Net metering changes how electricity flowing between a solar home and the grid is counted on the bill: solar power serves the home first, and surplus sent to the grid may earn a credit under the customer’s utility tariff. The credit is not automatically cash, and it is not always worth the full retail price of electricity. The tariff determines the export rate, which charges credits can offset, whether unused credits roll over, and how any remaining surplus is handled.
How does net metering work?
A grid-connected solar home can use electricity and supply it. During sunny hours, the panels serve the home’s current demand first. If they produce more than the home is using at that moment, the surplus flows to the utility grid. When solar production falls below demand—at night, for example—the home draws electricity from the grid.
A bidirectional utility meter records electricity moving in both directions. Under traditional net metering, imports and exports are netted over the billing period. The U.S. Environmental Protection Agency describes the arrangement as using one bidirectional meter to measure or “net” electricity use and flow to and from the grid in its State Energy and Environment Guide to Action. The U.S. Energy Information Administration defines net electricity as total consumption minus renewable electricity generated and delivered to the grid in its renewable-energy incentives explainer.

This is a way to understand energy flows, not a promise that all charges will cancel out. Your bill can include delivery, public-program, fixed, or other charges that are not offset by solar credits.
A simple example
Suppose a home’s panels produce more electricity than the home needs during part of the day. The excess is exported, while the home may import electricity later when the panels are producing less. The meter records the imports and exports, and the tariff determines how those amounts affect the bill. If the home imports more than it exports over the billing period, it generally owes for the net energy used, along with applicable charges. If exports exceed imports, the program determines whether the difference becomes a credit, rolls forward, or is settled another way.
How do solar credits work on my electric bill?
A solar credit is a billing value assigned to electricity exported to the grid. The value and the charges it can offset depend on the tariff—not just on how many kilowatt-hours the panels produce.

Other programs use avoided cost, wholesale or market-linked values, or export rates that vary by time. Some tariffs also treat energy used in the home differently from energy exported to the grid. The EPA guide describes these variations across state and utility programs.
Using solar electricity in the home as it is produced usually provides the most direct bill reduction: that electricity meets demand the home would otherwise serve with a utility purchase. Any surplus is valued under the export-credit rules. A credit may reduce eligible energy charges without offsetting every line item.
Why does the exported-power rate matter?
The export rate determines how much bill value a customer receives for surplus electricity. If that rate is below the rate charged for electricity later imported from the grid, a kilowatt-hour exported at midday does not necessarily cancel a kilowatt-hour imported at night. The tariff’s time-of-use rules, if any, can further affect the comparison.

California illustrates the difference. The California Public Utilities Commission says customers who applied for interconnection on or after April 15, 2023, in the service territories of PG&E, SCE, and SDG&E take service under the state’s newer net-billing tariff. Under that tariff, solar still serves onsite load first, but exported electricity earns a credit based on its value to the grid, usually below the retail rate. The CPUC explains the distinction on its NEM and net-billing page. This is a California example, not a rule for every utility or customer.
What is the difference between net metering and net billing?
The terms describe different ways a utility can account for electricity exported by a customer. In common usage, traditional net metering nets imports and exports over a billing period, often with exported power credited at or near a retail energy rate. Net billing separately values exported electricity, commonly at a rate below retail, while electricity imported from the grid is charged at the applicable retail rate.
Terminology and tariff details vary, so the program name alone is not enough to predict a bill. Check whether the tariff nets kilowatt-hours or credits dollar values, the export rate or schedule, and the charges those credits can offset. California’s newer net-billing tariff is one example of a system in which exported power receives a grid-value-based credit rather than an automatic retail-rate credit.
Why might my electric bill still have a balance?
Solar credits generally reduce eligible energy charges; they do not automatically erase all bill components. Utilities may continue to charge fixed service fees, delivery charges, public-program charges, or other amounts that the tariff treats as non-bypassable.
Southern California Edison separates surplus-energy credits, charges for grid energy consumed, and set fees for basic services and public programs in its explanation of a net-energy-metering bill. SCE says delivery or non-bypassable charges apply monthly regardless of energy use. The CPUC also notes that legacy NEM customers pay non-bypassable public-service charges. The names and treatment of line items vary by utility and tariff; compare the bill’s charges with the tariff’s rules rather than assuming a zero net-energy balance means a zero bill.

Sometimes, but rollover, expiration, annual settlement, and payout rules are set by the program. A credit may carry from one month to another, be reconciled at an annual true-up, expire, or be compensated at a separate surplus rate. Do not assume that a credit balance will remain available indefinitely or be paid in cash.

