Built-in parental controls can help manage screen time, app access, content, purchases and, on some Android devices, location—but they are not a reliable way to secretly see everything on a child’s phone. Google says parents cannot remotely listen to a child’s calls or view the child’s screen, and supervising an existing Google Account requires the child’s agreement. For most families, a safer approach is to say what is being monitored, agree on why, and use controls that match the child’s age and the specific concern.
What can you monitor with parental controls?
The Federal Trade Commission (FTC) says parental-control tools commonly manage screen time, restrict content, report website or app activity, limit communications and restrict purchases. What is available depends on the device, service and settings. These tools are designed for supervision and filtering; that does not mean they provide silent access to every message, call or screen.
Start with the safety goal rather than the most intrusive feature. You might need bedtime limits, approval before installing apps, purchase restrictions, content filters, or location visibility during a trip. Tell your child which categories you will check, when alerts may appear and who can see the information. Revisit the agreement as your child’s age and independence change. The FTC and the NSPCC both recommend making controls part of family expectations and communication.

These are not equivalent feature lists: the FTC identifies Apple’s option, while Google’s help material describes specific Family Link functions and limits. Do not assume an unlisted Apple feature is unavailable, or that another monitoring product can provide unrestricted access.

How to choose transparent controls
- Name the concern. Decide whether the issue is location during travel, app downloads, spending, unsuitable content, screen time or a specific safety incident. Avoid collecting more information than that purpose requires.
- Check the device and account requirements. Identify whether the phone is an iPhone or Android device, which account is being supervised, and whether the child must agree to supervision. For Google Family Link, Google specifies same-country residence for parent and child when supervising an existing account.
- Explain the arrangement. Tell your child what categories are visible, who has access, what will trigger an alert and when you will review the arrangement. Adapt the boundaries to age and maturity, and discuss exceptions such as emergencies.
- Enable only relevant controls. Use the platform’s family or parental-control settings for the agreed purpose. The exact Apple settings and labels can change by operating-system version; consult Apple’s current instructions rather than relying on an outdated menu path.
- Review access and settings. Check periodically whether the control still addresses the concern, who can access collected information, and whether the child’s needs have changed. Remove controls that are no longer necessary.
Controls may operate at different layers. The NSPCC describes options across Wi‑Fi, phone networks, individual apps and devices, including filters, app approval and screen-time tools. A setting on home Wi‑Fi may not apply when a device uses cellular service or a different network, so check where each control actually operates before relying on it.
Can you read texts or listen to calls remotely?
Do not assume that a parental-control product offers legitimate or dependable access to every text or call. Google’s stated Family Link limits are direct: “Parents can’t remotely listen to their child’s phone calls.” Google also says parents cannot remotely see the child’s screen. Family Link’s documented functions include app activity, location and device controls—not remote call listening or screen viewing.

If a concrete safety concern involves a message or conversation, address it openly where possible and use appropriate safety or support channels. Avoid products or methods that promise secret, unrestricted access by asking you to steal credentials, bypass device protections or install hidden spyware.
Is it legal to track a child’s phone?
There is no single answer for every family or location. The relevant rules can depend on jurisdiction and circumstances, including recording or intercepting communications, location sharing, custody arrangements and school policies. COPPA is a U.S. law about covered companies’ collection of personal information from children under 13; it is not a universal rule deciding whether a parent may secretly access a child’s device. If there is a custody dispute, a high-risk situation or uncertainty about local law, seek qualified legal advice in your jurisdiction.

What COPPA covers in the United States
For covered child-directed services and services that knowingly collect personal information from children under 13, COPPA requires notice and verifiable parental consent in applicable cases. It gives parents rights to review information, withdraw consent and request deletion. Those protections concern companies’ data practices; they should not be confused with permission to covertly monitor a child’s phone.

They can introduce privacy and security risks because they collect sensitive information about children and families. An FTC-sponsored 2020 study, Betrayed by the Guardian, examined parental-control solutions and reported 135 vulnerabilities. The study also documented examples of exposed personal information and parent accounts that could be compromised. That finding is a warning about the category, not proof that every product has the same weaknesses.
Before choosing any service, examine its privacy policy and security practices rather than judging it by how much it can hide from a child. Consider:

- What information it collects, how long it retains that information, and whether you can delete it.
- How it protects accounts and data, including its authentication and encryption practices.
- Whether the provider has disclosed breaches, published independent security work or explained how vulnerabilities are handled.
- Whether the child can see or understand the supervision, and whether the collected data is proportionate to the stated safety goal.
Prefer built-in or clearly documented controls over sideloaded spyware or services that promise unlimited access without explaining consent, data handling and security. If an app’s access demands or data practices are unclear, do not treat a feature list as evidence that it is safe.

Compare options by phone platform, the specific controls available, who can see the data, the consent and visibility model, retention and deletion terms, security history, the child’s age, and whether controls apply at home, at school, on Wi‑Fi and on cellular networks. A control that is visible and limited to a clear purpose is easier to explain and review than covert monitoring. If the concern is urgent or specific, use a proportionate response and seek appropriate professional or local support rather than installing hidden surveillance software.
