Bloomberg described the plan as a “single-digit percentage of its roughly 1,000 employees”, while TechNode reported that CEO Zhang Jianzhong’s staff letter blamed the impact of U.S. sanctions. Neither report established a final layoff count or proved that sanctions were the cuts’ sole cause.
What happened in November 2023
Bloomberg News reported on November 7, 2023 that Moore Threads planned to cut a single-digit percentage of a workforce of about 1,000 people. Bloomberg said Zhang called the decision “a tough but necessary decision” in a letter reviewed by the outlet.
TechNode reported the same day that Zhang’s letter said layoffs would begin within a week and attributed the personnel reductions to the effects of U.S. sanctions. TechNode also reported plans for new AI-strategy and metaverse-computing-strategy divisions. The article did not disclose how many employees would be affected.
Zhang’s letter included the line, “There are no darkest hours for Chinese GPU makers, only boundless possibilities.” That is a statement of management’s outlook, not independent evidence of the company’s financial or operating performance.

Why did Moore Threads say it was cutting staff?
The direct explanation came from Zhang’s reported internal letter, which attributed the cuts to the impact of U.S. sanctions. That is a reported management explanation. The available accounts do not independently demonstrate that export controls were the only factor behind the workforce plan, so “sanctions caused all the layoffs” goes beyond the evidence.
The timing followed a U.S. Entity List action in October 2023. The connection is therefore relevant context, but the reports do not quantify how sanctions affected Moore Threads’ revenue, supply chain, development schedule or cash position.

The applicable entry in the U.S. regulations’ Entity List supplement names Moore Thread Intelligent Technology (Beijing) Co., Ltd. and related entities. It references Federal Register 88 FR 71992, published October 19, 2023.

What Moore Threads makes
Moore Threads presents itself as a developer of GPU chips, graphics cards and clustered systems for artificial-intelligence acceleration, graphics, video, simulation and scientific computing. Its MTT S80 is a documented consumer graphics-card product, but the cited sources do not establish current Amazon stock, authorized U.S. retail availability, shipping coverage or affiliate eligibility. Its existence should not be confused with a recommendation to buy it.
What happened to the company afterward?
Moore Threads’ official company history records a STAR Market listing in December 2025 and product announcements in May 2026. Those later milestones show that the company continued corporate and product activity after the 2023 report. They do not reveal how many employees ultimately left, whether the planned reduction was completed as described, or how much of it was attributable to sanctions.
