Project Maven is a U.S. Department of Defense initiative that uses artificial intelligence and machine learning to help process military intelligence, especially imagery and video. Its geospatial-intelligence work is led by the National Geospatial-Intelligence Agency (NGA), while the Defense Department’s Chief Digital and Artificial Intelligence Office (CDAO) handles the non-geospatial portion. Public descriptions establish an analysis and workflow-support role; they do not establish that Maven independently authorizes or carries out attacks.

What Project Maven is—and what it is not

Established by the Department of Defense in April 2017, Project Maven was created to bring AI and machine learning into defense missions. Its initial focus was helping intelligence teams process, exploit and distribute full-motion video. The broader aim is to make large volumes of data more useful to military analysts.

NGA describes its geospatial AI capabilities as detecting, identifying, characterizing, extracting and attributing objects and features in imagery and video. Those are analytical functions: identifying or tracking an object in data is not, by itself, the same as choosing it as a target or authorizing an attack. How Maven and Maven Smart System differ

“Maven” can refer to the broader DoD initiative or its NGA geospatial-intelligence component. Maven Smart System (MSS) is a deployed software platform associated with the initiative. It supports military workflows and incorporates AI capabilities; it is not simply another name for the computer-vision models that analyze imagery.

Who runs Maven, and how it developed

Maven’s organizational structure changed as it moved from an experimental initiative toward sustained operational use. NGA took operational control of the geospatial services in December 2022 and designated Maven an NGA program of record on November 7, 2023. A program-of-record designation means the agency treats the capability as a continuing program with budget planning, rather than only as a temporary experiment.

  • April 2017: DoD establishes Project Maven, initially to explore AI and machine-learning support for full-motion-video intelligence.
  • December 2022: NGA assumes operational control of Maven’s geospatial-intelligence services; CDAO takes over the non-GEOINT portion.
  • November 7, 2023: NGA makes Maven a program of record.
  • May 2024: DoD announces a $480 million Palantir prototype contract for Maven Smart System.
  • May 2025: DoD announces a $795 million modification for Maven Smart System software licenses, with estimated completion on May 28, 2029.
  • 2025: NGA leadership reports broad availability and usage; the Marine Corps announces an enterprise MSS license.
  • February 11, 2026: The DoD Inspector General publicly lists a joint evaluation of NGA’s integration of Maven. The evaluation is classified, and no public redacted report is listed.

What Palantir’s Maven contracts mean

Palantir is a named commercial vendor for Maven Smart System. DoD announced a $480 million prototype contract in May 2024, followed by a $795 million contract modification for software licenses in May 2025. The 2025 announcement gives an estimated completion date of May 28, 2029. These are announced government contract values, not evidence that the full amounts have already been spent. How widely the system is being used

At the 2025 GEOINT Symposium, NGA Director Vice Admiral Frank Whitworth said Maven was available to all military services and combatant commands. He reported 20,000 active users across more than 35 tools and three security domains. He also said one exercise workflow that had taken hours could be completed in minutes, and that model-inference latency had improved by 80 percent in the year since the NGA program-of-record designation.

These figures are NGA leadership’s reported measures, not independent evaluations established by the cited public remarks. The Marine Corps separately announced an enterprise Maven Smart System license in August 2025, another indication of institutional adoption—not a measure of how every service uses the platform. What remains unclear in public sources

Public NGA descriptions explain Maven’s analytic capabilities and agency leadership has reported adoption and performance figures. They do not provide a complete technical account of the system’s models, operational decisions or safeguards. Nor do they show that the software independently selects and engages targets.

The DoD Inspector General listing dated February 11, 2026, identifies a joint evaluation of NGA’s Maven integration but says the report is classified and that no redacted version is available. Its findings therefore cannot be characterized from the public listing. The Inspector General’s evaluation listing provides the public status.

Why Project Maven matters

Maven represents a shift from treating AI as a limited experiment to maintaining AI-enabled intelligence capabilities as part of ongoing defense programs. Its history also illustrates why it is important to distinguish the analytical models from the software platform and from the humans and institutions responsible for military decisions. In 2019, the Senate Select Committee on Intelligence described Project Maven as a critical path for integrating big data, AI and machine learning across military intelligence; that was Congress’s assessment at the time, not a technical evaluation of today’s system.
