with Entra B2B as part of external-collaboration governance. When enabled, Entra organizational relationship settings can affect file and folder sharing in those services. This does not make an unauthenticated Anyone link equivalent to B2B guest access: Anyone links remain a separate route.

How should an administrator configure external collaboration?
Work from the broadest policy toward the specific partner and resource. Decide first what the organization permits, then narrow access for particular sites and collaboration scenarios.
- Set the organization baseline. Choose the organization-level SharePoint external-sharing policy and ensure the OneDrive setting is no more permissive.
- Choose the identity model. Decide whether collaborators must be invited as named guests and authenticate or verify their identity. Permit Anyone links only for use cases that genuinely need access without authentication.
- Limit invitations and domains. Review who in the organization can invite guests and whether external sharing should be limited to approved domains or selected security groups.
- Tighten sensitive resources. Set stricter sharing rules for sensitive sites and configure guest expiration where appropriate.
- Review partner-tenant access. Check cross-tenant inbound and outbound settings, including their user, group, and application scope and any trusted MFA or device claims.
- Test the real workflow. Verify that the intended external person can receive the invitation, authenticate or verify, and open the shared resource under the chosen policy.
Why can’t I invite a guest to a SharePoint site?
First identify which stage fails: creating the invitation, accepting it, or opening the resource. These stages can be affected by different controls. A permissive site setting does not by itself override organization-level sharing limits, Entra invitation restrictions, domain rules, or cross-tenant access policy.

Microsoft Support documents errors such as “This invitation is blocked by cross-tenant access settings” and “Guest invitations not allowed for your company.” Its troubleshooting guidance, last updated June 25, 2025, points administrators to review external collaboration, Microsoft cloud, and cross-tenant access configuration. These are possible causes, not a single explanation for every failed invitation.
- If the invitation cannot be created, check who is permitted to invite guests, domain allow/block rules, and the organization’s SharePoint sharing ceiling.
- If the invitation is blocked for a particular partner organization, review the cross-tenant inbound and outbound settings that apply to that tenant.
- If the guest can authenticate but cannot open the item, check the site or OneDrive sharing level and whether the item’s sharing method matches the guest’s identity flow.
- If the problem persists, compare the effective settings at each layer rather than changing only the site setting.
How is B2B direct connect different from guest collaboration?
Ordinary B2B guest collaboration brings an external person into a guest-identity flow. B2B direct connect is a distinct collaboration model with a mutual configuration requirement: both organizations must enable it by configuring inbound and outbound cross-tenant access settings. A setting in only one organization is not enough.

Use the model that matches the collaboration scenario and verify the required cross-tenant configuration with the partner organization. Do not assume that allowing guest invitations also enables B2B direct connect; they are governed by different settings.
