In the United States, running a PlayStation 2 emulator on Android is not inherently illegal, but that does not make every BIOS file, game image, or copying method lawful. The key questions are where the emulator, BIOS, and game files came from, whether you own the relevant hardware or copy, and whether obtaining or using a file required bypassing a technological protection measure. A cautious approach is to use emulator software from its project, dump firmware from a PS2 you own, and start with game discs you legitimately obtained. Even then, a particular copying method may raise separate legal questions; this is general information, not legal advice.
What parts of PS2 emulation raise separate legal questions?
“Emulation” can describe several different acts. The emulator is software that imitates console hardware; the BIOS is firmware associated with the console; and an ISO or CSO is a digital image of a PS2 game disc. Obtaining, copying, using, or sharing each of these may involve different facts. The fact that you use an Android phone does not establish where any of the files came from or whether a protection was bypassed.

No single court ruling cited here declares all PS2 emulation, Android emulator apps, BIOS downloads, or game-image downloads lawful. The leading U.S. emulator decision concerned a specific development process for an emulator for the original PlayStation, not consumer use of PS2 files on Android.

In Sony Computer Entertainment, Inc. v. Connectix Corp., 203 F.3d 596 (9th Cir. 2000), the Ninth Circuit held that particular intermediate copying of Sony’s original PlayStation BIOS during development of a noninfringing emulator was fair use on the facts before it. The court reversed the injunction in that dispute. That decision supports the proposition that emulator development is not automatically unlawful just because it involves copying; it does not give blanket permission to download or distribute proprietary BIOS files or game images. The Connectix opinion is about the original PlayStation and that development dispute, not a ruling on PS2 consumers or Android apps.
The decision also should not be read as a guarantee that any emulator is noninfringing. Software, copying, distribution, and the purpose and scope of particular acts can matter. For an Android user, the practical lesson is narrower: the presence of an emulator is not enough by itself to establish that the user has violated copyright law, and the Connectix ruling does not settle the source or legality of files used with it.
Can I download a PS2 BIOS if I own a PS2?
Owning a PS2 does not, by itself, establish that you may download someone else’s BIOS dump. PCSX2 describes BIOS files as proprietary and tells users to dump the BIOS from their own console. That is the project’s operational guidance, not a statute or a legal safe harbor for every extraction method.

The PCSX2 BIOS guide documents a process that involves running a BIOS-dumper program on a PS2 and transferring the resulting files to external storage. It also describes the BIOS as necessary for the emulator. This guidance is specific to PCSX2; it does not prove that every Android emulator has identical requirements or that every tool, modification, or technique used to obtain firmware is lawful.
PCSX2’s intellectual-property guidance likewise says users should supply a BIOS dumped from their own hardware. Following that project rule can help you avoid relying on an unrelated upload, but it does not resolve every legal question about copying or circumvention. Whether a particular process bypasses an access control is a separate issue.

Is downloading a PS2 game image legal if I own the game?
Owning a physical PS2 disc does not turn a game image uploaded by someone else into a copy you made, nor do the cited sources establish a general authorization to download such uploads. The image’s source and whether it is shared remain relevant; ownership of a disc is only one part of the analysis.
For PS2 disc games, ISO or CSO is more precise than calling every file a “ROM,” a term often associated with cartridge games. The BIOS is firmware, not the game. PCSX2 describes using original game discs or ISO/CSO images made from original games, but that description is not a finding that every image-making or download method is lawful.

If a game image is being offered by another person, your ownership of a matching disc does not establish that the person had permission to distribute it or that you are authorized to obtain that upload. The sources cited here do not establish a general legal permission for downloading third-party game images merely because the downloader owns the disc. Avoid treating “I own the game” as a complete answer to questions about the copy’s origin, distribution, or the method used to make it.
Can I make an ISO of my PS2 disc for personal use?
U.S. law provides limited rules for certain copies of computer programs, but it is not a universal license to copy an entire PS2 disc. Whether a particular personal disc image is lawful depends on what is copied, the terms that apply, and how the copy is made.
Section 117 of the Copyright Act addresses the owner of a copy of a computer program. Under specified conditions, it permits certain copies or adaptations that are essential steps in using a program and certain archival copies. The statute also places conditions on archival copies, including that they be destroyed if continued possession of the program ceases to be rightful. See 17 U.S.C. § 117.

Those limits matter for a disc image. A PS2 game disc may include copyrighted material beyond executable software, so section 117 should not be presented as a general full-disc-copy exception. The U.S. Copyright Office notes that section 117 concerns computer programs rather than other copyrighted works and directs readers to consider relevant sale or license terms. Being the owner of a physical disc does not, without more, establish that every kind of copy or every method of making it is authorized.
There is also a distinction between a copy you make from a disc you lawfully obtained and an image you download from another person. The fact that both may produce a playable file does not make their origins or distribution circumstances equivalent. If the legal consequences matter, do not rely on a broad “personal backup” slogan in place of an assessment of the particular game, terms, and process.
Does a backup exemption let me bypass copy protection?
Not automatically. The rules on circumvention of technological access controls are separate from ordinary copyright infringement analysis, and a possible argument about making a copy does not itself establish permission to bypass protection.
17 U.S.C. § 1201 addresses circumvention of technological measures that control access to copyrighted works. It also contains provisions and exceptions with conditions, including an interoperability provision; those conditions do not create a universal exemption for anyone making a personal PS2 backup.
The Library of Congress and Copyright Office’s final rule dated October 28, 2024, established specific exemptions. Its video-game provisions address certain circumstances, including discontinued authentication servers and preservation by eligible libraries, archives, and museums. They should not be recast as a general entitlement for an individual to bypass protection on any PS2 game to make an Android-compatible copy. In short, ask two questions separately: whether the copy itself is permitted, and whether the process used to make it circumvents a technological measure. A favorable answer to one does not automatically settle the other.
What should I check before using a PS2 emulator on Android?
Use a source-and-method checklist rather than relying on one fact, such as owning the console or disc. Each item helps identify a separate issue; none guarantees that every part of a particular setup is lawful.
- Identify the emulator source. Obtain the app from a source you can verify as belonging to its project or developer. The Connectix decision addressed a particular emulator-development dispute; it does not validate every app or distribution bundle.
- Check the BIOS origin. Do not assume ownership of a PS2 authorizes downloading a BIOS file uploaded by someone else. PCSX2 directs users to dump firmware from their own console; consult documentation for the specific emulator you intend to use.
- Check the game-image origin. Start with original game media you legitimately obtained. A third-party upload is not your own disc dump just because you own a matching disc.
- Understand the copying process. Determine whether the method creates a copy, modifies hardware, or bypasses a technological measure. Project instructions explain a technical workflow; they do not guarantee the legal status of every tool or modification in every circumstance.
- Do not share files on the assumption that personal use covers distribution. A personal-use rationale does not establish that distributing BIOS or game files is authorized.
- Check applicable terms and jurisdiction. The sources discussed here address U.S. law and cannot settle every license, game, extraction technique, or other country’s law. If consequences matter, get advice about the specific facts from a qualified attorney.
One practical route that avoids some obvious source problems is to use an emulator obtained from its project, firmware dumped from a PS2 you own following the relevant project documentation, and original game media you legitimately obtained. That is a cautious workflow, not a promise that every personal dump is lawful: copying and access-control rules can still turn on the specific disc and method.
