There is no universal winner. Open-source software can reduce license fees and give you control over code, data, and deployment, but your organization must fund hosting, upgrades, security, backups, integrations, and support unless you buy those services. SaaS usually bundles that operational work into a recurring subscription and a vendor relationship, but adds supplier dependence, price and contract exposure, and migration risk.

Choose by workload, not ideology. Compare five-year total cost, internal operating capacity, security and compliance controls, support commitments, customization needs, and how easily you could leave. For many organizations, a managed service built around an open-source core provides a useful middle path.

What the two models actually mean

Open source

Open-source software makes its source code available under a license that permits specified rights to use, inspect, modify, and redistribute it. Those rights do not automatically make the software free to run. Someone still has to provide compute, storage, networking, monitoring, backups, identity management, patching, and user support.

In a self-managed deployment, your team installs the application on its own servers or cloud accounts and owns the operating decisions. You choose versions, extensions, data location, maintenance windows, and integrations. A commercial support contract or managed-service provider can take over some of that work while you retain the underlying software rights. The contract, rather than the open-source license alone, determines response times and what versions are covered.

SaaS

Software as a service is an application operated by a vendor and accessed over a network. The subscription normally includes the vendor’s infrastructure, routine platform maintenance, application upgrades, and a support channel. You remain responsible for your users, configuration, data quality, access controls, and the parts of security assigned to you in the service’s shared-responsibility model.

SaaS is not the same as owning a perpetual license, and an open-source component inside a SaaS product does not give you operational control of that product. Read the service agreement, data-processing terms, acceptable-use rules, export options, and termination clauses to understand what you are actually buying.

Is open source really cheaper than SaaS?

License price is only one line in a technology budget. AWS advises comparing the benefits of licensed software with the total cost of the workload, while the U.S. Centers for Medicare & Medicaid Services has noted that licensing is a small portion of total ownership cost. The same discipline is necessary when the license fee is zero: hosting and people can dominate the bill.

Use a five-year, like-for-like model

Set the same five-year horizon, user or transaction volume, availability target, retention period, compliance scope, and growth assumptions for both options. Record one-time and recurring costs separately, then discount neither model’s inconvenient line items. Include the cost of your own employees’ time, not just invoices.

Cost category Self-managed open source SaaS Questions to answer
Software access Usually no license fee, but commercial editions, extensions, or support may cost extra. Subscription, usage, seat, or tier fees. What is included in the edition and what triggers a paid upgrade?
Infrastructure Compute, storage, networking, load balancing, operating systems, and environments. Generally bundled, subject to quotas and service limits. How does capacity change with users, data, or traffic?
Operations Installation, configuration, monitoring, patching, upgrades, and release testing. Vendor performs core platform operations; you still manage configuration and users. Which tasks are explicitly outside the vendor’s service?
Resilience Backups, replication, disaster recovery, restore tests, and continuity exercises. Vendor controls much of the platform, but backup retention and recovery objectives may be paid options or customer tasks. What recovery time and recovery point are contractually committed?
Security Vulnerability triage, dependency inventory, hardening, identity, logging, and incident response. Vendor secures the service; you secure accounts, data, integrations, and configurations assigned to you. Who patches each layer, and how quickly after a critical disclosure?
People and expertise Internal engineering, on-call coverage, training, and an owner for the deployed version. Service administration, integration, procurement, and vendor-management time. What is the fully loaded staff time over five years?
Integrations and customization Development, testing, and maintenance of connectors and modifications. Implementation fees, API limits, marketplace apps, and custom-work charges. Will a future release break the integration?
Commercial support Optional paid support or managed hosting; otherwise community help. Included support tier plus possible premium response plans. Do response and escalation commitments cover your edition and region?
Exit Migration work, replacement infrastructure, and data conversion still apply, but you can often keep running the software. Export, egress, termination assistance, contract minimums, and replacement implementation. Can you obtain complete, usable data and configuration before access ends?

Where open-source costs appear

  • Cloud or data-center resources: Budget production, staging, development, backup, and security-testing environments rather than only the live server.
  • Maintenance labor: Plan release testing, database migrations, dependency updates, rollback procedures, and documentation.
  • Reliability: High availability and disaster recovery require redundant resources and tested procedures.
  • Security operations: Include vulnerability scanning, software bills of materials or equivalent dependency inventories, log retention, access reviews, and incident response.
  • Specialist help: A support subscription or managed provider can be sensible when the system is business-critical or skills are scarce.
  • Opportunity cost: Engineers maintaining a platform are not working on product features. The Linux Foundation’s 2025 Open Source ROI Survey identified the opportunity cost of do-it-yourself work and lack of vendor support as recurring concerns among its 474 respondents.

