Capacity measures the battery’s stated charge, not how long a phone lasts in a particular person’s use. Screen brightness, network conditions, software, workload and other factors affect runtime, so the 1,700mAh difference cannot be converted into extra hours without comparable testing.

Charging differences depend on region and on what is confirmed
OnePlus 15: check the regional specification
The OnePlus 15’s stated wired rate is not the same on the official US and India pages: the US page lists 80W SUPERVOOC, while the India specifications list 120W SUPERVOOC. Choose the OnePlus 15 if you want documented specifications now
The OnePlus 15 has published regional battery and charging specifications, including OnePlus’s stated playback claim. Check the specification page for your market before buying, particularly for the wired charging rate.
Wait for the OnePlus 16 if you want evidence of better endurance