SCE describes a 12-month billing cycle in which surplus credits roll from month to month and are settled at the end of the cycle. If a customer has a remaining credit and has opted into net-surplus compensation, SCE says the balance may be paid as a bill credit or check at the applicable surplus-compensation rate. California’s CPUC describes annual true-up for legacy NEM customers and gives an approximate net-surplus compensation range of $0.02 to $0.03 per kWh on its referenced page. That figure is a California example, not a nationwide rate or a guarantee of the current rate for every utility.
How do state and utility rules change the value of solar exports?
Net-metering availability and terms depend on state law, utility commission rules, utility tariffs, and often the customer’s enrollment or interconnection date. Eligibility can also depend on system size, customer class, export limits, or a program’s capacity cap. The EPA guide says state regulators generally oversee interconnections for smaller distributed-energy projects serving local utilities, while the Federal Energy Regulatory Commission handles certain interstate export matters.
These examples show why a solar-credit rule in one state should not be treated as a national standard:

| California newer net-billing tariff | Exported generation is credited at a rate reflecting its value to the grid, usually below retail. | Applies to customers applying for interconnection since April 15, 2023, in PG&E, SCE, and SDG&E territories, according to the CPUC. |
| Washington net metering | Retail-rate net metering for qualifying systems. | Washington says qualifying systems up to 100 kW are covered until June 30, 2029, or until a utility’s net-metered systems reach 4% of its 1996 peak demand, whichever comes first. Successor tariffs may reduce export value or end kilowatt-hour banking. |
| Oklahoma net metering | Full retail energy-rate compensation applies up to onsite consumption; excess production is purchased or credited at the utility’s avoided energy cost. | The Oklahoma Corporation Commission page identifies a 300-kW participation limit and a 125% peak-load limit. |

For historical context, the EIA reported that 44 states and the District of Columbia had some form of state net-metering policy as of December 27, 2022, citing DSIRE. That dated count does not establish the current number of policies or whether a particular utility offers a program today.
What should I check before installing solar?
Before deciding what a solar system might save, verify the utility tariff that would apply to your account. The export rate alone is not enough: bill charges, credit banking, time-of-use schedules, and system eligibility can change the value of a system’s output.

When exported electricity earns less than electricity costs to buy later, using more solar power onsite can reduce the amount exported and the amount subsequently imported. This does not guarantee a particular bill reduction; the result depends on the home’s load, the solar system, and the tariff.
Shift flexible electricity use into daylight hours
Run flexible loads while the panels are generating where practical. SCE suggests shifting major-appliance use and running a pool pump during the day. The aim is to use available generation onsite instead of exporting it for a lower credit and buying grid electricity later.
Consider storage for timing, not as a guaranteed payback
A battery can store some solar generation for use later or, where the tariff allows, export it during higher-value hours. The CPUC says storage can help customers use or export stored energy during higher-value hours under California’s net-billing tariff. That describes how storage can interact with a tariff; it does not establish that a battery will pay for itself. Evaluate the applicable tariff and the battery’s costs and operating limits separately.
Keep panels maintained
SCE recommends periodically having panels professionally cleaned. Maintenance can support the system’s ability to generate electricity, but cleaning does not change the export-credit rate or guarantee a specific bill reduction.
What does net metering not guarantee?
Net metering does not mean every utility offers the same program, every exported kilowatt-hour earns retail credit, or a home’s entire electric bill will disappear. Nor does a credit balance automatically transfer if a customer moves. The tariff and account rules govern these outcomes.

National statistics also need dates. The EPA guide reports that at least 28 GW of distributed-energy-resource capacity was enrolled in state net-metering programs as of 2020, and that more than 90% of net-metered distributed-energy-resource capacity was solar PV as of that year. The same guide cites NREL’s 2021 finding that residential rooftop PV system costs declined 64% from 2010 to 2020 and commercial rooftop costs declined 82% over the same period. These figures are historical context, not current enrollment totals or installation quotes.
How to read the solar-credit section of your bill
Start with the billing period and identify the energy imported from the grid, exports or surplus credits, and any net-energy calculation. Then inspect the credit balance and its expiration or true-up date, if shown. Finally, separate energy charges from fixed, delivery, and public-program charges so that a remaining balance is not mistaken for a failure of the solar system to generate electricity.
If the statement is unclear, ask the utility which tariff applies to the account, what export-credit rate it used for the period, and when the current credit balance will be settled. Use the tariff document—not a generic solar estimate—to confirm whether an individual line item can be offset.

Can solar credits transfer if I sell my house?
Do not assume they transfer with the property. Transferability depends on the tariff and account rules; confirm with the utility how a credit balance is handled when service ends or a new account is opened.
Does a home battery change my net-metering agreement?
A battery may change when the home uses or exports stored electricity, but the tariff still determines how those exports are valued. Check the utility’s interconnection and storage rules before adding storage.
Does net metering apply to every solar system?
No universal eligibility rule applies. Programs can set system-size, customer-class, export-capacity, and application limits, so confirm eligibility with the utility or state regulator before relying on a credit estimate.