Where SaaS costs appear

  • Recurring subscription or consumption charges, including seat growth, overages, storage, automation runs, and premium features.
  • Implementation, data import, training, custom integration, and professional-services fees.
  • Premium support, stronger service-level commitments, audit packages, or regional hosting options.
  • Data egress, API calls, archive retrieval, and export tooling when you move or analyze data elsewhere.
  • Contract minimums, annual increases, currency changes, and repricing when a vendor retires a plan.
  • Replacement and migration work if the service no longer fits, becomes unavailable in your region, or changes its terms.

A SaaS quote can be cheaper in the first year while becoming more expensive as seats, data, or usage grow. An open-source deployment can look free until an outage, a major upgrade, or a security incident reveals the staffing it requires. Treat both models as five-year operating systems, not first-year purchase prices.

Which option is more secure?

Neither deployment model is inherently secure. Open-source visibility lets qualified engineers inspect and modify code, but visible code does not patch itself or guarantee a trustworthy release process. SaaS reduces the amount of infrastructure you operate, but it does not remove your security responsibilities.

Controls for an open-source deployment

  1. Confirm project health. Check whether the project is maintained, how releases are signed and distributed, how vulnerabilities are reported, and whether the version you need still receives fixes.
  2. Inventory dependencies. Maintain an SBOM or an equivalent list of direct and transitive components, versions, licenses, and responsible owners. NSA guidance highlights SBOMs and secure development practices as useful supply-chain controls.
  3. Set patch targets. Define severity-based deadlines, test updates in a staging environment, and document exceptions. CISA recommends vendor support and vulnerability-management practices for open-source software; UK government guidance also emphasizes supply-chain risk management and timely patching.
  4. Harden the deployment. Use least-privilege identities, network segmentation, secret management, secure defaults, encryption, and administrative access logs.
  5. Protect and test data. Encrypt backups, restrict restoration rights, retain copies outside the primary environment, and perform restore exercises against a stated recovery objective.
  6. Prepare for incidents. Decide who investigates, who can isolate the service, how evidence is preserved, and how customers and regulators are notified.

Controls for SaaS

  1. Map the shared-responsibility boundary. Microsoft’s Azure guidance describes SaaS security and cost optimization as shared responsibilities. Obtain the provider’s responsibility matrix and identify every task left to your administrators.
  2. Review assurance evidence. Request current security documentation, independent audit reports where relevant, penetration-test summaries, vulnerability-management descriptions, and subprocessor information.
  3. Check tenant and data controls. Ask how tenants are isolated, where data and backups reside, how encryption keys are managed, and whether administrators can access customer content.
  4. Secure identities and integrations. Require multifactor authentication, single sign-on where appropriate, role-based access, lifecycle automation, API key rotation, and logging that your team can export and analyze.
  5. Read incident and continuity terms. Verify breach-notification timing, service-availability commitments, maintenance notices, recovery objectives, and the vendor’s obligation to assist during an incident.
  6. Test export. Run a small export and restore before signing. A statement that data is portable is weaker than a verified, usable file in a documented format.

Open source can provide more transparency and control over a security fix. SaaS can provide a larger dedicated security team and consistent operations. The deciding evidence is the quality of lifecycle controls, not whether the source code is visible or the application runs in a cloud.

Who supports open-source software?

Support comes from four possible places: your own team, a community, a commercial support vendor, or a managed-service provider. Community forums and documentation can be excellent, but they rarely provide a contractual response time, a guaranteed fix, or responsibility for your particular configuration. Self-managed deployments need an identified owner and an on-call plan even when the software is mature.

A SaaS contract normally gives you a named supplier, a ticketing process, published service commitments, and a controlled upgrade path. That accountability has limits: basic tiers may offer only business-hours assistance, and support may exclude custom code, third-party integrations, or an older version you have chosen not to upgrade.

Questions to ask any support provider

  • What severity definitions and response times apply?
  • Is 24-hour escalation available, and in which regions?
  • Does support cover the exact release, plugins, database, and deployment architecture you will run?
  • Are upgrades automatic, scheduled, or your responsibility?
  • What compatibility guarantees exist for APIs, extensions, and data formats?
  • How are root-cause reports, security notices, and end-of-life dates communicated?
  • Can the provider help with backup restoration, a major migration, and an exit?

The Linux Foundation’s 2025 survey recorded inconsistent documentation and knowledge gaps alongside lack of vendor support as concerns. Those findings do not make open source unsuitable; they show why an operating owner, tested documentation, and a realistic support arrangement belong in the budget.

Does SaaS create lock-in?

It can. Lock-in is more than the inability to download a CSV. It includes proprietary data models, undocumented workflows, custom scripts, unique user identities, integration dependencies, contract minimums, and staff familiarity with one vendor’s interface. A price increase or a discontinued feature can force a hurried migration even when an export technically exists.

Open source is often more portable because you can retain the software and run it elsewhere, but portability is not automatic. A heavily modified deployment may depend on one hosting provider, specialized employees, or extensions with restrictive licenses. Some open-source projects also use licenses that impose obligations when software is redistributed or offered as a service; obtain legal advice for your use case.

