Since November 3, 2025, new Firefox extensions submitted to Mozilla Add-ons (AMO) have been required to declare in their manifest whether they transmit covered data outside the extension. Firefox can show that declaration alongside the extension’s requested permissions during installation. Mozilla’s initial rule applied to new extensions—not to new versions of extensions that already existed.
What the November 3, 2025 rule requires
Mozilla’s October 23, 2025 announcement set the requirement for new extensions submitted to AMO. Developers must use the browser_specific_settings.gecko.data_collection_permissions property in manifest.json to declare relevant data transmission. An extension that does not transmit covered data must explicitly declare required: ["none"]; leaving the property out is not the same as declaring none.
The announcement drew a clear line between new extensions and existing ones: the initial requirement did not apply to new versions of older extensions. Mozilla also said that once an extension begins using the declaration keys in a new version, subsequent versions must continue to use them. A submission that is required to include the property but is incorrectly configured may be blocked from AMO signing.
What Firefox shows to users
The data declaration is presented with the extension’s requested API permissions in the installation prompt. Mozilla says the information also appears on public AMO listings and in the Permissions and Data section of about:addons. The built-in experience is available for extensions installed on Firefox 140 and later, according to Mozilla Support.

On supported older desktop Firefox versions before 140 and Android versions before 142, Mozilla’s October 2025 announcement said developers must continue to provide a clear post-install mechanism for controlling collection or transmission. The announcement’s installation flow lets users cancel if they do not agree with the required data collection or requested permissions.
How to read the disclosure
The manifest declaration describes data an extension transmits for storage or processing outside the extension. It is separate from API permissions: permissions describe what browser capabilities or information an extension can access, while the data declaration describes relevant transmission. Firefox displays both so users can consider them together, but one does not substitute for the other.

MDN lists categories including authentication information, bookmarks, browsing activity, financial or payment information, health information, location, personal communications, personally identifying information, search terms, website activity and website content. technicalAndInteraction is an additional optional category. These are categories for the standardized declaration, not a complete account of every fact relevant to an extension’s privacy practices.
What the declaration does not prove
A manifest declaration is not an independent Mozilla audit, a safety certification, or a guarantee that an extension is trustworthy. It also does not replace an extension’s fuller privacy-policy context. Mozilla’s June 2025 policy update says privacy policies no longer have to be hosted on AMO and encourages developers to link to policies hosted elsewhere. That policy frames transmission outside an extension or browser as subject to necessity for functionality and user consent.

AMO contributions remain subject to Mozilla’s Firefox Add-on Distribution Agreement and Add-on Policies. Mozilla says noncompliant content may be removed from AMO, accounts may be limited or suspended, and noncompliant add-ons may be removed from AMO or disabled in Firefox if discovered. A disclosure should therefore be treated as useful information to assess, not as a substitute for evaluating an extension or its policies.

In its October 23, 2025 announcement, Mozilla said it planned to extend the framework to all extensions in the first half of 2026. That was a stated future plan, not confirmation of a completed rollout. The official materials identified here do not establish whether that expansion happened or give a final deadline or transition requirements. The confirmed November 3, 2025 rule remains specifically the requirement announced for new AMO submissions.

Why Mozilla introduced a standard flow
Mozilla described the system as a way to give users a more consistent view of data practices and reduce the need for developers to build custom consent dialogs. In an April 3, 2025 post, Firefox add-ons Product Manager Alan Byrne said the installation prompt would show required data types alongside requested permissions. The standardized declaration makes that information easier to present in Firefox, while leaving the extension’s broader policy and actual behavior important to the user’s decision.
