The better fit depends on the currency you will spend, the account’s return after fees and applicable tax, the cost of converting money, your eligibility and access, and the prices you need your savings to keep up with. A USD balance can match a future dollar expense; it does not guarantee a higher return or protect every kind of purchasing power.
What currency risk changes when you save in PKR or USD
Currency risk is the possibility that the exchange rate will change the value of money when you convert it. Pakistan has a market-based flexible exchange-rate system: the State Bank of Pakistan (SBP) says the rate is determined by market demand and supply. Authorized dealers may quote their own buying and selling rates in the interbank market, so the PKR proceeds from exchanging a USD balance can vary by time and dealer.
That risk matters most when the currency you save differs from the currency in which you will eventually pay. If you hold USD and later need PKR, the amount you receive depends on the applicable conversion rate and charges at that time. If you hold PKR and later need USD, the cost of buying those dollars can also change. Neither direction is guaranteed to work in your favor.
Is it better to save in dollars or rupees in Pakistan?
Start with the planned expense, not the currency label. For a known future liability, matching the savings currency to the payment currency can reduce the need for a conversion at the moment the bill is due. That is a way to manage currency mismatch, not a prediction that the matched currency will earn more or retain purchasing power.

- Future expense in USD: USD savings may avoid a later USD-to-PKR-to-USD conversion path, subject to the account’s terms and how you fund it.
- Future expense in PKR: PKR savings avoid needing to convert USD back into rupees to pay the expense. A USD balance may still be useful for a dollar liability, but its eventual PKR value is uncertain until conversion.
- Expenses in both currencies: Consider the timing and size of each liability. Holding some savings in each currency can align funds with separate obligations, but does not remove account, access, return, or purchasing-power risks.
For a genuine account comparison, assess the same balance, time period, customer eligibility, tax position, and withdrawal needs. Compare net returns after fees and applicable tax, then account for the conversion rate and charges you would actually face. No current, like-for-like PKR-versus-USD account return comparison is established here, so a higher-earning denomination cannot be named.
Does a USD balance make your savings safer?
“Safer” depends on the reference point. A USD balance is already denominated in dollars, which can avoid a later USD-to-PKR conversion for a dollar-priced expense. It does not eliminate the chance that USD buys fewer Pakistani goods and services, and it does not establish that a USD account pays a better rate than a PKR account.

Likewise, holding PKR does not prove that savings will lose purchasing power in every period. The account’s net return and changes in the prices relevant to your spending both matter. Currency denomination alone is not a complete measure of safety or performance.
How inflation fits into the decision
Inflation measures changes in prices of goods and services; exchange-rate movements measure the relative price of currencies. They can affect a saver’s real-world outcome together, but they are not interchangeable measures. Pakistan’s national Consumer Price Index (CPI) is based on selected consumer baskets and tracks average consumer-price changes over time. The Pakistan Bureau of Statistics (PBS) explains that its CPI covers urban markets and rural centers; an individual household’s spending mix may differ, and CPI does not tell you what a particular account earned.

PBS reported 9.2% national CPI inflation year over year for July 2026. This is a dated July 2026 reading, not an October 2026 rate or a forecast; see the PBS July 2026 monthly review. Use inflation relevant to your planned spending alongside the account’s net return rather than treating a national CPI figure as a personal result. If your future expenses are in another country, Pakistani CPI is not a substitute for that destination’s inflation.
Can a Pakistan resident open a USD savings account?
Eligibility depends on the account category, your residency status, applicable rules, documentation, and the authorized dealer’s requirements. The SBP’s 2020 Foreign Currency Value Account (FCVA) circular described access for non-resident individual Pakistanis and resident individuals with foreign assets declared to the Federal Board of Revenue (FBR). It is not, by itself, the complete current rulebook.

On March 24, 2026, the SBP issued a circular broadening eligibility for specified value-account categories, including FCVA, NRVA, FCBVA, and NRBVA, to natural and juridical persons who meet the non-resident definition under the Income Tax Ordinance, subject to other applicable requirements such as AML/CFT/CPF rules. This is not blanket permission for every Pakistan resident to open every USD account.
Before relying on an account for a savings plan, ask an authorized dealer to confirm the exact account category, current eligibility criteria, required documents, permitted deposits and transfers, conversion terms, and withdrawal access. SBP organizes rules for foreign-currency accounts, non-resident rupee accounts, and remittances in separate sections of its Foreign Exchange Manual; a label such as “USD account” does not settle what operations are allowed.

A practical checklist before choosing an account
- Write down the liability. Specify the payment currency, amount, and likely date. Separate expected PKR and USD expenses if you have both.
- Confirm access first. Ask whether you qualify for the exact account type and how deposits, transfers, withdrawals, and conversions work under its current terms.
- Compare net returns on equal assumptions. Use dated bank rate sheets for the same balance and period, and include fees and applicable tax. Do not compare headline rates that apply to different customers or conditions.
- Check the full conversion path. Ask for the buying or selling rate that would apply, the spread, and any additional charges for funding or withdrawing in another currency. SBP notes that authorized dealers can set their own buying and selling rates, so a general exchange-rate figure may not be the rate you receive.
- Relate returns to spending power. Consider the prices relevant to your planned expense and, for foreign-currency obligations, the destination’s price changes. A national CPI is context, not a personalized inflation calculation.
- Check liquidity and operational terms. Confirm when funds can be accessed, what transfers are permitted, and whether the account’s actual withdrawal or conversion process fits your timing.
For the comparison to be meaningful, use current bank terms and a defined customer profile. Without those inputs, claiming that PKR or USD currently earns more after costs would be unsupported.