The U.S. Government Accountability Office has reported that restrictive licenses created concerns about repurchasing software in cloud transitions for federal agencies. Include license review and replacement costs in an exit plan rather than assuming that “open” or “cloud” eliminates them.

Build an exit test

  1. List every data object, attachment, audit log, configuration, identity, and integration that must survive.
  2. Specify an open or well-documented format and the maximum acceptable data loss.
  3. Perform a timed export from a non-production account and restore it in an independent environment.
  4. Record manual cleanup, missing metadata, API dependencies, and staff hours.
  5. Repeat the test after major upgrades and before renewing a long-term contract.

A decision framework that works for most teams

Decision axis Open source is favored when… SaaS is favored when…
Five-year cost Existing infrastructure and skills keep operating costs low, and usage is stable enough to justify ownership. Internal operations are expensive, demand is variable, and a bundled service costs less than building equivalent capability.
Operating capacity You have a named owner, on-call coverage, and time for upgrades and incidents. You need a working system quickly and cannot staff infrastructure or application operations.
Security and compliance You need direct control over code, deployment, data locality, or compensating controls that a provider cannot offer. The vendor supplies acceptable assurance evidence, isolation, regional hosting, and contractual incident commitments.
Customization Core workflows require deep modification or unusual integrations. Standard workflows are sufficient and frequent vendor upgrades are more valuable than custom code.
Support You can fund commercial support or have strong internal expertise. You value a single accountable supplier and defined escalation.
Portability Keeping the software and data under your control is strategic. You accept switching costs in exchange for speed, ecosystem integrations, and managed operations.

Prefer open source when control, customization, data locality, or portability are strategic and your organization can operate the system safely. Prefer SaaS when rapid deployment, standard processes, predictable accountability, and limited internal operations capacity matter more. A workload’s criticality should raise the required support and recovery commitments in either model.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

How to evaluate a real workload step by step

  1. Define the workload. Document users, transactions, data classes, retention, uptime, recovery objectives, integrations, regions, and customization requirements.
  2. Set non-negotiables. Mark requirements for data residency, encryption, audit trails, accessibility, identity federation, regulatory evidence, and offline or degraded-mode operation.
  3. Gather comparable offers. Obtain a SaaS quote with implementation and support tiers, and a fully managed open-source estimate that includes infrastructure, staffing, and commercial support.
  4. Build the five-year model. Use the same volume assumptions. Include implementation, recurring operations, security, training, overages, egress, upgrades, and exit work.
  5. Map responsibilities. Create a row for every control and operational task. Assign it to your team, the vendor, or a named partner; reject “shared” as an unassigned answer.
  6. Test the hard parts. Run a proof of concept covering identity, integrations, peak workload, logging, backup restoration, vulnerability updates, and data export.
  7. Review contracts and licenses. Check price-adjustment rules, service levels, support scope, breach notices, subprocessors, suspension rights, termination assistance, data deletion, and open-source license obligations.
  8. Make an approval decision. Record assumptions, residual risks, accountable owners, and the trigger that would cause a re-evaluation.

When a hybrid approach is the better answer

A managed open-source service or commercial support arrangement can combine source-level control with outsourced operations. It may fit teams that need data locality, extensibility, or portability but do not want to run every database, upgrade, and incident themselves. The trade-off is a second dependency: you rely on both the project and the provider.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Specify what happens if the provider fails. Ensure you can obtain backups, deployment manifests, configuration, keys where appropriate, and the rights needed to run the software elsewhere. Confirm whether the provider contributes fixes upstream, how quickly it supports new releases, and whether support ends when a project version reaches end of life.

Common mistakes and how to avoid them

Comparing a license fee with a subscription

Fix: Compare five-year workload costs, including staff, infrastructure, security, resilience, and exit.

Assuming visible code is secure

Fix: Verify maintenance, release integrity, dependency inventory, patch deadlines, and incident procedures.

Assuming SaaS removes security work

Fix: Obtain the responsibility matrix, secure identities and integrations, review logs, and test recovery and export.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting community activity as guaranteed support

Fix: Buy a support commitment or assign internal ownership with measurable response and recovery targets.

Ignoring growth and contract change

Fix: Model seat, storage, transaction, and overage growth; negotiate renewal limits and export rights before adoption.

Leaving exit planning until termination

Fix: Test migration during the proof of concept and repeat it after material changes.

Bottom line

Open source is not automatically cheaper, safer, or better supported, and SaaS is not automatically expensive, insecure, or impossible to leave. Open source exchanges license savings and control for operating responsibility unless you pay someone else to carry it. SaaS exchanges infrastructure work for recurring fees and supplier dependence. The defensible choice is the one whose five-year cost, security controls, support commitments, and exit path match the workload you must protect.
