CrowdStrike reported in December 2016 that an Android version of the X-Agent malware was distributed inside a legitimate Ukrainian artillery app, Попр-Д30. The implant could collect communications data and gross location information, which CrowdStrike said could help an operator infer troop units’ organization, plans, and approximate operating areas. The report did not establish how many devices were infected or show that the malware caused specific artillery losses.
What was the Android malware incident?
CrowdStrike’s report, published December 22, 2016 and updated March 23, 2017, described an Android X-Agent implant associated with Fancy Bear, also known as APT28 and Sofacy. The malicious code was packaged with Попр-Д30, a legitimate Android application created by Ukrainian artillery officer Yaroslav Sherstuk to help calculate targeting data for the Soviet-era D-30 towed howitzer. CrowdStrike said malicious versions appeared on Ukrainian military forums from late 2014 through 2016. CrowdStrike’s report
The app’s military purpose made the compromise particularly relevant: a tool used to process artillery targeting data could reach people and devices connected to artillery units. CrowdStrike assessed that the benign app may have been used by at least one Ukrainian artillery unit in eastern Ukraine. That is an assessment of possible use, not a count of infected devices.
What could the implant collect—and what did “tracking” mean?
According to CrowdStrike, the implant could retrieve contacts, SMS messages, call logs, internet data, and gross location information. Those data types could support reconnaissance by exposing communication patterns and giving an operator clues about who was connected, how a unit was organized, and roughly where it operated.

CrowdStrike Intelligence wrote that a tool like this had the potential to “map out a unit’s composition and hierarchy, determine their plans, and even triangulate their approximate location.” This was the company’s assessment of what the collected data might enable; it is not evidence that precise, continuous location tracking of every victim occurred. Who did CrowdStrike say was responsible?
CrowdStrike attributed the activity to Fancy Bear, also known as APT28 and Sofacy, and assessed that the group was likely affiliated with Russia’s military intelligence service, the GRU. That is CrowdStrike’s attribution, not an independently adjudicated finding. Contemporary SecurityWeek coverage summarized the report, while the Council on Foreign Relations incident tracker classifies the suspected state sponsor as the Russian Federation and the victims as the Ukrainian Armed Forces; those tracker labels are classifications, not separate technical proof. Did the malware cause Ukrainian artillery losses?
The report does not prove that the implant caused any particular battlefield loss. Its March 2017 update cited International Institute for Strategic Studies Research Associate Henry Boyd’s estimate that Ukrainian forces lost 15% to 20% of their pre-war D-30 inventory in combat operations. The estimate excluded the Crimean naval infantry battalion, which was effectively captured wholesale. It describes overall combat losses, not losses attributed to the malware. What the available evidence does not establish
- Successful infections: The report does not give a confirmed number of compromised devices. The legitimate app’s user base should not be treated as an infection count.
- Exact location surveillance: The report describes gross location data and possible inference of approximate locations, not proven precise, continuous tracking.
- Specific weapon losses: The cited D-30 loss estimate is not evidence that malware caused those losses.
How this differs from Infamous Chisel
The incident often confused with this story is a separate campaign reported in August 2023. The U.S. National Security Agency and allied agencies described Infamous Chisel as Android malware associated with Sandworm and targeting Ukrainian military devices. It is not the X-Agent implant in Попр-Д30, and the actor, malware name, date, and target context differ. NSA’s August 2023 advisory
