ROT data—redundant, obsolete, and trivial information—is a useful working label for files that no longer serve a business purpose, not a universally standardized NIST or CISA data category. Finding and reviewing it can improve visibility and make access, protection, and retention decisions easier. Safe cleanup requires more than deleting old files: check ownership, dependencies, retention duties, and legal holds before deciding what to do.
What ROT data means
ROT stands for redundant, obsolete, and trivial. As a practical label, it can describe information that no longer delivers business value but remains stored. Definitions vary across vendors and records-management programs, so treat ROT as an organizational working definition rather than an official universal standard.
- Redundant: unnecessary duplicate copies, especially where an authoritative version is clear.
- Obsolete: stale or superseded information that no longer supports current work.
- Trivial: low-value material with no continuing business purpose.

Why review ROT data
Retained information complicates governance
Every retained data set needs decisions about its purpose, owner, sensitivity, access, and retention. Information that has outlived its purpose can add to the work of inventorying, protecting, reviewing, and disposing of data. A file is not automatically harmless because it is old, nor automatically ROT because it is old; its context matters.

Exposure should be understood, not assumed
CISA’s internet-exposure guidance recommends identifying accessible assets, deciding whether exposure is operationally necessary, restricting unnecessary exposure while accounting for dependencies, and reassessing routinely. That is a useful principle for data governance, but it is not direct evidence that every ROT file is an attack vector or that ROT has a measurable breach rate. Keep critical data and access in view
CISA’s ransomware guidance emphasizes asset management, identifying critical data and dependencies, and least privilege. Those practices support knowing which information matters and who needs access. They also argue against indiscriminate cleanup: data and dependencies may be important to operations or recovery. How to find and handle ROT safely
Use discovery to identify candidates for review—not as an automatic deletion rule. CISA’s CDM technical capabilities describe data discovery and classification, including defining data characteristics, categorizing and tagging information, and scanning on scheduled, event-driven, or ad hoc bases. The framework supports an inventory process; it does not prescribe a universal retention schedule. See CISA CDM Technical Capabilities, Volume 2.
- Set scope and ownership. List the repositories to review and name accountable business or records owners. Define what redundant, obsolete, and trivial mean for your organization and its work.
- Discover and inventory. Use available discovery and classification capabilities to identify data characteristics, apply categories or metadata, and scan on a planned schedule or when a relevant change occurs. Record repository, owner, purpose, sensitivity, and access information where available.
- Review context before disposition. For each candidate, check its business purpose, authoritative-copy status, sensitivity, access, operational and recovery dependencies, retention obligations, and any legal hold. Discovery tools can surface information, but an owner or authorized records process must resolve context that a scan cannot establish.
- Choose and document an action. Depending on the review, delete, consolidate, archive, restrict access, or retain the information with a documented reason. Check dependencies before removal or restriction; keep an auditable record of the decision and its owner.
- Repeat the review. Set a review cadence and trigger additional scans when repositories, systems, or business needs change. CISA recommends routine reassessment for internet-accessible assets; applying a similar cadence to ROT review is a governance recommendation, not a CISA rule specifically for ROT programs.

Use the same decision factors for each candidate rather than relying on file age or size alone.

What a ROT cleanup can—and cannot—do
A disciplined review can make retained information more visible, help align access with current need, and support deliberate retention and disposition decisions. The cited guidance supports discovery, classification, asset awareness, dependency checks, and least privilege; it does not quantify ROT-specific breach impact or show that cleanup alone prevents compromise or guarantees storage savings.
Keep the central distinction clear: unnecessary retention may complicate governance and leave information accessible, but age alone does not establish that data is safe to delete. The defensible path is to identify it, understand its context, and document an authorized decision.
