Yes. On July 18, 2005, North and South Korea joined a fiber-optic cable across the Demilitarized Zone, connecting the Munsan area in the South with the Kaesong telephone office in the North. Its first planned use was video conferencing for separated-family reunions—not public internet access. Officials also planned to use the link for communications connected with the Kaesong Industrial Complex and other official inter-Korean exchanges.
Where did the cable run, and when was it connected?
The cross-border segment joined networks that already extended from Seoul to Munsan and from Pyongyang to Kaesong. The new Munsan–Kaesong connection completed an optical route between the two capitals. South Korean government broadcaster KTV reported that the cables from KT’s Munsan branch and the Kaesong telephone office were joined near the Military Demarcation Line on July 18, 2005. Yonhap and a Congressional Research Service chronology also record that date.
KTV described it as the first optical communications network between the two Koreas after six decades of separation. That description refers to the cross-border optical connection, not to the creation of the entire Seoul–Pyongyang network from scratch.
What was the fiber link intended to do?
Video calls for separated families
The first planned service was video conferencing for families separated by the Korean division. Sessions were scheduled around the 60th anniversary of Korea’s liberation in August 2005. The fiber connection provided a communications route for those reunions; it was not described as a general-purpose service available to the public.

Kaesong and official communications
Yonhap reported that the cable contained 12 optical-fiber cores. Four were assigned to the Seoul–Pyongyang optical path. The other eight were reserved for possible future uses, including telephone service for the Kaesong Industrial Complex, a direct Seoul–Pyongyang line, and other inter-Korean information-technology exchanges. These were planned uses; the report does not establish that every reserved service was activated.
In its 2005 account, Yonhap compared the four cores used for the optical path with capacity for up to 2 million ordinary telephone calls. That is a contemporaneous capacity comparison, not a count of calls carried by the link or evidence that the system served millions of users.

Did the connection give North Koreans internet access to South Korea?
No public internet service is documented. The described applications were controlled institutional communications: family-reunion video conferences, planned communications related to the Kaesong Industrial Complex, and official inter-Korean channels. A physical fiber connection can carry different kinds of traffic, but its existence alone does not establish public access, an open internet connection, or unrestricted communication between ordinary people in the two countries.
How does the 2005 fiber connection relate to later hotlines?
Inter-Korean communications included several distinct lines, with different endpoints and purposes. Later hotline restorations should not be treated as proof that the original Munsan–Kaesong route stayed active or was restored.

In a 2018 statement about the West Sea military line, the Republic of Korea Ministry of National Defense said: “Since January 9 th, only voice communication via copper cables had been available. The restoration enables all functions of the line, including phone and fax functions, to work as normal.” The statement describes the restoration of that military line, not the status of the 2005 link.
Yonhap’s 2021 overview listed military lines, a liaison line, and the leaders’ hotline among the direct communication channels between the Koreas, while noting that technical and political disruptions had interrupted communications. The existence and restoration of these separate channels do not answer whether the Munsan–Kaesong fiber route remains operational.

Is the original Munsan–Kaesong link still operating?
The available accounts establish that the cross-border segment was connected in 2005 and document later activity on other inter-Korean communication lines. They do not establish whether the original Munsan–Kaesong route remains in service in 2026. It is therefore not possible to say from these accounts that the route is either currently operational or definitively out of service.
