A practical open-source setup can combine ModSecurity as a web application firewall (WAF) engine, OWASP Core Rule Set (CRS) as its general-purpose attack rules, and CrowdSec for log- and HTTP-based detection with separate remediation options. They address different parts of the problem, so start in detection-only mode, review what your site actually flags, and tune before enabling blocking.
What these tools monitor—and what they do about it
Website security monitoring can mean inspecting HTTP requests for attack patterns, analyzing server logs for suspicious behavior, or taking action against requests once they are flagged. These are related but distinct jobs: a rule engine, a ruleset, and a detection-and-remediation system are not interchangeable.

ModSecurity and OWASP CRS work as a pair
ModSecurity supplies the WAF engine
ModSecurity is the component that inspects web traffic and applies rules. It can provide visibility into HTTP(S) transactions, log events, and enforce access controls. The engine alone does not define a complete security policy; you need rules that describe what to look for.
CRS supplies general-purpose attack rules
OWASP CRS is a ruleset designed for ModSecurity and compatible WAFs. OWASP lists categories including SQL injection, cross-site scripting (XSS), and local file inclusion. Its stated aim includes reducing false alerts, but that is not a measured guarantee for a particular site or application. A rule that is useful for one application can still flag legitimate requests on another, which is why reviewing events and tuning matter.

Choose an engine that fits your server or proxy first, then check the ruleset’s compatibility and maintenance process. Neither the CRS category list nor the presence of a WAF establishes how well a specific deployment will perform on your traffic.
CrowdSec adds behavior analysis and response options
CrowdSec describes a log- and HTTP-request analysis model in which detection can be separated from enforcement. Remediation can be handled at a firewall, reverse proxy, or CDN, depending on the available integrations. Its project also describes a community IP blocklist; assess whether that feature and its operational implications fit your environment.

Bot challenge is one feature, not a complete bot detector
CrowdSec describes a JavaScript proof-of-work challenge for suspicious requests, intended to impede headless browsers and scrapers while allowing verified crawlers such as Googlebot. Treat this as a specific response mechanism rather than a universal way to identify every bot. The project page does not provide comparative effectiveness measurements, so validate challenge behavior with your own legitimate users, crawlers, and application flows before relying on it.
How to choose a starting point
- You need request-level web-attack inspection: Check whether ModSecurity can be deployed in your existing web-server or proxy environment, then evaluate CRS or another compatible policy.
- You want log-driven detection and an enforcement path: Check which logs CrowdSec can consume in your deployment and whether its remediation integrations match your firewall, reverse proxy, or CDN.
- You need both kinds of coverage: Treat the tools as complementary. Decide which component observes each event and which one is allowed to block or challenge it, so you can diagnose an action later.
- You mainly need bot control: Define which traffic is suspicious and which crawlers or automated clients must continue to work. A challenge may address some suspicious requests, but the available project description does not establish classification accuracy or comparative performance.
Compare candidate setups on what they observe (HTTP transactions, server logs, or both), whether they detect, block, challenge, or delegate remediation, fit with your infrastructure, tuning workload, visibility and log-retention needs, and consequences for legitimate users and crawlers. The reviewed project information does not provide a controlled, apples-to-apples comparison of detection accuracy, false-positive rates, throughput, or resource cost, so there is no evidence-based universal winner.

Roll out detection before blocking
ModSecurity’s installation guide recommends beginning with detection-only operation, reviewing and tuning generated events, and enabling blocking afterward. This lets you see how rules behave against real application traffic before they can deny requests.
- Check deployment compatibility. Confirm the appropriate ModSecurity build or connector for your web server or proxy, and follow the documentation for that deployment and version.
- Set the rule engine to detection-only. The installation guide shows the directive
SecRuleEngine DetectionOnly. Verify the exact configuration location and syntax for your installation rather than copying a sample blindly. - Review generated events against normal use. Examine which requests triggered rules and determine whether each event represents an attack pattern or expected application behavior.
- Tune rules and logging. Adjust the policy based on observed false alerts and the traffic you need to inspect. The guide cautions that elevated debug-log levels can significantly affect performance.
- Enable blocking only after validation. Confirm that the tuned policy behaves as intended, then monitor the resulting denials and retain a way to investigate or reverse an unintended block.
The installation guide’s sample configuration shows request-body inspection and response-body inspection enabled. Those settings are not a universal prescription: validate directives, performance impact, traffic requirements, and version-specific instructions for your own deployment.

Check versions against the current project pages
As checked on October 3, 2026, the ModSecurity project page listed versions 2.9.14 and 3.0.16 and reported July 2, 2026 as the latest release date. The OWASP CRS page listed version 4.29.0. These are time-sensitive project-page values, not a recommendation that every deployment should install those versions; verify current releases and compatibility before upgrading.
