The city’s published 5/8-inch-meter rates are $6.04 per 100 cubic feet for water and $7.36 for sewer use, plus monthly service fees. The change was tied to infrastructure needs and planning for a future transition from the city’s water plant to the Great Lakes Water Authority (GLWA); the FY2026 budget says Mount Clemens was still operating its own water and sewage treatment facilities.
What changed in Mount Clemens water and sewer rates?
The city’s Water & Sewer page lists the following schedule effective October 1, 2025. The monthly fixed charges apply in addition to charges based on water and sewer use.

The prior figures were set effective October 1, 2024, in the city’s retail-rate resolution. The city says larger-meter charges are calculated using an equivalent meter ratio.
How much could the increase add to a monthly bill?
C&G Newspapers reported that the city estimated an average residential increase of about $2.28 per month, assuming use of 2.5 units monthly. That is an estimate tied to that usage assumption, not a fixed increase for every household. Actual bills depend on consumption and meter size.

Mount Clemens defines one unit as 100 cubic feet, or 748 gallons. A customer’s bill combines the fixed water and wastewater service fees with charges for metered use. The city’s FAQ addresses “Why is my water bill so high?” and “How much water is a unit?” on its Water & Sewer page.
Why is the city funding water and sewer infrastructure work?
The City of Mount Clemens’ FY2026 budget describes investment in both existing systems and preparations for a water-service change. It allocates $3.2 million for water capital improvements, including a $1.5 million M-3 watermain replacement, and $3.8 million for sewer capital improvements. These are budgeted amounts, not confirmation that every project has been completed.

The budget also says projects anticipated for 2027–2029 could require new borrowing: $5 million for water and $2 million for sewer. Those figures describe possible future debt, not confirmed borrowing. The budget’s treatment-plant and capital plans are set out in the city’s FY2026 budget.
What does the planned GLWA transition mean?
The FY2026 budget says the city continued operating its own water treatment facility and sewage treatment facility while planning to close the water facility and join GLWA “in the near future.” Thus, the rate increase was discussed in the context of maintaining and upgrading local infrastructure while preparing for a planned change in water service. The budget does not establish that GLWA was already supplying Mount Clemens water.

Can an outdoor water meter reduce sewer charges?
The city generally uses the home’s water meter to estimate sanitary sewer use. Water used outdoors for sprinklers or other purposes may not enter the sewer. The city says customers can choose to install a second meter for outdoor-only water; with a qualifying dual-meter setup, sewer charges apply to water entering the sewer, not water recorded by the outdoor meter.
The city’s page estimates installation at $561, including a fixed $459 permit and meter charge plus variable plumbing work. That is a city-posted estimate, not a guaranteed quote. Are the October 2025 rates still in effect?
The city’s published Water & Sewer schedule lists rates effective October 1, 2025. A Citizen Portal search result dated September 21, 2026, contains an AI-generated summary suggesting a later utility-rate update, but it does not establish that the Commission adopted new rates or identify a verified effective schedule. The October 2025 figures should therefore be treated as the city’s published schedule, not confirmed current rates. Check the signed resolution, meeting record, or with the City Clerk for any later adopted changes.
