Mozilla’s revised Firefox Terms of Use do not give it ownership of everything you type into the browser. After backlash over broad wording introduced in February 2025, Mozilla narrowed the license to rights necessary to operate Firefox. The controversy may still prompt privacy-conscious users to consider Chrome or another browser, but the available sources do not show how many people switched or prove that the terms caused a migration.

What changed in Firefox’s terms?

Mozilla introduced formal Firefox Terms of Use in February 2025. Mozilla’s Ajit Varma announced the change on February 26, 2025, saying, “We’re introducing a Terms of Use for Firefox for the first time, along with an updated Privacy Notice.” Mozilla’s announcement described the new terms alongside the privacy notice.

The initial license wording said users granted Mozilla a “nonexclusive, royalty-free, worldwide license” to use information entered into Firefox to help users navigate, experience and interact with online content. That broad phrasing caused community concern. On February 28, Mozilla clarified the language: “You give Mozilla the rights necessary to operate Firefox.” Mozilla said the license covers doing what users request with content they input, and does not give Mozilla ownership of that content. Mozilla’s clarification explains the revised wording.

The current Firefox Terms of Use state that they are effective September 16, 2026. They describe Firefox as free and open-source software and grant users a personal, non-exclusive license to install and use the executable browser.

Can Mozilla use everything you type into Firefox?

The license is not a transfer of ownership over what users enter. Mozilla says the rights are limited to what is necessary to operate Firefox and fulfill the user’s requests. Its support FAQ states, “The Terms of Use don’t give Mozilla any new rights to your data.” The FAQ says Mozilla formalized the terms because the previous short notice did not adequately cover a modern browser and because current laws expect software providers to explain more details. What data practices should you consider separately?

The terms license and the Privacy Notice answer different questions. The license explains the rights Mozilla needs to operate Firefox; the Firefox Privacy Notice describes data practices. Effective May 4, 2026, the notice describes collection of technical and interaction data, including views and clicks on New Tab content or ads, to understand interactions and personalize future content, including sponsored content.

  • Personalization: The notice describes using interaction information to tailor future content, including sponsored content.
  • Settings: Mozilla says users can change data-collection settings.
  • AI chatbots: Users may use a third-party AI chatbot of their choice, subject to that provider’s terms.
  • Safe Browsing: Firefox uses Google Safe Browsing for protection against malicious downloads and phishing.

Should you switch from Firefox to Chrome?

The terms controversy is a reason some users may reassess their browser choice, but it is not evidence that Chrome is more private or that switching will resolve every privacy concern. The cited sources document backlash and Mozilla’s wording change; they do not quantify Firefox-to-Chrome switching or establish that the controversy caused users to migrate. TechCrunch also reported on the backlash and rewrite, but the available coverage does not establish a measured migration outcome. TechCrunch’s February 28, 2025 report covers the response.

If you are deciding, compare the specific practices and controls that matter to you rather than treating one license sentence as a complete privacy assessment:

  • License scope: Does the wording explain what rights the browser provider needs to operate the software?
  • Data collection and personalization: What technical and interaction information is described, and how is it used?
  • Optional services: Consider AI integrations and Safe Browsing alongside the provider’s terms and disclosures.
  • Controls: Check which collection settings you can change and whether those controls fit your preferences.
  • Trust and governance: Consider Mozilla’s stated practices and Firefox’s free, open-source status as part of your choice.

Do not infer from this terms dispute alone that Chrome is more or less private. A fair comparison would require current documentation of Chrome’s own terms, privacy notice, settings, and service integrations.
