In the U.S. National Weather Service (NWS) system, a river flood watch means flooding is possible: prepare and monitor updates. A river flood warning means flooding is imminent or occurring: follow the alert’s instructions and act. Check the named river, forecast point and affected locations—an alert does not necessarily apply uniformly across a county or watershed.
Watch vs. warning: the practical difference

The NWS summarizes the distinction as: “A Flood WATCH means Be Prepared. A Flood WARNING means Take Action!” NWS flood safety guidance.
How to tell whether a river alert affects you
Read the alert’s named river, forecast point, communities or reach and its affected-area description. A river forecast point is a designated location where the NWS issues forecasts and warnings. Its gauge reading is not the exact water depth at every nearby property, and the impacts depend on local terrain and exposure.
River warnings commonly include current or forecast river stage and may give the expected crest or timing. Compare that information with the alert’s impact area and your location; follow the alert and local officials rather than assuming that a forecast for one point describes every place in the watershed. When to expect a watch or warning
NWS guidance says flood watches are typically issued several hours to days before possible onset. For river- or stream-driven flooding, a watch may be issued several days ahead when forecast confidence supports it. That is general guidance, not a guaranteed lead time for a particular event.
The NWS flood-products guidance describes watches as generally associated with 50%–80% confidence, and warnings and advisories as issued when confidence is greater than 80%. These are product-guidance descriptions, not a probability that a particular home will flood. A local NWS Quad Cities explainer likewise describes a 50%–80% confidence range for its river forecast-point watch criterion; that local explanation should not be treated as a universal rule. Forecasts and conditions can change. A watch may be upgraded to a warning as confidence rises, but flooding can develop before a warning appears. If water is rising where you are or you face immediate danger, do not wait for another alert; follow emergency officials and move to safety.
What flood stage tells you—and what it does not
Flood stage is an established gauge height above which a rise begins to create a hazard to lives, property or commerce at that location. It is not necessarily the same as bankfull stage. The same gauge height can have different consequences in different places because exposure and terrain vary.

NWS river impacts may be described as minor, moderate or major. Impacts can range from flooding in low-lying areas and on secondary roads to effects on homes, businesses and major routes, isolation of a town, or possible evacuations. “Record flood” means a level higher than any previously recorded; the label alone does not specify the damage or impacts. What to do during a watch
- Check official updates and note the river or forecast point, communities, expected timing and any forecast stage or crest information.
- Know nearby rivers and creeks, your watershed and county, and the routes or places that could be affected.
- Review how people, pets, livestock and property that may need to move would be protected if a warning follows.
- Consider having a NOAA Weather Radio available and check its batteries. It is one way to receive alerts, not a substitute for current NWS information, emergency officials or a household plan. NWS flood preparedness guidance
What to do during a warning
- Follow the warning’s call to action and instructions from local emergency officials. Move away from threatened areas or to higher ground when directed.
- Never walk or drive through floodwater, even if it looks shallow.
- For a flash flood warning when you are in a flood-prone area, the NWS advises moving immediately to higher ground.
River flooding and flash flooding are not interchangeable. Flash floods can develop rapidly and may affect places not receiving rain; do not apply river-watch lead-time guidance to a flash-flood threat. NWS flood safety information

Other flood alerts
A watch and warning are not the only NWS flood products. A flood advisory is a lower-urgency notice for flooding that warrants attention but is less urgent than a warning. Read the specific product and its instructions rather than treating the watch/warning distinction as a complete list of alerts. NWS flood safety information
